SUBJECT: MONTEREY PARK ANGELS REQUEST FOR FEE WAIVER
SUMMARY
Representatives from the Monterey Park Angels Baseball Association, a travel baseball
organization, are requesting use of Garvey Park to conduct league activities.
-Additionally, they are requesting City Council authorization for a waiver of fees for that
use.
Staff Recommendation
Staff is seeking City Council direction regarding the request of the Monterey Park
Angels Baseball Association for a waiver of fees for the use of Garvey Park.
ANALYSIS
During Public Comments at its regular City Council meeting on July 28, a representative
from the Monterey Park Angels baseball organization expressed a desire to move
organization activities to Garvey Park as, according to organization members, most of
the youth being served are Rosemead residents.
Staff met several times with representatjvps to discuss field avai*iljty (as the fields are
also used by AYSO and RYA). It has been determined. that the fields at Garvey are
available for their use Tuesday and Thursday (as available), 6:00 to 9:30 p.m. The
Monterey Park Angels have submitted an application for use of Garvey Park during
those hours September 15 through December 17, 2009 (98 hours of use). Standard
fees for use are as follows:

Policy, as approved by City Council, states, that "Rosemead recognized non-profit
organizations may be exempt from fees." However, it also states "Non-profit groups
must provide verification of current 501(c)(3) status and a participant roster

demonstrating that one in every four participants resides in Rosemead. They must also
prove that their services are of significant direct benefit to the community and are not
provided by the City or other agency currently serving Rosemead youth. Services must
be accessible to the general public and in compliance with non-discrimination laws."
The Monterey Park Angels, like RYA's winter activities, is a travel baseball program.
The organization is currently comprised of one girls' team in which 8 of 15 participants
are Rosemead residents. They are attempting to develop a boys' team and have
indicated that several resident boys have shown interest.

This item has been noticed through the regular agenda notification process.
FISCAL IMPACT
The requested use of the fields will likely incur some costs for affiliated use of ball field
lights. Additionally, approval of fee waiver results in a loss of potential revenues of
approximately $2,646.
