Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Hall INVOCATION: Vice Chairwoman Russell ROLL CALL OF OFFICERS PRESENT: Chairman Masuda, Vice Chairwoman Russell, Commissioner Deary, Commissioner Lewin, Commissioner Hall OFFICIALS ABSENT: None OFFICICAL PRESENT: Deputy Public Works Director Marcarello, Traffic Engineer Deputy Itagaki, and Administrative Assistant Llamas 1. PUBLIC COMMENTS FROM THE AUDIENCE None 2. CONSENT CALENDAR October 1, 2009 minutes were removed from the Consent Calendar for minor. Commissioner Lewin made a motion, seconded by Commissioner Deary to approve Consent Calendar items B and C. Votes resulted in: Yes: Lewin, Deary, Russell, Hall, Masuda No: None Abstain: None Absent: None After discussing corrections, Commissioner Lewin made a motion, seconded by Commissioner Hall to approve the minutes of the October 1, 2009 Traffic Commission Meeting. Vote resulted in: Yes: Lewin, Hall, Russell, Deary, Masuda No: None Abstain: None Absent: None Rosemead Traffic Commission Meeting Minutes of November 9, 2009 Page 1 of 3 NEW BUSINESS A. NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM -DEVELOPMENT OF GOALS AND OBJECTIVES Staff gave the Traffic Commission a briefing on goals, objectives and work plan timeline for development of a Neighborhood Traffic Management Program. Staff asked for the Commission's input on these items and asked if any items should be added into the plan. Commissioner Hall would like to know if there's been a study on bicycle riders on sidewalks, she would also like to see more enforcement towards bicycle riders on obeying the traffic laws. Commissioner Deary would like staff to advise the school districts to attend the meetings. Commissioner Lewin concurred with Commissioner Deary's comments. He also discussed specific traffic calming measures that he thought would work well in the City. Chairman Masuda thanked staff for developing the plan for developing a traffic calming policy. 4. STAFF REPORTS Staff reviewed the monthly status updates and a briefing of the November 17, 2009, joint meeting with all Commissioners to talk about the Strategic Plan. 5. COMMISSIONER REPORTS Vice Chairwoman Russell complemented staff on the improvement done to the freeway off ramps. Commissioner Lewin would like to know if there is a reason why Mission Drive and Valley Blvd are except from street sweeping parking restrictions. He recommends to check into add parking restrictions along these streets to possible avoid people from parking on the red zones. He also asked if parking "T's" are enforceable. Staff's not sure if parking "T's" are enforceable; they will check with the Public Safety Division and they will inform the Traffic Commissioners next month. 6. ADJOURNMENT The meeting adjourned at 7:43 p.m. The next Traffic Commission meeting is scheduled for December 3, 2009 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
