Brown Act
Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless cert ain
emergency or special circumstances exist. The City Council may direct staff to investigate and/or schedule certain matters f or
consideration at a future City Council meeting.
General Conduct/Decorum During Meeting:
While the City Council is in session, all attendees are required to observe the proceedings and adhere to established rules of
decorum. No individual shall engage in behavior that is intended to or likely to incite violent or riotous actions, nor shall anyone
disturb the orderly conduct of the meeting. Remarks must be made exclusively from the podium and directed to the Council as a
whole, rather than to individual members or the audience. Comments and exchanges from the audience will not be acknowledged,
as focus should remain on the speaker or the Council. Attendees are requested to silence their cellphones during the meeting. Any
individual who causes ongoing disruption may be subject to removal from the proceedings per Government Code 54957.95.

1. PUBLIC COMMENT
The City Council will hear public comments on matters not listed on the agenda
during the Public Comments section from the audience. Opportunity to address the
City Council on non-agenda items is limited to 3 minutes per speaker.

publiccomment@cityofrosemead.org by 5:00 p.m. All comments are public record
and will be recorded in the official record of the city.
2. WORKSHOP
A. Pre-Application 25-02 – A Proposal for Garvey Village, a Residential/Commercial
Mixed-Use Project 8001 Garvey Avenue (Former Auto Auction Lot)
Trumark Homes will present their revised project plans for Garvey Village,
a residential/commercial mixed-use development on a 15.8-acre site located within
the Garvey Avenue Specific Plan Incentivized Mixed Use (GSP-MU) zone.
The proposal for Garvey Village includes 212 residential units with private garages,
residential amenities, a six-story, 187-room hotel, a three-story commercial
building, a two-story parking structure, and surface parking.
Recommendation: That the City Council and Planning Commission discuss and
provide feedback.
3. ADJOURNMENT
The next regular City Council meeting is scheduled to take place on February 10, 2026,
at 7:00 p.m. in the Rosemead City Hall Council Chamber.
