SPECIAL CITY COUNCIL MEETING
August 11, 2009
The special meeting of the Rosemead City Council was called to order by Mayor Clark at 6:16 p.m. in the
Rosemead City Hall Conference Room located at 8838 East Valley Boulevard, Rosemead, California.
ROLL CALL OF OFFICERS PRESENT: Mayor Clark, Mayor Pro Tern Taylor, Council Members Armenta,
Low, and Ly
OFFICERS ABSENT: None
OFFICIALS PRESENT: City Manager Allred, Assistant City Manager Hawkesworth, City Attorney Montes,
Community Development Director Saeki, Director of Finance Brisco, Director of Parks and Recreation
Montgomery-Scott, Economic Development Administrator Ramirez, Deputy Public Works Director
Marcarello, and City Clerk Molleda.
Mayor Pro Tem Taylor stated he would not be going into closed session particularly because he did not get
any single word on this item and all the agenda said was "labor negotiations" and once he would go into
closed session it can not be discussed publicly. Mr. Taylor added he had gone through this previously, as
far as, disagreeing with the closed session that had to do with an employee and got sent to the grand jury
for it; although it never happened. Mr. Taylor added he was not going into closed session not having a clue
of what the item is about.
Council Member Low stated that was the purpose of the closed session so that Council can discuss.
City Manager Allred stated it was in regards to labor negotiators regarding negotiations with the Rosemead
Employee Association.
Mayor Pro Tem Taylor stated that was fine and asked what the other one was about.
Mr. Allred responded it was a potential litigation item that was discussed during a prior closed session and
wanted to give Council an update on the item.
Mayor Pro Tem Taylor stated without mentioning what it was that he asked for more information on that
project and he had not received anything. Mr. Taylor added that he would participate in item B but not item
A.
City Manager Allred stated that Item B would be discussed first.
City Council recessed to Closed Session at 6:17 p.m.
Mayor Pro Tem Taylor walked out of Closed Session at 6:54 p.m.
