CC - Reso 98-08 - Ramona Blvd Over Rubio Wash as part of Highway Systems - Box 067y7 TO: HONORABLE MAYOR AND MEMBERS ROSEMEAD CITY COUNCIL FROM: FRANK G. TRIPEPI, CITY MANAGER DATE: MARCH 17, 1998 RE: RESOLUTION NO. 98-08 - ESTABLISHMENT OF THE PORTION OF RAMONA BOULEVARD OVER RUBIO WASH AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES Following the Loma Prieta earthquake in the San Francisco Bay Area in October 1989, emergency State legislation known as Senate Bill 36X was enacted which requires that all existing publicly-owned bridges in the State be inspected and that those found to have a seismic structural deficiency be upgraded and retrofitted to conform with specific structural standards. The bill further provides for the county of Los Angeles to be the lead agency for inspecting and retrofitting all non-State highway bridges within Los Angeles County. Ramona Boulevard over the Rubio Wash was found to have seismic deficiencies. Therefore, the County is planning to administer a seismic retrofit project for the bridge, which is scheduled to be advertised for bids in July 1998. In order for the County to administer the project, the Board of Supervisors declared this portion of Ramona Boulevard to be part of the County System of Highways for the duration of the project and has found this project to be categorically exempt from the provisions of CEQA. They asked, if we concur with their finding that the project is categorically exempt, that the City adopt the attached resolution declaring Ramona Boulevard a part of the County System of Highways. Staff concurs with the County's findings. COUNCIL. AGENDA MAR 2 41998 ITEM No. ly. C March 17, 1998 Page 2 This project will be constructed as a Federal-aid project under the State Seismic Retrofit Program administered by the State.
