TRIPEPI, CITY MANAGFZ_~ DATE: MARCH 17, 1998 RE: OPPOSITION TO CURRENT LEGISLATION SEEKING TO REPEAL STATE MOTOR VEHICLE LICENSE FEES On April 15, 1998, the Senate Revenue and Taxation Committee will be considering three bills, SB 1723 (Haynes), SB 2001 (Hurtt) and AB 1776 (McClintock), which seek to repeal the existing State Motor Vehicle License Fees. AB 1776 and SB 1723 seek to repeal Motor Vehicle License Fees over a five-year period and backfill the amount received by local governments with a dollar-for-dollar State Sales Tax replacement. SB 2001 seeks simply to repeal the fee and it provides no backfill. However, all are three bills are dangerous to local governments, because the sales tax backfill would be subject to the cyclical nature of the State's economy and the whims of the Legislature in continuing that source of funding. The City of Rosemead receives approximately $2,000,000 annually from Motor Vehicle License ' Fees. Accordingly, staff is recommending that the City Council authorize the Mayor to send the appropriate correspondence to the Legislature stating the City of Rosemead's opposition to all three measures.
