SUBJECT: PREPARATION OF A MOBILEHOME PARK TENTANT RELOCATION
ORDINANCE
SUMMARY
A request has been made of the City Council to consider a moratorium on the
displacement of low income residents from mobilehome parks in the City of Rosemead
(Attachment A). California Government Code section 65858 authorizes cities to adopt
interim urgency zoning ordinances or moratoriums to place a temporary "hold" on
certain matters. Section 65858(c) states that in order to adopt a moratorium, the
ordinance must contain findings that there is a current and immediate threat to the
public's health, safety, or welfare. At the present time, there are no current applications
of which staff is aware that would result in the immediate displacement of mobilehome
park residents. As a result, it will be difficult to make the findings required to adopt a
moratorium by an urgency ordinance.
Additionally, interim urgency zoning ordinances may only last for the period of time
necessary for the City to address the concerns which prompted the adoption of the
moratorium. An effective action that the City Council can take to address mobilehome
relocation issues is to adopt its own mobilehome change of use ordinance. Such an
ordinance is in the process of being developed and can be presented to the Council in
late September or October. The proposed ordinance would require input from the City
Council earlier in the change of use/relocation process and allow the Council to be more
involved to ensure the change of use process is handled properly. Therefore, a
moratorium may not be necessary as a mobilehome park change of use ordinance can
be adopted within the next few months.
Staff Recommendation
Staff recommends that the City Council direct staff to finalize a proposed mobilehome
park relocation ordinance for Council consideration no later than the meeting of October
26th.

Dear Mr. Allred:
1 am writing this letter in accordance with the instructions you gave me by
telephone on Thursday, August 6`h. I am asking that the following item be placed on the
agenda for the August 25`h meeting of the Rosemead City Council:
"A Request for a Moratorium on the Displacement of Low-Income Residents
from Trailer Parks in the City of Rosemead."
This request is being made because of the lessons we have learned from the
development plans for the Park Monterey Trailer Park at 7433 Garvey Avenue. The
trailer residents are worried about being forced from their trailers so that the owner can
pursue his development plans. The owner's representatives have used intimidation and
threats to scare the residents into leaving.
We know there is a housing crisis across the United States. This housing crisis
has resulted in a totally inadequate supply of low-income housing in Rosemead.
Residents who are displaced from trailer parks that have relatively low rents are at risk of
becoming homeless because there is no alternate housing available that they can afford.
However, the moratorium should specify a time for review of the housing situation in
Rosemead to determine whether or not the moratorium is still needed.
Because of today's limited low-cost housing, displacement of low-income trailer
park residents in Rosemead could, unfortunately, result in a Los Angeles type of Skid
Row, or have families doubling, tripling, or quadrupling together, or families could finish
up living in garages, in their cars, or on city streets. All of these are highly undesirable
outcomes.
It is for these reasons that we are requesting a moratorium on the displacement of
low-income trailer park residents in the city of Rosemead. We are looking forward to
August 25`h when we will have the opportunity to submit evidence supporting the need
for this crucial moratorium.
