SUMMARY
Attached for your consideration is information regarding the 14th Annual California Joint
Powers Insurance Authority Risk Management Conference, San Francisco, October 28-
30,2009.
Staff Recommendation
Staff recommends that the City Council authorize any Council Member, the City
Attorney, the City Manager, or a staff designee to attend the event at City expense.
ANALYSIS
Conference sessions will include: Workers Compensation Management; Medical &
Legal Issues in the Workplace; 2009 Employement Law Update; Balancing Staffing
Needs ina Difficult Economy; Protecting Your Entity Against Civil Rights Cases; Good
Risk Finance/Transfer and more.
FINANCIAL REVIEW
Expenses for this conference are included in the 2009-10 Budget.

Pre-Conference From an Incident to the Doorsteps of Trial
Session Presented by: Scott Grossberg, Richard Clouse, Katharine Spaniac,

Start things off with a bang. Have you ever wondered how an incident with
no apparent negligence on the part of a public entity can end up costing
millions of dollars? This interactive event is a case study of an actual
incident that takes you from your first notice through preparation for trial.
The audience will participate in the incident, investigation, and trial
preparation.
Using a factual situation, participants will see actual accident reconstruction
footage used to defend a claim. This session concludes on Friday with a
mock trial, including jury selection. Although participants will best
experience and understand the entire sequence of events by attending
both the Pre-Conference and Friday's Mock Trial, attendance at either
session is optional. Our panel of experts will discuss:
• How to respond to an incident
• Managing the message through the media
• Retaining and preserving evidence
• Determining a value for a claim
• Deciding whether to settle or go to trial

You will learn how juries are selected, and how the defense attorney
decides what evidence will make the best case. Using an actual case,
including exciting accident reconstruction and animation footage and a
presentation from a jury selection expert, we will present a mock trial. The
audience will be able to test itself against a test jury panel that will be
brought in specifically for this first-of-its-kind event.
There will be a 15-minute break at 10:00 am.
