CC - Item 4E - Adoption of Resolution No. 2026-05 - Amending Rosemead's Conslidated Salary Schedule for FY 2025-26 to 2027-28, including Establishment of Salary Range for the City Manager & Updating the Professional & Confidential Group Salary ScheduleROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: FEBRUARY 24, 2026 SUBJECT: ADOPTION OF RESOLUTION NO. 2026-05 AMENDING THE CITY OF ROSEMEAD CONSOLIDATED SALARY SCHEDULE FOR FISCAL YEARS 2025-26 THROUGH 2O27-28, INCLUDING ESTABLISHMENT OF A SALARY RANGE FOR THE CITY MANAGER AND UPDATING THE PROFESSIONAL AND CONFIDENTIAL GROUP SALARY SCHEDULE SUMMARY California Code of Regulations (CCR) Section 570.5 and amendments to Section 571(b) require that a consolidated salary schedule, reflecting all City classifications and corresponding salary ranges, be publicly available for purposes of determining eligible compensation for retirement. Accordingly, the consolidated salary schedule must be adopted by the City Council, including compensation changes approved through a Memorandum of Understanding and/or employee salary and benefit resolutions. The proposed resolution adopts the City's consolidated salary schedule for Fiscal Years 2025-26 through 2027-28, establishes a salary range for the City Manager position for purposes of AB 642 compliance, and incorporates approved cost -of -living adjustments for the Professional and Confidential group. Adoption of the consolidated salary schedule ensures compliance with applicable regulatory requirements and accurately reflects authorized compensation actions. DISCUSSION Assembly Bill 642 (AB 642) requires disclosure of a pay scale reflecting the salary range reasonably expected to be paid when advertising vacant or anticipated positions. The City prepared recruitment materials for the City Manager position, which historically has been compensated at a single established salary without a formally adopted range. The proposed resolution establishes a salary range of $287,000 to $380,000 for disclosure and compliance purposes. Establishment of this range does not constitute an offer of employment or guarantee compensation at any specific level within the range. Adoption of this resolution does not authorize any adjustment to the current compensation of the City Manager. The City Clerk, Executive Management group, General Services group, and Middle Management group are not included in the COLA or salary range adjustments reflected in this action. The Professional and Confidential group adjustments, include a 3% COLA for Fiscal Years 2025-26, 2026-27, and 2027-28, are incorporated into the attached salary schedule. STAFF RECOMMENDATION It is recommended that the City Council adopt Resolution No. 2026-05 approving amendments to the City of Rosemead's salary schedule for Fiscal Years 2025-26 through 2027-28. Prepared by: Bry Chua Assistant City Manager/Finance Director Attachment A: Resolution No. 2026-05 Attachment A Resolution No. 2026-05 RESOLUTION NO. 2026-05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AMENDING THE CONSOLIDATED SALARY SCHEDULE IN COMPLIANCE WITH CALIFORNIA CODE OF REGULATIONS TITLE 2, SECTIONS 570.5 AND 571 FOR THE PERIOD DULY 1, 2025 THROUGH JUNE 30, 2028 WHEREAS, the City Council has the authority to create, classify, and design salary scales/ranges for all City of Rosemead employee positions; and WHEREAS, California Code of Regulation (CCR) Title 2, Section 570.5 and amendment to CCR Section 571 requires a consolidated Salary Schedule that is publicly available showing all City classifications and salary ranges; and WHEREAS, Assembly Bill 642 (AB 642) requires employers, including public agencies, to disclose a pay scale reflecting the salary range the employer reasonably expects to pay for a position when advertising vacant or anticipated positions; and WHEREAS, the City Council desires to comply with applicable CCR requirements and AB 642 by adopting a consolidated salary schedule that sets forth the salary scale/ranges for all City of Rosemead employee classifications; and WHEREAS, Exhibit A, attached hereto and incorporated herein by reference, includes the Citywide Salary Schedule and reflects the establishment of a salary range for the City Manager position. WHEREAS, the proposed cost -of -living adjustments applicable to the Professional and Confidential group for Fiscal Years 2025-26, 2026-27, and 2027-28 are presented under a separate agenda item for City Council consideration; and WHEREAS, the consolidated salary schedule attached hereto as Exhibit A reflects the salary ranges and adjustments applicable to all classifications, including the City Manager and the Professional and Confidential group, for purposes of maintaining a complete and publicly available consolidated salary schedule in accordance with CCR requirements; and NOW THEREFORE, BE IT RESOLVED that hereby adopts the Salary Schedule for City of Rosemead employee classifications as set forth in the attached Exhibit A to reflect the salary rates for Fiscal Year 2025-26 effective July 1, 2025, Fiscal Year 2026-27 effective July 1, 2026, and Fiscal Year 2027-28 effective July 1, 2027.
