CC - Item 3D - Ad Hoc Youth Commitee AppointmentROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: AUGUST 25, 2009 SUBJECT: YOUTH AD HOC COMMITTEE APPOINTMENT SUMMARY On June 2, 2009, the City Council held a special meeting to interview and appoint seven (7) committee members to the Youth Ad Hoc Committee (Committee). The City Council interviewed various candidates and appointed six members to the committee; two (2) at- large members and four (4) members representing middle/intermediate or high schools, with the exception of Muscatel Middle School. On June 23, 2009, the City Council scheduled a Special Council meeting to interview two candidates for the seat representing Muscatel Middle School; however, the candidates cancelled their interviews. The City continued with recruiting efforts and on July 30, 2009, the City Clerk's office received one application from Taymar Quezada (Attachment A) who is a student at Muscatel Middle School. Given that there were no other applicants and training for the new committee members was scheduled for July 31, 2009 and August 1, 2009, staff and the Mayor thought it was appropriate to appoint Ms. Quezada to the Committee to ensure representation from Muscatel Middle School. Staff Recommendation Staff requests that City Council ratify the Mayor's appointment of Taymar Quezada to the Ad Hoc Youth Committee. ANALYSIS As set forth in Resolution No. 2009-07 "A Resolution of the City Council of the City of Rosemead.... establishing an Ad Hoc Youth Committee, providing procedures relating thereto, and setting forth the duties of the Committee", the committee must consist of seven (7) voting members appointed by the Mayor with the consent of the City Council. One member shall represent each of the middle/intermediate and high schools with a minimum enrollment of three hundred (300) students of which forty percent (40%) are Rosemead residents and the remaining committee members shall be selected at-large. All committee members must be current seventh (7th) through twelfth (12th) grade students thirteen (13) to eighteen (18) years old and must reside in Rosemead. Please describe any work, training, certificates; and/or membership in student organizations that would qualify you for this position. (if additional space is required, please attach separate sheets) I am interested in serving as a Committe Member because f love working with people, I love my city that I grew up in and have made so many friends in, and would love to help make our city a better place and more fun for everyone, especially for the youth. I feel I am qualified for this position due to my academic achievement and well-roundedness. I have been a GATE (Gifted And Talented Education) student since 4th grade at Shuey Elementary. Last year at Muscatel, my classwork included Honors Social Studies, Honors Language Arts, and Honors Science, and I had a GPA of 4.0 for the last two quarters of the year. In sports, I have been playing All-Star youth soccer at Rosemead and Temple City AYSO for the past 7 years. This past year, I was a part of two West San Gabriel Valley championship AYSO teams, playing as center midfielder--the communication leader on both teams. I am a frequent visitor to the Rosemead Library where I routinely check out 25 books at a time. really love to read! I am also in the Muscatel Band. I have played Alto Saxophone and flute for the past 4 years, and really enjoy all that music brings to my life. I enjoy all forms of entertainment, especially books, movies, music, and online social and text networking. I enjoy my many friendships with friends--especially friends in higher grades--and love to help my teachers. I have a lot of ideas that I would love to share about how to better engage the youth from Muscatel and our city.
