It is responsible for setting local policy, making laws, and guiding how the city is run. Commissions – is a body created by the City Council to focus on a specific area of policy or community concern. The commission’s main purpose is to provide review, public input, and recommendations to the City Council. Advisory to the Council. * Planning Commission has certain discretionary authority City Manager – is the administrative head of the City government under the direction and control of the City Council. The City Manager is responsible for the efficient administration of all the affairs of the City which are under the City Manager’s control. The City Manager oversees the City’s personnel system. Department Heads – manages specific areas of city operations and carry out policies set by the City Council (council policies) and City Manager (admin policies). Department heads takes direction and reports directly to the City Manager. Rosemead Organizational Chart Chapter 2.08.100 – The City Council and its members shall deal with the City only through the City Manager, except for the purposes of inquiry, and neither the City Council nor any members thereof shall give orders to any subordinates of the City Manager.
