Municipal Code Amendment 25-01 MUNICIPAL CODE AMENDMENT 25-01 (MCA 25-01) is a city-initiated amendment to Title 17 (Zoning) of the Rosemead Municipal Code intended to bring Chapter 17.54 (Wireless Telecommunication Facilities) into compliance with Federal and State laws. The proposed amendment would allow greater flexibility and responsiveness to Federal and State laws while still preserving the City’s traditional land use authority to the maximum extent practicable. PC RESOLUTION 26-01 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL ADOPT ORDINANCE NO. 1032 FOR THE APPROVAL OF MUNICIPAL CODE AMENDMENT 25-01, AMENDING CHAPTER 17.54 (WIRELESS TELECOMMUNICATION FACILITIES) TO BE IN COMPLIANCE WITH FEDERAL AND STATE LAWS CEQA - MCA 25-01 is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. A.Presentation on the Ralph M. Brown Act and Commission Best Practices A presentation will be provided to the City Commissions covering the key requirements of the Ralph M. Brown Act, including public meeting transparency, review of the fundamentals of Rosenberg's Rules of Order and highlight city protocols and procedures to ensure commissioners understand their roles, responsibilities, and best practices for conducting lawful, orderly, and effective meetings.
