CC - Item 4H - Application for Used Oil Recycling Block Grant FundingROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JULY 14, 2009 I""" SUBJECT: APPLICATION FOR USED OIL RECYCLING BLOCK GRANT FUNDING SUMMARY The California Oil Recycling Enhancement Act of 1991 authorizes the California Integrated Waste Management Board (CIWMB) to award grants to enhance the collection and recycling of used lubricating oil. Rosemead is eligible to apply under the fifteenth funding cycle of this program, for the July 1, 2009 - June 30, 2010 fiscal year. It is anticipated that these grant funds will be utilized for the promotion of the City's State-certified collection centers, development of education awareness materials, and assistance in the recruitment of additional collection facilities. An application for these grant funds must be accompanied by a resolution authorizing the City's grant submittal. Staff Recommendation Staff recommends that the City Council approve Resolution No. 2009-35 authorizing the submittal of an application to the California Integrated Waste Management Board for funding under the Fifteenth Cycle of the Used Oil Recycling Block Grant Program. APPROVED FOR CITY COUNCIL AGENDA: City Council Report July 14, 2009 Page 2 of 2 Sub itted by: Brian eki Community Development Director Attachment A - Resolution No. 2009-35 RESOLUTION NO. 2009-35 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR AN FIFTEENTH CYCLE USED OIL RECYCLING BLOCK GRANT. WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by and payment to eligible cities and counties; and WHEREAS, if awarded, the applicant will enter into a Grant Agreement with the State of California Integrated Waste Management Board for implementation of said grant; NOW, THEREFORE, the City Council of the City of Rosemead does hereby resolve as follows: SECTION 1. That the City Council authorizes the submittal of a grant application to the California Integrated Waste Management Board under the Fifteenth Cycle Used Oil Recycling Block Grant, Fiscal Year 2009-2010. SECTION 2. The City Manager, or a designee, is hereby authorized and empowered to execute in the name of the City of Rosemead all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application. SECTION 3. The City Clerk shall certify to the adoption of this resolution and hereafter the same shall be in full force and effect.
