CC - Item 6L - Request for Traffic Improvements at Rosemead Place and Earlwood DriveROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: DECEMBER 8. 2009 SUBJECT: REQUEST FOR TRAFFIC IMPROVEMENTS AT ROSEMEAD PLACE AND EARLSWOOD DRIVE SUMMARY The Traffic Commission reviewed a request to review traffic conditions and make improvements at Earlswood Drive and Rosemead Place. Residents in this neighborhood expressed concerns that vehicles drive too fast around the turn at the intersection of Earlswood Drive and Rosemead Place, causing unsafe conditions for nearby residents. After visiting the site, staff recommended that traffic calming improvements be added to help improve traffic and pedestrian safety concerns. Based on these observations, the Traffic Commission approved the recommendation to make traffic safety improvements. Staff Recommendation Staff recommends that the City Council approve the Traffic Commission's recommendation and authorize staff to take necessary steps to implement traffic safety enhancements at Rosemead Place and Earlswood Drive. DISCUSSION City staff received a request from the Traffic Commission to review traffic conditions at Rosemead Place and Earlswood Drive. According to the Commission, residents have expressed concerns regarding poor visibility conditions, vehicle speeding and racing, and pedestrian safety in the area. Rosemead Place is approximately 52 feet wide in between Garvey Avenue and Hershey Street. The roadway provides for 1 lane of travel in each direction and is separated by a double yellow centerline street marking. At Earlswood Drive there is a road curve and vehicles are able to head northwest-bound toward Ramona Boulevard. On-street parking along Rosemead Place is generally open expect for street sweeping restrictions. The posted speed limit on Rosemead Place is 35 mph. ITEM NO. Staff observed that vehicles speed along Rosemead Place and tend to cut across traffic lanes onto Earlswood Drive. This creates an unsafe driving condition for passing traffic and pedestrians walking in the area. Based on these observations, staff recommends the installation of traffic calming devices to improve neighborhood traffic safety. The Traffic Commission concurred with staff's recommendations. If approved staff will proceed with the following street marking improvements: • The installation of raised traffic separators on the road curve at Rosemead Place and Earlswood Drive. Traffic separators help create the appearance of a narrowing roadway and have been shown to help reduce vehicle speeds. • The installation of rumble strips prior to the street intersection. Rumble strips serve as a reminder for vehicles to slow down when approaching a particular intersection. • The installation of advanced road curve warning signs prior to the intersection. Warning signs help to give drivers an advance notice of upcoming road features. • Increased speed enforcement in this neighborhood. At this meeting, Commissioners requested that notification cards be mailed again to residents within a 300 foot radius of the location. Commissioner Lewin indicated that he received complaints from local residents in regards to speeding, racing, and pedestrian safety in the area. He maintains that the addition of traffic calming devices will reduce vehicle speeds and improve vehicle and pedestrian safety in the area. Staff Recommendation It is staff's recommendation that the Traffic Commission recommend to the City Council that traffic calming improvements be added at the intersection of Earlswood Drive and Rosemead Place. NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM - DEVELOPMENT OF GOALS AND OBJECTIVES Staff gave the Traffic Commission a briefing on goals, objectives and work plan timeline for development of a Neighborhood Traffic Management Program. Staff asked for the Commission's input on these items and asked if any items should be added into the plan. Commissioner Hall would like to know if there's been a study on bicycle riders on sidewalks, she would also like to see more enforcement towards bicycle riders on obeying the traffic laws. Commissioner Deary would like staff to advise the school districts to attend the meetings. Commissioner Lewin concurred with Commissioner Deary's comments. He also discussed specific traffic calming measures that he thought would work well in the City. Chairman Masuda thanked staff for developing the plan for developing a traffic calming policy 4. STAFF REPORTS Staff reviewed the monthly status updates and a briefing of the November 17, 2009, joint meeting with all Commissioners to talk about the Strategic Plan. 5. COMMISSIONER REPORTS Vice Chairwoman Russell complemented staff on the improvement done to the freeway off ramps. Commissioner Lewin would like to know if there is a reason why Mission Drive and Valley Blvd are except from street sweeping parking restrictions. He recommends to check into add parking restrictions along these streets to possible avoid people from parking on the red zones. He also asked if parking "T's" are enforceable. Staffs not sure if parking "T's" are enforceable; they will check with the Public Safety Division and they will inform the Traffic Commissioners next month. 6.
