SUMMARY
California Government Code §65400 requires the filing of both a General Plan and Housing
Element Annual Progress Report by April 151 of each year, for the prior calendar year, with the
Governor's Office of Land Use and Climate Innovation (LCI) and the Department of Housing
and Community Development (HCD). State law also requires that the Annual Progress Reports
(APRs) be presented at a public meeting before the City Council where members of the public
are given an opportunity to comment on the City's progress. This agenda item meets these
statutory requirements.
DISCUSSION
The City of Rosemead General Plan is a long-range planning program that is designed to guide
the orderly growth and development of the City over the long-term. The General Plan
communicates the City's vision of its future and establishes a policy framework to govern
decision-making concerning the physical development of the community. It also provides
assurances that the community at large will be supported by an adequate range of public services
and infrastructure systems.
APRs provide local legislative bodies with information regarding the implementation of the
General Plan and the Housing Element for their city or county. The APRs are strictly reporting
documents that do not create or modify any City of Rosemead goals or policies found within the
General Plan or Housing Element.
The General Plan APR (Attachment "A") summarizes the status of the City's General Plan and
progress in its implementation for the following elements: Land Use, Circulation, Resources
Management, Public Safety, and Noise. In 2025, the City continued its progress in
accomplishing and carrying out the goals and objectives envisioned in the General Plan.
The Housing Element APR (Attachment "B") summarizes residential building activity; Regional
Housing Needs Allocation (RHNA) progress; and progress of the housing program
implementation for the 2025 calendar year. The Housing Element APR was prepared on forms

provided by HCD, using definitions adopted by HCD. During the 6th Cycle RHNA, which
covers the planning period from October 2021 through October 2029, the City was allocated a
RHNA of 4,612 units. The 2025 Housing Element APR is the fifth progress report for the 6th
Cycle RHNA.
In 2025, permits were issued for 178 housing units. To date, permits have been issued for 770
housing units in this 6th Cycle, representing approximately 17% (770 units - 4,612 units) of the
target allocation, as depicted in the table below:

Units
The Housing Element APR only measures housing units for which building permits have been
issued and does not include units that have only received entitlements or units that have been
issued a certificate of occupancy.
STAFF RECOMMENDATION
Staff recommends that the City Council:
1. Receive and file the 2025 APRs; and
2. Direct the Community Development Department to submit the 2025 General Plan and
Housing Element APRs to the Governor's Office of Land Use and Climate Innovation
and California Department of Housing and Community Development by April 1, 2026.

General Plan Status and Implementation
Compliance with State General Plan Guidelines
Each element of the City of Rosemead General Plan is in compliance with the guidelines
for the content of local general plans that were issued by the Governor's Office of Land
Use and Climate Innovation.
Focused General Plan Update
On November 12, 2025, the City retained Moore Lacofano Goltsman, Inc. (MIG) to assist
with a Focused General Plan Update. The project includes updates to the City's
Resource Management, Circulation, and Public Safety Elements to comply with the
requirements of Senate Bill (SB) 1425, Assembly Bill (AB) 1889, AB 2684, AB
98,Government Code Section 65302, subdivision (g)(3), which pertains to very high fire
hazard severity zones, any other relevant updates not listed above, but required for
General Plan compliance with State laws
Land Use Element
The Land Use Element was adopted in 2010. The Land Use Element focuses on the built
environment and pulls together issues and goals from the other elements, laying out the
framework for balancing development with broader community aims. No amendments
were made in 2025.

Housing Element
The Housing Element was updated in 2022. The Housing Element covers the planning
period from January 1, 2021 through October 1, 2029. No amendments were made in
2025.
Implementation of the Housing Element Programs:
The City retained a Land Use Consultant (PSOMAS) to assist with updates to the
General Plan and Zoning Code to comply with State laws (including, but not limited
to Density Bonus laws, ADU laws, Transitional and Supportive Housing laws, AB
101, AB 139, and SB 35) and to carry out the programs and objectives detailed in
the Housing Plan of the City's 6th Cycle Housing Element. In 2024, the City Council
amended PSOMAS' Professional Service Agreement and expanded the scope of
services to include mixed-use overlay zones throughout the City. The General Plan
and Zoning Code updates are currently in progress with an expected completion
date of 2026.

The Circulation Element was adopted in 2010. The Circulation Element addresses issues
related to vehicular circulation, parking management, public transit, walking, biking, and
trails. No amendments were made in 2025, however, the City is currently in the process
of updating the Circulation Element through a Focused General Plan Update.

Mission Drive Pedestrian Hybrid Beacon Project
Project Description: The project scope includes the design and installation of a
hawk pedestrian hybrid (PHB) crosswalk, curb ramps, curb and gutter, sidewalk,
sign replacement, AC rehabilitation and striping at the intersection of Newby
Avenue and Mission Drive in the City of Rosemead.

Status: Completed April 2025
Annual Sidewalk Replacement Project FY 24-25
Project Description: The Project consists of removing and replacing existing
damaged concrete sidewalks, curbs, and gutters at various locations within City.
Location: Various Locations
Status: Completed February 2025
Strathmore & Virginia Roadway Rehabilitation Project
Project Description: The project's primary objective was to address the repair of
various persistent road depressions along these roadways. Additionally, the project
included street rehabilitation work, including but not limited to, sub -base
compaction, asphalt resurfacing (removal of the existing asphalt and overlaying
new asphalt), and the installation of pavement markers and roadway striping.
Location: Strathmore Avenue north of Garvey Avenue and Virginia Street east
end to west end.
Status: Completed February 2025
Walnut Grove Street Light Installation Project
Project Description: The project scope includes the installation of 25 new
concrete street light poles (30 feet height) with solar LED fixtures on Walnut Grove
Avenue from Marshall Street to Valley Boulevard. Replacement of city -owned
decorative lighting fixtures (44 units) between Rosemead Boulevard and Loma
Avenue.

on the south side of Garvey Avenue, west of the intersection with Stingle
Avenue, for a total of 40 -feet of red curb along the south side of Garvey
Avenue.

"STOP" Bar and STOP Pavement Legend along Stingle Avenue for
northbound traffic approaching the intersection with Garvey Avenue.
3. INSTALL "CROSS TRAFFIC DOES NOT STOP" (W44P) PLAQUE: Install
"Cross Traffic Does Not Stop" (W44P) Plaque beneath the existing stop sign
on Stingle Avenue for northbound traffic approaching Garvey Avenue.

1. INSTALL 20 -FT OF RED CURB: Install 20 -ft of red curb at the northeast
corner of the intersection at Encinita Avenue and Pitkin Street, on the east
side of the street along Encinita Avenue.
a. Install 20 -ft of red curb at the northeast corner of Encinita Avenue
and Pitkin Street, along the east side of Encinita Avenue.
b. It is important to note that parking is allowed along Encinita Avenue
north of the location where red curb would be installed. Installing red
curb along this stretch of curb will not affect parking for residents
living in the area, as there is plenty of parking north and east of the
intersection.
2. REMOVE AND REPLACE NON-FUNCTIONING FLASHING PED
CROSSING SIGNAGE WITH NEW DOUBLE SIDED SCHOOL CROSSING
SIGNAGE (S1-1 & W16 -7P) WITH RRFBS AND PED CROSSING PUSH
BUTTONS (R23E (CA)): Remove and replace the non-functioning Flashing
Pedestrian Crossing Signage with new Retroreflective Double Sided

Replace the missing rumble dots along Encinita Avenue for northbound and
southbound traffic both north and south of the intersection with Pitkin Street.
7. REFRESH CENTERLINE ALONG ENCINITA AVENUE: Refresh the
pavement centerline along Encinita Avenue, between Lower Azusa Road
and Dell Rio Street.
8. TRIM VEGETATION: Maintain a periodic maintenance of the vegetation
along Encinita Avenue and Pitkin Street to prevent sight obstructions caused

XING AHEAD" SIGNAGE (SW24-3): Remove and replace existing school
signage with new "School XING AHEAD" Signage (SW24-3) for northbound
traffic along of Encinita Avenue north of Mission Drive, approaching the
intersection with Rose Street.
3. REFRESH 'PED XING AHEAD" PAVEMENT LEGEND: Refresh the "PED
XING AHEAD" Pavement Legend along Encinita Avenue for northbound
traffic approaching the intersection with Rose Street.

Resources Management Element:
The Resources Management Element was adopted in 2010. The Resources
Management Element examines both the natural and human -made environments, and
establishes policies to protect those resources that distinguish and define Rosemead.
Topics addressed in this element include parks, recreation, open space, community
facilities, air quality, water resources and conservation, and energy conservation. No
amendments were made in 2025, however, the City is currently in the process of updating
the Resources Management Element through a Focused General Plan Update.

equipment.

Project
Project Description: The project includes the renovation of the Rosemead
Park Restrooms that are adjacent to the aquatics center. The scope consists of
upgrading deteriorating structures and inclusion of ADA compliant fixtures.
Location: Rosemead Park
Status: Completed February 2025
Parks and Recreation Programs:
• Provided recreation programs for all ages included contract classes, special
events, and activities, Year-round, 2025
• Researched additional funding sources to fund projects, Year-round 2025
• Arts in the Park program that provides hands-on art activities for all ages, 2025
• VolunTEEN program that provides year-round volunteer opportunities for
participants ages 14 to 17, 2025
• Provided recreation programs and classes at the Garvey Center to better serve
our senior population, 2025
Public Safety:
The Public Safety Element was updated in 2022 and includes integrated Environmental
Justice goals, policies, and objectives. The Public Safety Element identifies hazards
present in the community and defines ways for proper planning and emergency response
services to mitigate the hazards including flooding. No amendments were made in 2025,
however, the City is currently in the process of updating the Public Safety Element through
a Focused General Plan Update.

HAZARD SEVERITY ZONES MAP AS RECOMMENDED BY THE
STATE FIRE MARSHAL AND IMPLEMENTING REGULATIONS
FOR FIRE HAZARD SEVERITY ZONES PURSUANT TO
GOVERNMENT CODE SECTIONS 51178, 51179 & 51182
• Activation of Level 2 Emergency Operations Center (EOC) due to windstorm —
January 7, 2025.
• Community Area Watch Meetings — Six meetings conducted year-round, 2025
• Due to the Public Safety Center renovations, weekly Monday evening radio
check -ins with its Amateur Radio Members were put on hold and the radio was
disassembled. Zero radio check -ins in 2025, however six Amateur Radio
meetings were held in 2025
• The City of Rosemead Emergency Communication Team (CoERT), Amateur
Radio Monthly Meeting — One meeting conducted in 2025
• The City of Rosemead Community Emergency Response Team (CERT)
assists in mutual aid requests with our surrounding cities when requested, — no
mutual aid provided in 2025. However, Rosemead CERT provided assistance
in annual 4th of July parade/first aid booth and annual National Night Out event
assisting in traffic control / first aid booth.
Emergency Operations Center (EOC) Training. New employees assigned to
the EOC (Management, Operation, Planning & Intelligence, Logistics, and
Finance) had a training specific for its roles and responsibilities — Five EOC
trainings were conducted in 2025.
• Great Shake -Out, October 16, 2025
On October 16, 2025, the City of Rosemead participated in the "2025 Great
California ShakeOut" exercise drill. City Hall staff and patronage participated
in the Duck, Cover, and Hold -On drill; and we exercised evacuating the building
by activating the Evacuation Plan to practice communication, coordination, and
Search and Rescue efforts in a disaster situation.
Disaster exercises assess the effectiveness and allow management to
evaluate the readiness of City staff. Implementing and practicing the

procedures and community response is vital to maintaining readiness.
Noise Element:
The Noise Element was adopted in 2010. The Noise Element identifies community noise
concerns and includes policies and programs to minimize noise impacts in Rosemead.
No amendments were made in 2025.
Implementation: No activity took place in 2025 pertaining to this General Plan Element.
