CC - Item 6C - Ramona Blvd Beautification Profect - Notice of CompletionROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY OUNCIL FROM: JEFF ALLRED, CITY MANAGE DATE: OCTOBER 27, 2009 SUBJECT: RAMONA BOULEVARD BEAUTIFICATION PROJECT - NOTICE OF COMPLETION SUMMARY As part of the City's Fiscal Year 2008-09 Capital Improvement Program, the City Council approved a project to improve the Ramona Boulevard sound wall area from Walnut Grove Avenue to Rosemead Boulevard. This project included a complete landscape makeover, including a new irrigation system, ground cover, trees, shrubs, vines and minor concrete work. On February 10, 2009 the City Council awarded a construction contract to Mariposa Horticultural Enterprises, Inc for an amount of $51,625.65 with a contingency of up to $10,325.05 for potential additional and unforeseen work, and directed staff to proceed with the construction. The project has now been completed to the satisfaction of the City's Public Works Department. Staff Recommendation Staff recommends the following: 1. Accept the completed work. 2. Authorize the City Engineer to release the Labor and Material Bond thirty-five (35) days after the Notice of Completion has been recorded in accordance with applicable portion of the Civil Code. 3. Authorize the City Engineer to release the Faithful Performance Bond one (1) year after City Council acceptance. DISCUSSION On February 10, 2009 the City Council authorized the award of the project contract to Mariposa Horticultural Enterprises, Inc (Attachment 1). A notice to proceed was given ITEM No. Loc APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting October 27, 2009. Page 2 of 2 to Mariposa Horticultural Enterprises, Inc. which completed the project as directed and to the satisfaction of the City's Department of Public Works. Based on the work completed, a summary of the final contract cost is as follows: Original Contract Amount: $51,625.65 Change Order No. 1 $ 9,227.00 Final contract cost: $60,852.65 The increase in work constructed over the original contract amount is due to one (1) change order for $9,227.00, which added fence screening, irrigation improvements, and landscape improvements at the City/Caltrans Satellite Corporate Yard (Attachment 2). This addition was made in response to local resident requests to screen off the storage yard and extend the beautification project. This addition increased the total contract cost by 17.87% which is within the contingency authorized by the City Council. CITY MANAGER DATE: FEBRUARY 10, 2009 SUBJECT: RAMONA BOULEVARD BEAUTIFICATION PROJECT - AWARD OF CONTRACT SUMMARY As part of the City's Fiscal Year 2008-2009 Capital Improvement Program, the City Council approved a project to improve the Ramona Boulevard sound wall area from Walnut Grove Avenue to Rosemead Boulevard. This project includes a complete landscape makeover including a new irrigation system, ground cover, trees, shrubs, vines and minor concrete work. On January 28, 2009, bids were received and reviewed for the project. Staff Recommendation Staff recommends the following: 1. Authorize the City Manager and the City Clerk to enter into a contract with Mariposa Horticultural Enterprises, Inc for the Ramona Boulevard Beautification Project in the amount of $51,625.65. 2. Establish an amount of $10,325.05 to cover the cost of unforeseen construction expenses. DISCUSSION Ramona Boulevard is a 1-mile east and west street from Walnut Grove Avenue to Rosemead Boulevard and runs adjacent to the Interstate 10 San Bernardino Freeway. There are several maintenance issues along this street and the freeway sound wall including graffiti, weeds, and trash debris. The City's Public Services Business Unit routinely monitors this stretch of roadway and spends time removing graffiti and collecting trash and litter debris. The proposed project includes planting shrubs, trees, vines and new irrigation system components along the sound wall. This will eliminate the non-landscaped areas where APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting February 10, 2009 Page 2 of 3 litter typically accumulates and also provide a barrier to help prevent tagging. A Notice Inviting Bids was published in local news publications and advertised to area contractors. At 11:00 AM on January 28, 2009, the City Clerk publicly opened and read four (4) sealed bids with the following results 1 Mariposa Horticultural Irwindale, CA $51,625.65 Enterprises, Inc. 2 Marina Landscaping, Inc. Anaheim, CA $63,351.90 3 Pierre Sprinkler & Landscape Baldwin Park, CA $65,008.00 4 CLS Landscape Management Chino, CA $67,354.51 Staff has reviewed the bid documents for completeness and investigated the contractor's background and recent projects for competency. Staff has concluded that Mariposa Horticultural Enterprises Inc. is the lowest responsible bidder to perform the construction of this project. Mariposa has satisfactorily completed similar projects for other agencies, including the City of Arcadia, the City of Burbank, and Mt. San Antonio College. The City Engineer's estimate for this project was $95,000. Staff attributes the lower cost bid proposals to lower materials costs and a competitive bidding environment for improvement projects. Timeline If this contract is awarded by the City Council, staff will work to complete this project according to the following schedule: February 10th - City Council Awards Contract Week of February 16th - Begin Project Outreach with Local Residents March 9th - April 10th - Tentative Construction Schedule April 24th - Tentative Project Completion May 12th-Tentative Notice of Completion by City Engineer The Contractor must complete all work within 30 consecutive calendar days. Liquidated damages are $250 per calendar day. FINANCIAL REVIEW The total appropriation needed to award this project is $61,950.30, which includes a 20% amount ($10,325.05) for unforeseen construction expenses. Funding for this City Council Meeting February 10, 2009 Page 3 of 3 project is provided for in the City's approved FY 2008-09 Capital Improvement Program Budget. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This exemption covers projects involving minor alterations of land that do not have a significant effect on the environment.
