TC - Item 2A - December 3, 2009 MinutesMinutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING December 3, 2009 The Regular meeting of the Rosemead Traffic Commission was called to order by Chairman Masuda at 7:06 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Lewin INVOCATION: Commissioner Hall ROLL CALL OF OFFICERS PRESENT: Chairman Masuda, Vice Chairwoman Russell, Commissioner Lewin, Commissioner Hall OFFICIALS ABSENT: Commissioner Deary OFFICICAL PRESENT: Deputy Public Works Director Marcarello and Administrative Assistant Llamas 1. PUBLIC COMMENTS FROM THE AUDIENCE Dolly Leon, owns property at 7655 Graves Ave. and has an issue with her neighbor parking in front of her property. She would like to know if there are currently time limits or restrictions on how long you can park on a residential street. Ms. Leon would also like to know if staff can have some red curb removed along the 7500 block of Graves Ave. and Maryvale Ave. to allow more street parking.- Staff will see if this location is in the city limits before taking any further actions. Staff also offered to meet on site with Ms. Leon to discuss these issues further. 2. CONSENT CALENDAR November 9, 2009 minutes were removed from the Consent Calendar for minor corrections. After discussing corrections, Commissioner Hall made a motion, seconded by Commissioner Lewin to approve the minutes of the November 9, 2009 Traffic Commission Meeting. NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM - DEVELOPMENT OF TRAFFIC CALMING TOOLBOX Staff gave the Traffic Commission a briefing on some ideas for the traffic calming toolbox with a short power point presentation. Vice Chairwomen Russell asked staff if they have met or compared notes with other cities or counties in regards to their traffic calming programs. Staff informed the Traffic Commission that the Public Works Director attends meetings with the San Gabriel Valley Council of Governments where several local cities discuss current traffic issues and updates. Commissioner Hall asked staff to consider taking input from groups that use emergency response vehicles to see if they will be affected by the installation of rumble dots or rumble strips. Staff will work on a list of groups affected and will forward it to the Commission for there input. Commissioner Lewin would like to have speed humps and speed bumps be part of the traffic calming toolbox. Commissioner Lewin requested to have the power point emailed to the Commission. City Councilmember Sandra Armenta discussed traffic problems and would like to have the Commission to look into speed restrictions on Earlswood Drive. Staff is aware of the issue and currently working on traffic calming options to help reduce speeding. B. REQUEST TO REVIEW TRAFFIC COMDITIONS AT ROSEMEAD BLVD AND MISSION DRIVE Staff gave the Traffic Commission a briefing on the issue. Commissioner Hall gave a brief description of what she would like to see done. Commissioner Lewin suggested in putting a permissive signal along this intersection. Staff will get in contact will Caltrans to see if they can install a protected/permissive turn signal at the intersection to help improve traffic flow. Chairman Masuda suggesting in installing a "Keep Clear' section in front of the driveway entrance on Mission Drive to help improve turn movements in and out of the mixed-use development. Rosemead Traffic Commission Meeting Minutes of December 3, 2009 Page 2 of 4 Commission Russell recommended restricting all left turns at this location due to the location's proximity to the comer. C. REQUEST TO REWIEW TRAFFIC CONDITIONS AT KLINGERMAN STREET AND DELTA AVENUE Staff gave the Traffic Commission a briefing on this issue. A resident in the area is concerned with the safety issues in close proximity to the park and school. Vice Chairwoman Russell recommended adding diverters along the street similar to the ones that are going to get installed on Klingerman Street and Angelus Avenue. Commissioner Lewin suggested in getting better lighting along Angelus Avenue and Fern. Staff will analyze this location further and bring back a recommendation to the Commission at a future meeting. 4. STAFF REPORTS Staff reviewed the monthly updates, future capital improvement projects, and items that are going to be on the next meeting. 5. COMMISSIONER REPORTS Vice Chairwoman Russell would like staff to check with Walmart to see if improvements can be made at the northbound Walnut Grove Avenue entrance adjacent to Wells Fargo. Commissioner Lewin asked if parking T's are enforceable and inquired on summary minutes Howard Kyi, attended last months meeting in regards to speeding concerns along Muscatel Avenue. Mr. Kyi thanked Mr. Marcarello for putting up traffic signs but would like the City to install speed bumps. He says that the signs are not helping reduce speeding. He condemned staff for the good work. Commissioner Lewin informed Mr. Kyi about the traffic calming toolbox plan that they are working, he advised him to come to the meetings to address his concerns. 6. ADJOURNMENT The meeting adjourned at 8:32 p.m. The next Traffic Commission meeting is scheduled for January 7, 2010 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
