NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM – DEVELOPMENT OF TRAFFIC CALMING TOOLBOX SUMMARY The City routinely receives requests from residents to review perceived unsafe pedestrian and vehicle conditions in the City. Over the last several months, the Traffic Commission and staff started discussions on a Neighborhood Traffic Management Program that would help to address some of these issues – developing a policy to ensure requests are handled fairly and uniformly and also a “toolbox” of traffic calming measures that can be used throughout the community. Staff Recommendation It is staff’s recommendation that the Traffic Commission review and discuss the traffic calming program toolbox ideas for inclusion into the City’s Neighborhood Traffic Management Program. B. REQUEST TO REVIEW TRAFFIC CONDITIONS AT ROSEMEAD BLVD AND MISSION DRIVE SUMMARY Commissioner Hall has asked that the Traffic Commission look into traffic conditions in the vicinity of Rosemead Boulevard and Mission Drive. There have been several complaints from local residents in regards to unsafe turning conditions, pedestrian safety, and heavy backups in this area. In response to these complaints, staff has observed conditions in this neighborhood. Also of note, in early 2009 the Commission approved the addition of red curbing an enhanced street and curb markings along Mission Drive at Ivar Avenue in response to resident concerns. Staff would also like to analyze potential traffic calming enhancements to help improve traffic safety. Prior to fully analyzing this location, staff would like further input from the Traffic Commission as to possible enhancements that could help increase safety and reduce congestion in this area. If directed to move forward, staff will present a more thorough analysis to the Commission at its next ROSEMEAD TRAFFIC COMMISSION DECEMBER 3, 2009 meeting. Staff Recommendation Staff recommends that the Traffic Commission provide input on existing traffic conditions and potential enhancements for the area adjacent to Rosemead Boulevard and Mission Drive. C. REQUEST TO REVIEW TRAFFIC CONDITIONS AT KLINGERMAN STREET AND DELTA AVENUE SUMMARY City staff received the attached letter from Sam and May Yu, in the 8300 block of Klingerman Street at Delta Avenue. Mr. and Mrs. Yu have expressed concerns that vehicles in this area drive too fast around the turn at this location, causing unsafe conditions for nearby residents and park patrons at the Jess Gonzalez Sports Complex. Mr. and Mrs. Yu have asked the Traffic Commission to look at modifications that will reduce vehicle speeds and improve vehicle and pedestrian safety for their neighborhood. Staff would also like to analyze potential traffic calming enhancements to help improve traffic safety. Prior to fully analyzing this location, staff would like further input input from the Traffic Commission as to possible enhancements that could help increase safety in this area. If directed to move forward, staff will present a more thorough analysis to the Commission at its next meeting.
