APPROVAL OF MINUTES August 6, 2009 – Regular Meeting 2. PUBLIC COMMENT FROM THE AUDIENCE Please refer to public comment guidelines on the first page of this document. 3. OLD BUSINESS A. PARKING ALTERNATIVES ON EARLE AVENUE SUMMARY City staff received a petition from Sheryl Blum, 4824 Earle Avenue, regarding parking conditions along Earle Avenue north of Mission Drive and south of Grand Avenue. She has indicated that employees of California Mission Inn park on Earle Avenue throughout the day. Ms. Blum has indicated this on-street parking demand is cause for concern in the neighborhood as residents and guests are forced to park elsewhere. Ms. Blum has asked that the Traffic Commission review the existing parking conditions and identify possible alternatives for improving parking in this area. Staff Recommendation It is staff’s recommendation that the Traffic Commission recommend to the City Council that: 1. Alternative 1 changes be implemented including the installation of marked parallel parking and parking “T’s” along Earle Avenue and Delta Avenue; 2. That staff continue to monitor California Mission Inn employee parking and work with the facility to encourage employee parking along Delta Avenue; 3. That staff provide the Traffic Commission with updates on parking conditions at this location on an as-needed basis. B. REQUEST TO REVIEW TRAFFIC CONDITIONS AT KLINGERMAN STREET AND ANGELUS AVENUE ROSEMEAD TRAFFIC COMMISSION October 1, 2009 SUMMARY At its August meeting, the Traffic Commission reviewed a request to evaluate traffic conditions at Klingerman Street and Angelus Avenue. The Commission supported the concept of adding traffic calming improvements in the area including traffic calming and sign improvements. This includes the following traffic calming devices: • The installation of raised traffic separators on the road curve at Angelus Avenue and Klingerman Street. Traffic separators help create the appearance of a narrowing roadway and have been shown to help reduce vehicle speeds. • The installation of rumble strips prior to the street intersection. Rumble strips serve as a reminder for vehicles to slow down when approaching a particular intersection. • The installation of advanced road curve warning signs prior to the intersection. Warning signs help to give drivers an advance notice of upcoming road features. • Increased speed enforcement in this neighborhood. In order to better gauge resident feedback, staff sent notification card mailers regarding this issue to households within a 300 foot radius of the location. Attachment 1 is the August 2009 Traffic Commission agenda report that details road conditions in this area. Staff Recommendation It is staff’s recommendation that the Traffic Commission recommend to the City Council that traffic calming improvements be added at the intersection of Angelus Avenue and Klingerman Street. C. REQUEST TO REVIEW TRAFFIC CONDITIONS AT ROSEMEAD PLACE AND EARLSWOOD DRIVE SUMMARY At the request of Commissioner Lewin, staff reviewed traffic conditions at the intersection of Earlswood Drive and Rosemead Place. Commissioner Lewin indicated that he received complaints from local residents in regards to speeding, racing, and pedestrian safety in the area. He maintains that the addition of traffic calming devices will reduce vehicle speeds and improve vehicle and pedestrian safety in the area. Staff Recommendation It is staff’s recommendation that the Traffic Commission recommend to the City Council that traffic calming improvements be added at the intersection of Earlswood Drive and Rosemead Place. 4. CONSENT A. REQUEST FOR GREEN CURB AT 8728 EAST VALLEY BLVD SUMMARY City staff received two letters requesting “20 minute” green curb be added at 8728 East Valley Boulevard. Staff spoke with the property owner, Jimmy Duong regarding parking at this location. Mr. Duong indicates that parking in front of his property is occupied with vehicles parking for one hour or more. He is requesting the installation of green curb in front of his store for short term (20 minute) parking. ROSEMEAD TRAFFIC COMMISSION October 1, 2009 Staff Recommendation It is staff’s recommendation that the Traffic Commission recommends the City Council approve the installation of 30 feet of “20 minute” green curb at 8728 East Valley Boulevard. 5.
