SUBJECT: PRE -APPLICATION 25-02 — A PROPOSAL FOR GARVEY VILLAGE, A
RESIDENTIAL/COMMERCIAL MIXED -USE PROJECT
8001 GARVEY AVENUE (FORMER AUTO AUCTION LOT)
SUMMARY
Trumark Homes will present their revised project plans for Garvey Village, a
residential/commercial mixed -use development on a 15.8-acre site located within the Garvey
Avenue Specific Plan Incentivized Mixed Use (GSP-MU) zone. The proposal for Garvey Village
includes 212 residential units with private garages, residential amenities, a six -story, 187-room
hotel, a three-story commercial building, a two-story parking structure, and surface parking.
DISCUSSION
On December 23, 2025, Trumark Homes revised their Pre -Application, which included a project
narrative (Attachment "A") and updated plans (Attachment `B"). The updated plans consist of an
increase in 11 residential units, the incorporation of 21 affordable units (affordability level was
not specified), and a new ingress/egress point along Garvey Avenue for the residential
component of the mixed -use project. The Planning Division issued a comment letter (Attachment
"C") on January 22, 2026 and reiterated outstanding comments that were not addressed from the
first comment letter (Attachment "D"). The letter also summarized all input and feedback
received during the Special Joint Meeting with the City Council and Planning Commission on
September 23, 2025.
