CC - City Hall Hours During Election Filing Period - Internal File 050r I TO: HONORABLE MAYOR AND MEMBERS ROSEMEAD CITY COUNCIL FRANK G. TRIPEPI CITY FROM: JANICE WARNER, CITY CLEF DATE: OCTOBER 5, 1993 RE: CITY HALL HOURS DURING ELECTION FILING PERIOD As the City Council is aware, the Governor recently signed into law a piece of legislation, AB 1282, which substantially changes the State Elections Code. Among the changes resulting from that bill, the ballot must now be printed in multiple languages, as dictated by the ethnic makeup of the community, and the filing period for candidates has been moved forward substantially to accommodate the additional burden of printing a multi-lingual ballot. The filing period for this election will be December 20, 1993, through January 14, 1994. We have provided this information to alert the Council to a potential dilemma. The final filing date, January 14th, falls on a Friday. At this time, City Hall is not scheduled to be open on that date since normal business hours for City Hall are Monday through Thursday. The Elections Code does not specify that City Hall shall remain open beyond normal business hours, as posted. However, we believe the issue of the final filing date to be significant enough to request a clarification of policy. Does the Council wish to open City Hall on Friday, January 14th or does it wish to have City Hall remain closed on that day? Should the Council take action to open City Hall on that day, the City Manager will,adjust staff hours as necessary, to accommodate that action.
