Brown Act
Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless
certain emergency or special circumstances exist. The City Council may direct staff to investigate and/or schedule certain
matters for consideration at a future City Council meeting.
General Conduct/Decorum During Meeting:
While the City Council is in session, all attendees are required to observe the proceedings and adhere to established rules
of decorum. No individual shall engage in behavior that is intended to or likely to incite violent or riotous actions, nor sh all
anyone disturb the orderly conduct of the meeting. Remarks must be made exclusively from the podium and directed to
the Council as a whole, rather than to individual members or the audience. Comments and exchanges from the audience
will not be acknowledged, as focus should remain on the speaker or the Council. Attendees are requested to silence their
cellphones during the meeting. Any individual who causes ongoing disruption may be subject to removal from the
proceedings per Government Code 54957.95.

The City Council will hear public comments on matters not listed on the agenda during the
Public Comments section from the audience. Opportunity to address the City Council on

2. PRESENTATIONS
A. Presentation by Los Angeles County Fire Department, Fire Chief on Improving
Evacuation Coordination with Genasys Evacuation Zones
3. PUBLIC HEARING
CEQA: The following items are not subject to the California Environmental Quality Act, unless noted
on the item.
A. Public Hearing Pursuant to Government Code Section 34458 on Draft City Charter
On July 23, 2024, the City Council gave direction to place the proposed charter
measure on the ballot at the November 3, 2026 statewide general election. The City
Council directed that a draft charter be set for public hearing pursuant to State law.
This is the first public hearing required by State law on the draft charter. The City
Council will be conducting a second hearing on the draft charter at a special meeting
on April 21, 2026. After holding a second hearing on the draft charter, the City
Council may vote to adopt a motion submitting the proposed charter to the City’s
voters. The City Council must wait 21 days after the second public hearing before
adopting this motion. The deadline to submit the charter to the County for inclusion
on the ballot for the November election is August 7, 2026.
Recommendation: That the City Council take the following actions:
1. Conduct the Public Hearing and take any public comment;
2. Discuss the Charter and provide direction on the City charter; and
3. Direct that the next Public Hearing be noticed for April 21, 2026

B. Public Hearing to Adopt Resolution No. 2026-11, Authorizing an Amendment to the
California Department of Housing and Community Development Permanent Local
Housing Allocation (PLHA) Program Five-Year Plan
In 2022, the California Department of Housing and Community Development (HCD)
awarded the City $1,983,626 in PLHA funds for housing-related projects and
programs that assist in addressing the unmet housing needs of the City. As part of
the process, the City adopted a PLHA Program Five-Year Plan, which outlined the
City’s strategy to carry out activities that will increase the affordable housing supply.
During that time, the City intended to allocate funds for new homeownership units.
To date, the funds have not been expended and although the amendment period for
the 2019, 2020, and 2021 PLHA allocations have expired, HCD is authorizing the
City a one-time exception to amend the Five-Year Plan.
Recommendation: That the City Council take the following actions:
1. Conduct the Public Hearing and take any public comments;
2. Adopt Resolution No. 2026-11, entitled:

CALIFORNIA AMENDING THE PERMANENT LOCAL

3. Authorize the Mayor or her designee to execute a Standard Agreement, any
amendments, and all other related program documents with the Housing and
Community Development PLHA Program.

B. Request to Add and Proclaim the Month of April as Fair Housing Month and Donate
Life Month to the Approved List of Proclamations for Year 2026
The Fair Housing Foundation and OneLegacy have each requested that the Rosemead
City Council proclaim the month of April in recognition of their respective causes.
The Fair Housing Foundation is requesting a proclamation declaring April as Fair
Housing Month, while OneLegacy is requesting a proclamation declaring April as
DMV/Donate Life Month.
April has been recognized as Fair Housing Month since the enactment of federal fair
housing legislation in 1968. Each year, national organizations promote awareness of
equal housing opportunities through various events and educational activities.
Additionally, April is observed as DMV/Donate Life Month. This nationwide effort
raises awareness about organ, eye, and tissue donation and encourages individuals to
register as donors often when applying for or renewing a driver’s license or
identification card at their local Department of Motor Vehicles (DMV).
Recommendation: That the City Council approve the request to add the Fair Housing
Month and Donate Life Month Proclamations to the list of Approved Proclamations
list for Year 2026 and schedule the presentations to a subsequent City Council
meeting.
C. First Amendment to Agreement with CultivaLA, Inc. for General Services of the
Del Mar Avenue and Glendon Way Community Gardens
The Parks & Recreation Department seeks to amend the General Services Agreement
with CultivaLA, Inc., which provides community garden support services at the Del
Mar Avenue and the Glendon Way Community Gardens. CultivaLA, Inc. offers a
variety of programs designed to enrich the lives of residents and enhance the
experience of Community Garden users.
Recommendation: that the City Council approve the First Amendment with
CultivaLA, Inc. and authorize the City Manager to execute the First Amendment on
behalf of the City.
D. 2025 General Plan and Housing Element Annual Progress Reports
California Government Code §65400 requires the filing of both a General Plan and
Housing Element Annual Progress Report by April 1st of each year, for the prior
calendar year, with the Governor’s Office of Land Use and Climate Innovation and
the Department of Housing and Community Development. State law also requires
that the Annual Progress Reports be presented at a public meeting before the City
Council where members of the public are given an opportunity to comment on the
City’s progress.

Recommendation: That the City Council take the following actions:
1. Receive and file the 2025 Annual Progress Reports; and
2. Direct the Community Development Department to submit the 2025 General Plan
and Housing Element Annual Progress Reports to the Governor’s Office of Land
Use and Climate Innovation and California Department of Housing and
Community Development by April 1, 2026.
E. Consideration to Cancel March 24, 2026 City Council Meeting
The City Council will consider the cancellation of its regularly scheduled meeting of
March 24, 2026, due to a projected lack of quorum. Should the March 24 meeting be
cancelled, the next regular meeting of the City Council will be held as scheduled on
Tuesday, April 14, 2026, at 7:00 p.m.
Recommendation: That the City Council cancel the regular City Council meeting of
March 24, 2026.
5. MATTERS FROM CITY MANAGER & STAFF
A. Athletic Field Use and Allocation Policy
Staff will present a revised Athletic Field Use and Allocation Policy to the Rosemead
City Council that establishes fair, transparent, and equitable access to municipal
sports fields for all user groups and organizations. The revisions incorporate feedback
from the Parks Commission, including an increase to the minimum residency
percentage required to qualify as a Resident Non-Profit Organization.
Recommendation: That the City Council review and provide direction on the Parks
Commission’s recommendation to increase the minimum residency requirement to
35% for an organization to qualify as a Resident Non-Profit Organization. Staff also
seeks guidance on whether to maintain the current 25% residency requirement for
existing organizations that are currently utilizing the City’s athletic fields.
6. MATTERS FROM MAYOR & CITY COUNCIL
A. Discussion on Assignment of San Gabriel Valley Council of Governments’
(SGVCOG) San Gabriel Valley Forward Project Proposal on Garvey Avenue to the
Legislative Committee
Council Member Ly requested a discussion on assignment to the Legislative
Committee the task of engaging with San Gabriel Valley Council of Governments
and adjoining cities on the San Gabriel Valley Forward Project.
Recommendation: That the City Council discuss and provide direction to staff.

7. ADJOURNMENT
The meeting of March 24, 2026 is cancelled due to lack of quorum. The next City Council
meeting will take place on April 14, 2026, at 7:00 p.m. in the Rosemead City Hall Council
Chamber.
