Recognition of the Rosemead High School Math Bee Team for their Second Math Bee Championship B. Proclamation Declaring the Month of May 2026 as “Asian American, Native Hawaiian, and Pacific Islander Heritage Month” in the City of Rosemead C. Recognition of Winnie Ng as the City of Rosemead’s 2026 Outstanding Older American D. Recognition of Parks & Recreation Coordinator, Serena Gorrell for her Award of Excellence as a Bright Emerging Leader from the California Park and Recreation Society 3. PUBLIC HEARING CEQA: The following items are not subject to the California Environmental Quality Act, unless noted on the item. A. Public Hearing - Status of Vacant Positions Per AB 2561 – Local Public Employees: Vacant Positions California State Assembly Bill (AB) 2561 was approved on September 22, 2024, and requires the public agencies to present the status of vacancies, and recruitment and retention efforts during a public hearing at least once per fiscal year before adoption of the annual budget. Recommendation: That the City Council take the following actions: 3 Rosemead City Council Regular Meeting Agenda May 26, 2026 1. Conduct a Public Hearing and receive public testimony, and receive the informational report on City of Rosemead Vacancies, and Recruitment and Retention Efforts Pursuant to Government Code Section 3502.3; and 2. Provide additional direction(s) to staff if needed. B. Public Hearing - Adoption of Resolution No. 2026-20 Approving the Placement of a City Charter on the Ballot of The November 3, 2026 General Election and Calling of a Municipal Election and Consolidating the Charter Measure with the General Election and Additional Direction Regarding the Ballot Measure as Provided for Under the Elections Code Cities in California are either general law cities or charter cities. General law cities may only adopt and enforce ordinances and regulations that are consistent with the laws of the State of California. In contrast, charter cities which are authorized by the California constitution may adopt and enforce ordinances and regulations regarding municipal affairs subject only to the limitations contained in the city’s charter. The City of Rosemead is a general law city. The City Council has been discussing converting to a charter city by placing a city charter on the ballot at the November 3, 2026 election. The City Council directed that a draft charter be set for public hearing pursuant to State law. As required by State law, the City then conducted two public hearings on the proposed charter on March 10 and April 21, 2026. After holding a second hearing on the draft charter, the City Council may vote to adopt a motion submitting the proposed charter to the City’s voters. The purpose of this meeting is to consider whether to approve Resolution No. 2026-20, placing the proposed charter on the ballot at the November 3, 2026, election. If the City Council approves Resolution No. 2026-20, the City would not become a charter city. Only the City’s voters can authorize a conversion of the City from a general law to a charter city. A majority of the City’s voters must approve the measure for the City to become a charter city. Recommendation: The City Council discuss and determine as follows: 1. Conduct a Public Hearing and receive public testimony. 2. As it relates to items to include in Resolution No. 2026-20: • Ballot Language for the Resolution. • If the Council wants to select a letter(s) to designate the Ballot measure and if so what the letter(s) should be. • If the Council wants to submit an argument in favor of the measure and potential rebuttal and designate up to two Councilmembers to submit on behalf of the Council as whole or in part of the Council. • City Council determine what Ballot Text to include. 4 Rosemead City Council Regular Meeting Agenda May 26, 2026 3. Consider whether to adopt Resolution No. 2026-20, placing a proposed Charter for the City on the ballot at the November 3, 2026, election for the City’s voters; Call for a municipal election and request that the Los Angeles County Board of Supervisors consolidate the charter measure with the proposed Gen eral Election on November 3, 2026; entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ORDERING THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY A MEASURE PROPOSING THE ADOPTION OF A CHARTER AT THE GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2026; APPROVING THE BALLOT LANGUAGE FOR THE MEASURE; DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS OF THE PROPOSED CHARTER; PROVIDING DIRECTION ON RELATED BALLOT ACTIONS; CALLING OF A MUNICIPAL ELECTION AND REQUESTING THAT THE BOARD OF SUPERVISORS OF LOS ANGELES COUNTY CONSENT TO THE CONSOLIDATION OF THE BALLOT MEASURE WITH THE GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3, 2026 PURSUANT TO ELECTIONS CODE SECTION 10403; and 4. Provide additional direction related to the Charter Ballot Measure as necessary. 4. Claims and Demands • Resolution No. 2026-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $865,246.77 CHECKS NUMBERED 121704 THROUGH NUMBER 121807, DRAFTS NUMBERED 9146 THROUGH NUMBER 9178 AND EFT NUMBERED 54106 THROUGH NUMBER 54121 INCLUSIVELY Recommendation: Adopt Resolution No. 2026-21. B. Minutes Recommendation: That the City Council approve the regular meeting minutes of June 27, 2023 and special meeting minutes of May 12, 2026. 5 Rosemead City Council Regular Meeting Agenda May 26, 2026 C. 2026 National Recreation and Parks Association Annual Conference – Philadelphia, Pennsylvania The City Council will consider authorizing the Director of Parks and Recreation to attend the 2026 National Recreation and Parks Association (NRPA) Annual Conference in Philadelphia, Pennsylvania, from September 29, 2026, to October 1, 2026. Recommendation: That the City Council authorize the Director of Parks and Recreation to attend the 2026 NRPA Annual Conference in Philadelphia, Pennsylvania, from September 29, 2026, to October 1, 2026. 5. MATTERS FROM CITY MANAGER & STAFF A. Approval of Tenth Amendment to City Clerk Employment Agreement and Adopt Salary Schedule Resolution No. 2026-22 The City and the City Clerk entered into an Employment Agreement (“Agreement”) on April 10, 2018. Section 3 of the Agreement permits the City Council to conduct performance evaluations and grant increases in salary. Pursuant to Section 3(A)(2) of the Agreement, the City Council conducted the City Clerk’s performance evaluation on April 21, 2026. The City Clerk received a “substantially exceeds expectations” review with a 5 rating. Thereafter on May 12, 2026, the City Council conducted a Closed Session to negotiate compensation. At that closed session the Council directed a contract amendment be presented to the Council providing for a 7% increase, bringing the City Clerk’s total annual base salary from $176,124 to $188,448. As required by Government Code 54953(c)(3) prior to final action on the City Clerk’s salary or compensation and benefits there must be an oral report of the change. The City Attorney will orally report the changes as required. Recommendation: That the City Council take the following actions: 1. Approve the granting of a 7% increase for a “substantially exceeds expectations” performance evaluation effective April 22, 2026, and authorize the Mayor to execute the Tenth Amendment on behalf of the City Council to reflect the increase. 2. Adopt Resolution No. 2026-22, amending the Comprehensive Salary Schedule for FY 2025-26. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AMENDING THE COMPREHENSIVE SALARY SCHEDULE TO MEET THE REQUIREMENTS OF CALIFORNIA CODE OF REGULATIONS TITLE 2, SECTIONS 570.5 AND 571 TO REFLECT APPROVED RATES FROM APRIL 22, 2026 THROUGH JUNE 30, 2026 6 Rosemead City Council Regular Meeting Agenda May 26, 2026 B. Proposed Clean California Community Designation Sign Locations The City Council will review and provide feedback on proposed locations for the Clean California Community Designation road sign awarded to the City by Caltrans. Recommendation: That the City Council review the proposed sign locations and provide direction and feedback. C. Award of Contract for Janitorial Services at Various City Facilities The City of Rosemead relies on contract services to provide janitorial maintenance for its various facilities, including restroom cleaning, floor care, trash removal, and periodic deep cleaning. The previous contract with the current vendor expired on March 31, 2026. To maintain uninterrupted service, the City entered into a two‑month interim agreement with the same vendor beginning April 1, 2026. To secure a long‑term solution for ongoing janitorial services, the City issued a Request for Proposals (RFP) on March 30, 2026, inviting qualified firms to submit bids by April 20, 2026. After evaluating the proposals, Merchant Building Maintenance (MBM) emerged as the preferred vendor. City staff recommends that the City Council award the janitorial services contract to MBM and authorize the City Manager to execute a three‑year agreement valued at $867,189.32. The agreement would also include the option for two additional one‑year extensions, contingent on satisfactory performance and available funding. Recommendation: That the City Council authorize the City Manager to execute an agreement with Merchant for Janitorial Services for Various City Facilities for a three-year term with the option to extend for up to two (2) additional one-year periods. The total annual compensation for the contract term is as follows: Year Period Amount First Year June 1, 2026 – May 30, 2027 $280,637.78 Second Year June 1, 2027 – May 30, 2028 $288,976.32 Third Year June 1, 2028 – May 30, 2029 $297,575.22 3-Year Term Total $867,189.32 D. Award of Contract for Street Sweeping Services The City’s current street sweeping services agreement is scheduled to expire on June 30, 2026. To ensure continuity of services, the City released RFP No. 2026 -02 for Street Sweeping Services on March 4, 2026, and received four (4) proposals on March 26, 2026. Following a comprehensive review and evaluation of the proposals received, staff determined that three (3) of the proposals submitted were responsive and qualified to meet the City’s operational needs. Accordingly, staff recommends that the City Council authorize the City Manager to execute a three-year Maintenance Services Agreement with Nationwide Environmental Services (NES) for citywide street sweeping services in an amount of $535,440.00 commencing July 1, 2026, 7 Rosemead City Council Regular Meeting Agenda May 26, 2026 through June 30, 2029. The proposed Agreement includes a fixed 3% increase annually during the term of the agreement, as well as the option to extend the agreement for up to two (2) additional one-year terms, subject to satisfactory performance. Recommendation: That the City Council authorize the City Manager to execute a Maintenance Services Agreement with Nationwide Environmental Services for Street Sweeping Services for an initial three-year term, effective July 1, 2026, through June 30, 2029, with the option to extend the agreement for up to two (2) additional one-year terms. The initial annual cost shall be $535,440.00, with a 3% annual adjustment applied in each subsequent year. E. Solid Waste Franchise Agreement Compliance and Performance Update On August 1, 2023, the City entered into a solid waste franchise agreement with Republic Services to provide residential, multi-family and commercial solid waste, recycling, and related services. During the regular City Council meeting on April 14, 2026, the Council directed staff to present an update on Republic Services’ compliance and performance under the franchise agreement, with a focus on bulky item collection, graffiti removal from containers, and bus shelter maintenance. At the same time, the City Council also requested that the update include a summary of the findings from the recent Billing Audit Final Report. Recommendation: That the City Council receive and file this report. 6. MATTERS FROM MAYOR & CITY COUNCIL A. Community Events – Coffee with the Mayor and a Council Member On May 12, 2026, the City Council discussed the Mayor’s proposal to establish a monthly “Coffee with the Mayor and a Council Member” community event. Following the discussion, the Council requested that the item be returned for further consideration, including concepts for how the meetings would be conducted. Recommendation: That the City Council discuss and provide direction to staff. B. Council Comments 7.
