CC - Item 5D - Award of Contract for Street Sweeping Services
ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM CITY MANAGER DATE: MAY 26, 2026 SUBJECT: AWARD OF CONTRACT FOR STREET SWEEPING SERVICES SUMMARY The City's current street sweeping services agreement is scheduled to expire on June 30, 2026. To ensure continuity of services, the City released RFP No. 2026-02 for Street Sweeping Services on March 4, 2026, and received four (4) proposals on March 26, 2026. Following a comprehensive review and evaluation of the proposals received, staff determined that three (3) of the proposals submitted were responsive and qualified to meet the City's operational needs. Accordingly, staff recommends that the City Council authorize the City Manager to execute a three-year Maintenance Services Agreement with Nationwide Environmental Services (NES) for citywide street sweeping services in an amount of $535,440.00 commencing July 1, 2026, through June 30, 2029. The proposed Agreement includes a fixed 3% increase annually during the term of the agreement, as well as the option to extend the agreement for up to two (2) additional one-year terms, subject to satisfactory performance. BACKGROUND The City relies on contracted services to perform citywide street sweeping covering all streets, including arterial, collector, industrial, residential, and commercial areas, city -owned parking lots, as well as cul-de-sacs and median curbs. Under the existing agreement, residential areas are swept at least once per week, while high -traffic commercial districts receive service twice weekly to manage heavier debris and maintain clean, presentable roadways. This structured schedule not only keeps streets and public spaces clean but also supports the City's stormwater program by preventing litter and organic debris from entering local storm drains. DISCUSSION On March 4, 2026, the City released Request for Proposals (RFP) No. 2026-02 through the PlanetBids vendor portal, inviting qualified contractors to submit competitive bids. On March 26, 2026, the City received a total of four (4) proposals. As part of this RFP process, City staff incorporated a technical review of alternative sweeping schedules, requesting cost proposals that included options for varying service days and times to assess whether any cost variations align AGENDA ITEM 5.1) City Council Meeting May 26, 2026 Page 2 of 6 with current industry standards and to provide the City with data -driven insights for potential service adjustments to the existing program. Following the initial submissions review, Staff determined that Guardian Street Sweeping's proposal was nonresponsive due to the omission of several key RFP requirements. As a result, it was removed from consideration. All other proposals were deemed responsive and qualified to perform the requested services. The following proposals were evaluated: Firm Name Location Cost Sweeping Corp of America (SCA) Downey, CA $504,736.85 CMAX Commercial Maintenance Inc. Ontario, CA $512,000.00 Nationwide Environmental Services (NES Norwalk, CA $535,400.00 The costs listed in the table above reflect the Best and Final Offers (BAFO) from each vendor to ensure the most competitive pricing and overall value for the services. This process allowed the City to further evaluate cost effectiveness while maintaining confidence in each vendor's ability to successfully meet the requirements. An evaluation panel comprised of the Public Works Director, Public Services Manager, Fiscal & Project Manager, and the Facility Maintenance Lead performed a thorough review of the proposals. The team carefully examined each submission to ensure it met the required standards and aligned with the project objectives. Each proposal was scrutinized for its feasibility, cost- effectiveness, and overall capacity to meet the needs of the City. The proposals were assessed and ranked based on the following criteria: Evaluation Criteria Max Points Background and Qualifications 15 Project Understanding and Scope of Work 30 References and Past Performance 20 Responsiveness and Completeness 15 Pricing and Cost Proposal 20 Community Benefit (up to 5 additional points) 5 Total 105 As part of the evaluation process, proposers were invited to participate in interviews to discuss their proposals and qualifications in greater depth. A member of the Public Safety team also joined the process. During the interviews, each firm had the opportunity to present its approach, showcase relevant experience, and respond to detailed questions. The panel focused on evaluating the firms' ability to meet project requirements, communicate effectively, and offer creative solutions to potential challenges. Based on the results of both the evaluations and the interviews, staff concluded that NES submitted the strongest overall proposal in line with the evaluation criteria. The evaluation results for each proposal are provided below: City Council Meeting May 26, 2026 Page 3 of 6 Criteria Max Points NES CMAX SCA Background and 15 15 15 15 Qualifications Project Understanding 30 30 28 29 and Scope of Work References and Past 20 17 18 14 Experience Responsiveness and 15 14 10 12 Completeness Cost Proposal: 20 15 19 18 Community Benefit 1 0 0 0 Category I Community Benefit 4 4 4 0 Category II TOTAL 105 95 94 88 Nationwide Environmental (NES) has been in business for 58 years and operates from its office in the City of Norwalk. NES has provided services to more than 50 cities since its founding and maintains a fleet of approximately 50 street sweepers supported by over 80 personnel. Nationwide demonstrated extensive experience with municipal street sweeping operations with complex scheduling and familiarity with environmental requirements and enforcement protocols. NES proposed deploying two dedicated, brand-new 2025 CNG-powered sweepers with GPS tracking, dash cameras, and real-time operational monitoring to ensure uninterrupted service and accountability. The company has a large operational workforce and backup personnel capacity to ensure uninterrupted service delivery. NES has been recognized through the North American Power Sweeping Association. Nationwide Environmental proposed several community benefit initiatives, including 20 hours of complimentary sweeping services, an additional Rosemead Boulevard sweep, a $2,500 backpack giveaway program, a $1,000 scholarship, Chamber of Commerce membership, and participation in City cleanup events. References included the cities of Pico Rivera, Norwalk, Santa Fe Springs, and Montebello. During reference checks, several agencies noted that the vendor was responsive to the community and proved to be a reliable, collaborative partner. Additionally, the proposal included requested modifications related to CPI adjustments, termination notice provisions, and pricing adjustments if only a portion of the service area were awarded. CMAX Commercial Maintenance Inc., was founded in 2012 and has provided services across southern California with annual contract volume exceeding $20 million. The firm demonstrated a strong understanding of the City's service requirements and presented a comprehensive operational approach emphasizing reliable, high -quality, and environmentally compliant services through experienced personnel, modern equipment, GPS route tracking technology, and proactive management oversight. CMAX confirmed compliance with prevailing wage and air quality requirements and proposed maintaining a modern fleet with vehicles no older than one year at the City Council Meeting May 26, 2026 Page 4 of 6 start of service. The firm also proposed providing the City with access to its real-time reporting and visualization platform to enhance operational transparency and accountability. The company also proposed several community benefit initiatives, including monetary support for City events, parade vehicle participation, Chamber of Commerce involvement, and other local community programs. CMAX currently provides street sweeping services to the cities of Ontario, Colton, Monterey Park, Loma Linda, and Chino Hills, among others. References checks were favorable and stated that they would recommend the Contractor. Sweeping Corp of America (SCA), is one of the nation's largest street sweeping providers, servicing over 160 municipal accounts across Southern California. As the City's incumbent street sweeping provider, SCA stated its familiarity with Rosemead's roadway network, parking conditions, commercial corridors, and operational needs. SCA proposed a comprehensive operational approach focusing on reliable, environmentally compliant, and customer -focused services. Their operations are supported by experienced management personnel, trained operators, extensive backup equipment availability, GPS-enabled route tracking technology, and extensive maintenance and dispatch resources. SCA confirmed compliance with the City's prevailing wage, insurance, and air quality requirements. The firm also confirmed that all sweepers used at contract startup would be new or no older than one year and that the City would receive full access to real- time GPS reporting and route verification through the Samsara telematics platform to support operational oversight and accountability. While SCA currently provides street sweeping services to the City, performance has not consistently met the City's expectations, and the City has received a notable volume of resident complaints regarding service quality. SCA provides street sweeping services to numerous municipalities throughout Southern California, including the cities of Fullerton, Compton, Corona, and others, however the City was unable to get a response from SCA's listed references. SCA did not provide any community benefit initiatives. The applicability of prevailing wage requirements to routine municipal street sweeping maintenance services has evolved in recent years due to changes in California Public Works laws and guidance from the Department of Industrial Relations (DIR). On October 4, 2021, the DIR issued Public Works Case No. 2020-005, which determined that municipal street sweeping maintenance services qualify as public work and are therefore subject to prevailing wage requirements. However, the DIR did not specify a particular prevailing worker classification for these services. City contacted the DIR to seek clarification on the appropriate classification. The DIR response was inconclusive as to the appropriate classification, stating that the DIR's Research Unit can only provide advisory information regarding the minimum rate of pay. However, based on the current understanding of applicable regulations, the City anticipated that the proposed street sweeping services would be subject to prevailing wage requirements. Accordingly, the City included prevailing wage provisions in its contract template as part of the RFP to ensure compliance with State labor requirements. Contractors will be responsible for adhering to all prevailing wage laws, including paying prevailing wages, submitting certified payroll reports, and maintaining DIR registration. City staff reviewed comparable municipal street sweeping maintenance services contracts and determined that either the Operating Engineer and/or Teamsters worker classifications and associated prevailing wage rates appear to be commonly applied to municipal street sweeping City Council Meeting May 26, 2026 Page 5 of 6 maintenance services. In order to obtain a clear apples -to -apples comparison to ensure that proposals were ranked based on even playing filed, proposers identified the Teamster (Group 2) worker classification and prevailing wage rates. While the City has previously explored modifications to the existing street sweeping schedule to improve parking availability for residents, staff does not currently recommend transitioning to an alternating -day sweeping schedule. Based on prior evaluations conducted in 2022 and 2023, alternate day or time sweeping formats would result in increased operational costs associated with additional driver hours, fuel consumption, equipment wear -and -tear, and the potential need for additional vehicles and staffing resources. In addition, implementing an alternating schedule would require citywide updates to curb signage, route coordination, and public outreach efforts to minimize resident confusion and ensure compliance. Further, as part of the current RFP process, staff requested alternate schedule pricing from prospective vendors to better understand whether the previously identified cost impacts remain consistent with current industry standards. Based on the proposals received and the operational considerations identified, staff has determined that maintaining the City's existing street sweeping schedule remains the most cost-effective and operationally efficient approach at this time while continuing to provide consistent service levels citywide. STAFF RECOMMENDATION It is recommended that the City Council authorize the City Manager to execute a Maintenance Services Agreement with Nationwide Environmental Services for Street Sweeping Services for an initial three-year term, effective July 1, 2026, through June 30, 2029, with the option to extend the agreement for up to two (2) additional one-year terms. The initial annual cost shall be $535,440.00, with a 3% annual adjustment applied in each subsequent year. Page 17 Rosemead I Street Sweeping Services Proposal Na riai wide Environmental Services Community Benefit: Local Engagement At Nationwide Environmental Services, community is at the heart of everything we do. We don't just sweep streets; we invest in the neighborhoods we serve. NES has a long and proud history of meaningful community engagement in every city where we operate, and we are eager to bring that same dedication to Rosemead. Under the leadership of President Ani Samuelian, NES has built a company culture that prioritizes giving back. Whether it's sponsoring local events, supporting schools, or showing up for community celebrations, NES believes that being a good municipal partner means being a good neighbor. We are not a company that simply fulfills a contract; we become part of the community fabric. NES proposes the following Community Benefit commitments for the City of Rosemead: 1. Annual Back -to -School Backpack Giveaway ($2,500 Annual Donation) NES commits to an annual donation of $2,500 to support a Back -to -School Backpack Giveaway for Rosemead school -age children. NES will coordinate with the City to sponsor this event each year during the contract term. 2. Annual Rosemead Student Scholarship ($1,000 Annual Donation) NES will provide an annual $1,000 scholarship to support a Rosemead student. NES will coordinate with the City to determine the appropriate selection process and presentation each year during the contract term. 3. City -Sponsored Cleanup Event Participation NES will participate in City -sponsored cleanup events, contributing equipment, manpower, and expertise to support community -wide beautification efforts. Our team will be available to support volunteer cleanup days, neighborhood improvement projects, and other initiatives that promote a cleaner, more vibrant Rosemead. 4. Rosemead Chamber of Commerce Membership NES will maintain active membership with the Rosemead Chamber of Commerce throughout the contract term. 5. Superhero 5k Fun Run and Moon Festival Support In addition to providing complimentary sweeping for the Superhero 5k Fun Run (May) and the Moon Festival (September), NES will participate as a community sponsor. All proposed community benefit activities are subject to City approval. NES is open to additional ideas and welcomes collaboration with the City to identify other meaningful ways to serve the Rosemead community. Page 18 Rosemead I Street Sweeping Services Proposal Natiniiwicl Environmen a/ Services Confirmation of Acceptance / Proposed Modifications The undersigned, as an authorized representative of Nationwide Environmental Services (NES), a division of Joe's Sweeping, Inc., hereby certifies that the information contained in our proposal is true and correct, that our proposal constitutes a firm offer for a period of not less than ninety (90) days from the submittal deadline and that NES agrees to enter into a contract with the City of Rosemead in accordance with the terms, specifications, and conditions of RFP No. 2026-02, subject to the proposed modification noted below. Proposed Modification: CPI Escalator Provision NES proposes that the Agreement include an annual Consumer Price Index (CPI) adjustment to ensure long-term sustainability and alignment with rising labor, equipment, fuel, and operating costs. NES proposes that the CPI adjustment be calculated as a minimum of 3% annually or the actual CPI index increase (Los Angeles -Long Beach - Anaheim, All Urban Consumers), whichever is greater, effective on each anniversary of the contract start date. This provision is essential to maintain the quality, reliability, and responsiveness of service throughout the full contract term and any extensions. NES is committed to transparent pricing and welcomes discussion with the City regarding this provision. Proposed Modification: Termination for Convenience Notice Period NES respectfully requests that the Agreement include a minimum six (6) month written notice period for termination for convenience by the City. Street sweeping services require significant capital investment in specialized equipment, staffing, and operational planning dedicated to the City's program. A six-month notice period allows sufficient time for the orderly reassignment of equipment and personnel while ensuring uninterrupted service to the City during the transition period. Proposed Clarification: Contract Award Scope NES' proposal and pricing are based on providing street sweeping services for the entire City service area as described in the RFP. The operational structure, route design, equipment allocation, and pricing submitted assume a full -service contract covering all designated curb miles, medians, and parking lots within the City of Rosemead. If the City elects to award only a portion of the service area, NES respectfully requests the opportunity to review and adjust pricing and operational assumptions accordingly. Revised Cost Form Our originally proposed amounts for both Option A and Option B, including all additional services, are firm and final. NES has carefully evaluated the scope of work and our pricing reflects the most competitive rates we can offer while maintaining the highest level of service, equipment quality, and community investment that the City of Rosemead expects and deserves. Please refer to the original cost forms submitted with our proposal. 2. Updated Summary of Proposed Services There are no substantial changes from our original proposal. NES confirms the following: a. Pricing Validity Our proposed base pricing shall remain valid for the initial term of the contract, subject to the annual price escalation provision described below. b. Price Escalation As stated in our original proposal, unit prices for street sweeping services shall remain fixed during the first twelve (12) months of the contract. Thereafter, NES may request an annual adjustment calculated as the greater of three percent (3%) or the actual percentage change in the Consumer Price Index for All Urban Consumers (CPI-U) for the Los Angeles -Long Beach - Anaheim area, as published by the U.S. Bureau of Labor Statistics, for the preceding 12-month Nationwide Environmental Services 1 (562) 860-0604 1 www.nes-sweeping corn I Page 1 Na tivih wide Eiwirann,enta/ 5ervicess ' ' period. This floor ensures that contract pricing remains sustainable in response to rising labor, fuel, and operating costs over the term of the agreement. c. Prevailing Wage Our proposed cost estimates incorporate the applicable California prevailing wage rates as determined by the Director of the Department of Industrial Relations. The worker classification applied to street sweeping operations is Operating Engineers, Group 4 under the current General Prevailing Wage Determination for Los Angeles County (SC-23-63-2-2025-1), issued August 22, 2025. d. GPS Tracking and Route Documentation As stated in our original proposal, all sweepers are equipped with GPS tracking telematics to document sweeping activities and verify route completion. Due to California Employee Privacy Laws, direct portal access cannot be granted to third parties. That said, NES remains fully committed to transparency and will provide GPS telematics data upon request. e. Equipment Requirements NES confirms that at the start of services, all vehicles and equipment used in accordance with sweeping activities shall be new or no older than one year old and shall meet all applicable local, state, and federal air quality laws, rules, and regulations. As submitted in our original proposal, NES will deploy brand-new 2025 Freightliner CNG sweepers dedicated to the City of Rosemead, with vehicle identification numbers provided. The City is welcome to visit and inspect our equipment at any time. 3. Transition Plan for Alternate Schedule In accordance with municipal public works standards and established industry practice, the planning, coordination, and implementation of any street sweeping schedule transition is the responsibility of the City. This includes route planning, public outreach, signage updates, parking enforcement coordination, and all related administrative functions. As the contracted service provider, NES is committed to support the City throughout the process. Industry Context: Alternate day/time sweeping is a fundamentally different operational model than same -day sweeping. Under the current schedule, a sweeper completes both sides of a street on the same day and under an alternate schedule, each side of the street is swept on a different day or time, which requires the sweeper to return to the same neighborhood twice. This effectively doubles mobilization, increases route miles, extends labor hours, and reduces operational efficiency. Additionally, alternate schedules require new posted signage on every Nationwide Environmental Services 1 (562) 860-0604 1 www.nes-sweeping.com I Page 2 lUat%vn wid'e affected block, updated public notifications, revised parking enforcement coordination, and a transition period during which compliance rates are typically lower as residents adjust. These factors are reflected in the cost differential between Option A and Option B. Given street sweeping industry standards, the route planning, mapping, coordination, posting and signage, implementation, public outreach, and mitigation efforts associated with a schedule transition fall under the City's purview. NES can assist, support, and suggest ideas as needed utilizing our experience and expertise as a street sweeping service provider. 1. Recommended Implementation Approach While the City would lead the implementation effort, NES is prepared to provide operational guidance and coordination support throughout. NES will work closely with City staff to coordinate route redesigns and ensure continuity of service during the transition period. 2. Contractor Responsibilities and Support Services Our responsibility will be to provide high -quality street sweeping services. NES will adjust routes and schedules in coordination with City direction, deploy additional equipment as needed, and ensure uninterrupted sweeping coverage throughout the transition. 3. Public Outreach and Notification Considerations Public outreach and notifications are conducted by the City. This includes updating posted signage with new days and times, notifying residents through mailers, website postings, and social media, and coordinating with parking enforcement to allow for a grace period during the transition. 4. Operational Changes and Coordination Requirements NES is willing to work with City staff to accommodate all operational coordination requirements. A transition to alternate day/time sweeping will require additional mobilization, revised crew scheduling, potential deployment of additional sweepers, and updated GPS route assignments. NES will manage all operational changes on the contractor side and coordinate closely with Public Works staff to align schedules with the City's implementation timeline. 5. Anticipated Challenges and Proposed Mitigation Measures These responsibilities are typically managed by the City. NES can provide recommendations and operational insight to support mitigation planning. Common challenges associated with alternate schedule transitions include reduced resident compliance during the adjustment period, increased parking citation disputes, coordination of new signage installation across all affected zones, and potential temporary reduction in sweeping effectiveness as residents learn the new schedule. Nationwide Environmental Services 1 (562) 860-0604 1 www.nes-sweeping.com I Page 3 1Iaoococolr 6. Proposed Timeline from Planning Through Full Implementation Based on our experience with schedule transitions in other municipalities, a full implementation will vary on the scope of public outreach, signage changes, parking enforcement coordination and the number of zones that the City wants transitioned. Upon the City's direction to proceed, NES requires only 72 hours' advance notice to adjust or alter sweeping operations. Thank you again for the opportunity. As we mentioned during our interview, we are always happy to work with the City and remain open to any adjustments or additional information needed throughout this process. NES is ready to begin services on July 1, 2026. Respectfully submitted, Ani Samuelian, President Nationwide Environmental Services A Division of Joe's Sweeping, Inc. We appreciate your engagement and the thoughtful discussions regarding your proposed services. As a follow-up, we ask that you please provide written responses to the items listed below by Monday at 5:00 PM: 1. Waste Disposal Process: Please describe how waste generated during the service day will be handled, including how and when vehicles will be emptied. Additionally, specify the locations of the designated disposal sites. Response #1 All street sweeping debris is disposed of or recycled in strict adherence to local, state, and federal laws. We partner with several Material Recycling Facilities (MRFs) strategically selected for their geographic convenience and compliance. Our current daily disposal partners include: 1. Universal Waste Systems (UWS) 2. County Sanitation Districts' Puente Hills MRF 3. Valemi Inc. 4. Valley Vista Services Additionally, we utilize our own permitted transfer locations in Pico Rivera and Norwalk. At these sites, debris is loaded into 40-yard roll off bins using a bobcat and transferred via our own Roll Off trucks to the appropriate facility. Street sweepers (TYMCO Model 600 CNG) have a seven -yard hopper capacity. To maintain optimal performance, the sweepers are off loaded at 75% to 80% capacity at a nearby transfer site. This allows us to minimize downtime and maintain route efficiency. During heavy seasons, we may swap out sweepers with identical backup units to prevent delays. A separate driver handles the offloading while the route operator continues sweeping. This ensures continuity so that we may complete the route within its posted time zones. Please note: The above details contain proprietary information and must remain confidential, as these operational processes constitute protected trade secrets. 2. Mapping and Data Sharing: Sweeping routes are expected to be developed and maintained within a computerized mapping system that is compatible with the City's system to the extent feasible. Please confirm whether raw mapping data will be made available to the City and describe the format in which it would be provided. Response #2 Street sweeping maps will be shared with the City's Public Works Department. In addition, for the resident's convenience route maps will also be posted on our website. Maps will follow the existing routes as outlined in the RFP, with each day's route highlighted and color -coded for sweeping times. If the City selects Option #2 (Alternate Side/Alternate Day), new mapping will be created following the same recognizable format for staff and residents alike. All maps will include our company logo and contact phone number. The maps will be shared as a non-editable PDF file. This approach ensures that street sweeping route maps remain clear, accessible, and standardized in a familiar format. 3. Equipment Storage and Maintenance: Please identify the location(s) where dedicated sweeper equipment will be stored and maintained when not in use. Response #3 Street sweepers return daily to our Norwalk facility for cleaning, servicing, and refueling. Upon their return, 1. Sweepers are washed daily to maintain cleanliness and performance. 2. Units are inspected and serviced daily to ensure reliability and adherence to manufacturer's specifications. 3. Sweepers are then connected to our onsite slow -fill CNG station to maximize the CNG pumped and receive a "true" fill of the system. This routine maintenance program keeps all equipment in peak condition and compliant with environmental and safety standards. Additionally, it allows us to apply our BMPs so that the equipment meets our standards and is ready for deployment each day. 4. Prevailing Wage Assumptions: Please specify the prevailing wage rate(s) and worker classifications) used in preparing your proposed cost estimates. Response #4 Our proposed cost estimates incorporate the applicable California prevailing wage rates as determined by the Director of the Department of Industrial Relations. The worker classification applied to street sweeping operations is Operating Engineers, Group 4 under the current General Prevailing Wage Determination for Los Angeles County (SC-23-63-2-2025-1) at $106.31 per hour. 5. DIR Registration: Please confirm that your firm is currently registered with the Department of Industrial Relations (DIR). Response #5 Yes, Joe's Sweeping, Inc. (dba Nationwide Environmental Services) is registered with the California Department of Industrial Relations (DIR). Our DIR Public Works Contractor Registration Number is 1000033765. Thank you again for the opportunity. As we mentioned during our interview, we are always happy to work with the City and remain open to any adjustments or additional information needed throughout this process. If you have any questions or need clarification, feel free to reach out. We look forward to your responses. Approach and Scope of Work CMAX Commercial Maintenance, Inc. understands that the City of Rosemead requires a comprehensive, reliable, and compliant street sweeping program designed to maintain roadway cleanliness, improve stormwater quality, and meet all applicable regulatory requirements. The City maintains approximately 166 curb miles, including residential, commercial, arterial streets, medians, and parking lots, with varying service frequencies and time constraints. The City's program requires a contractor capable of delivering consistent weekly sweeping, with commercial corridors serviced twice per week, while maintaining strict adherence to performance standards, environmental regulations, and operational schedules. CMAX's approach is built on a structured, performance driven model that integrates route optimization, experienced personnel, advanced equipment, and real time monitoring to ensure all services are delivered efficiently, safely, and in full compliance with the City's expectations. a. Operational Approach CMAX wilt provide all labor, supervision, equipment, and materials necessary to perform a complete and thorough sweeping of all designated curb miles. Sweeping operations will be conducted in accordance with Clean Sweep standards, ensuring that all debris, sediment, litter, and organic material are removed from the roadway and properly disposed of at approved facilities. All sweeping will be performed using high efficiency vacuum or regenerative air sweepers that meet or exceed South Coast AQMD Rule 1186.1 and California Air Resources Board requirements. Equipment will be operated at appropriate speeds, typically not exceeding five miles per hour in residential areas and eight miles per hour in commercial areas, to ensure effective debris removal and prevent dust emissions. Operators will be trained to perform multiple passes where necessary to achieve a debris free surface, particularly in areas with heavy accumulation or standing water. All intersections, curb returns, medians, bike lanes, and gutter lines will be included in the sweeping path. Large debris items such as cardboard, palm fronds, and rocks will be manually removed prior to sweepingto ensure complete and clean. b. Service Schedule and Route Structure CMAX understands that the city currently operates on a zoned sweeping schedule with defined service days and time windows. Our approach will align with and enhance this structure to ensure efficient coverage and consistent service delivery. 41' Residential streets will be swept once per week between 6:00 AM and 4:00 PM, while commercial and arterial streets will be swept twice per week between 2:00 AM and 6:00 AM, as required. Median areas and designated parking lots will be serviced weekly. Routes will be developed using a data driven approach that accounts for curb miles, traffic patterns, parking restrictions, and operational constraints. Prior to service commencement, CMAX will conduct route validation and field testing to confirm that all routes can be completed within the required timeframes. Final route maps will be submitted to the City for review and approval within the required timeframe and will include route boundaries, service days, start and end points, and dump locations. Routes will be maintained in a digital format compatible with City systems and updated as needed. c. Equipment and Technology CMAX will deploy a fleet of modern, alternative fuel sweepers equipped with GPS tracking systems capable of providing real time data on route completion, curb miles swept, equipment speed, and service duration. All sweepers will be maintained in excellent working conditions and will meet all applicable local, state, and federal regulations. A minimum five to one equipment redundancy ratio will be maintained, ensuring that backup equipment is available and can be deployed within one hour in the event of a breakdown. All vehicles will carry spill response materials, including absorbents, brooms, and shovels, to address any operational incidents immediately. GPS tracking data will be made available to the City and will support performance verification, reporting, and program transparency. d. Environmental Compliance CMAX recognizes the critical role that street sweeping plays in supporting the City's MS4 permit requirements, overall stormwater quality objectives, and compliance with state environmental mandates. All operations will be conducted in strict adherence to NPDES standards, SB 1383 regulations, and industry best management practices to ensure protection of the storm drain system and surrounding waterways. Operators will be trained to identify and report illicit discharges, drainage deficiencies, and hazardous conditions encountered during sweeping operations. Sweepers will utilize sufficient water to control dust while preventing storm drains. Under no circumstances will liquid waste be discharged onto streets or into the storm drain system, and all operations will be performed in a manner that minimizes environmental impact. 51 All collected debris and sweepings will be transported to approved, permitted disposal or recycling facilities in full compliance with applicable local, state, and federal regulations. CMAX will prioritize the diversion of organic materials in accordance with SB 1383 requirements and will coordinate with appropriate facilities to maximize recycling and diversion from landfills where feasible. Detailed records of debris quantities, disposal Locations, and diversion activities will be maintained and reported monthly to support the City's MS4, NPDES, and SB 1383 compliance reporting obligations e. Quality Control CMAX will implement a comprehensive quality control program that includes daily supervision, routine field inspections, and real time performance monitoring. Field supervisors will conduct regular route audits to ensure that all areas are swept to the required standards. If any area is identified below acceptable performance standards, CMAX will re sweep the area within one working day at no additional cost to the City. All complaints or service requests will be addressed within 24 hours, with resolution documented and reported. Monthly reports will include route completion data, curb miles swept, debris quantities, emergency responses, and any operational issues. This reporting ensures full transparency and allows the City to monitor program performance. f. Communication and Coordination CMAX will maintain direct and continuous communication with City staff through designated points of contact. A 24-hour contact number will be provided for emergency coordination, with a response time of 30 minutes or less. All operators will have the abilityto communicate in real time using radios or mobile devices and will report any issues, including missed areas, hazards, or illicit discharges, immediately. CMAX will coordinate closelywith City parking enforcement staff to ensure efficient route execution and compliance with posted restrictions. g. Emergency Response and Special Services CMAX will provide emergency response services as required, including spill cleanup, storm related debris removal, and special event support. Response crews will be mobilized within two hours of notification, with equipment and personnel readyto address urgent needs and ensure public safety. In addition, CMAX is committed to being an active community partner and will support City sponsored events by providing pre and post event sweeping services to ensure that streets are clean, safe, and presentable. This includes support for the City of Rosemead's well- 61 known Moon Festival and other community events. CMAX has a strong track record of partnering with municipalities to enhance community engagement, including providing parade vehicles, assisting with event logistics, and supporting local Chambers of Commerce. CMAX will also serve as a monetary sponsor for City events, when appropriate, to further support community programs and initiatives. Through these efforts, CMAX goes beyond basic service delivery to actively contribute to the success of community events and strengthen its role as a trusted municipal partner. h. Implementation Prior to service commencement, CMAX will complete route validation, equipment deployment, staff training, and coordination with City staff. During the first 30 days of service, enhanced oversight will be implemented to ensure optimal performance and allow for any necessary adjustments. Additionally, specify the locations of the designated disposal sites. CMAX Commercial Maintenance, Inc. offers a structured and fully compliant waste disposal process designed to ensure transparency, regulatory compliance, and accurate reporting for the City. A waste characterization study will be conducted to identify and document the types of materials collected during sweeping operations. This process will support accurate tracking and reporting in compliance with applicable NPDES requirements and California Senate Bill 1383 regulations, ensuring the City of Rosemead receives a clear and defensible accounting of collected waste streams. All collected materials will be transported to designated, approved disposal facilities based on the geographic area in which services are performed. Primary disposal Locations will include the Azusa Transfer Station and the Puente Hills Materials Recovery Facility. CMAX will not commingle waste from different jurisdictions. Material collected within the City of Rosemead will be kept separate and delivered independently, ensuring the City receives an accurate representation of its specific tonnage for regulatory reporting and diversion tracking. Vehicles will be emptied at the end of each service day or sooner if the hopper reaches capacity. This approach ensures operational efficiency while maintaining compliance with all applicable environmental and public health standards. In accordance with CMAX policy and industry best practices, no collected waste will be stored in vehicles overnight. This policy aligns with California Code of Regulations Title 14, which governs solid waste handling, storage, and transport requirements to prevent nuisances, odors, and potential environmental impacts. This disposal methodology ensures that all waste is managed responsibly, documented accurately, and handled in full compliance with federal, state, and local regulations. A tonnage report, including ticket and disposal information will be included within our invoice each month. (2) Mapping and Data Sharing: Sweeping routes are expected to be developed and maintained within a computerized mapping system that is compatible with the City's system to the extent feasible. Please confirm whether raw mapping data will be made available to the City and describe the format in which it would be provided. CMAX Commercial Maintenance, Inc. utilizes a state of the art GIS based mapping and fleet management platform to develop, manage, and continuously optimize all street sweeping routes. Our system is powered by Samsara, which provides real time GPS tracking, route verification, service confirmation, and detailed operational analytics. All sweeping routes will be created and maintained within this computerized mapping environment and can be configured to align with the City's existing GIS framework to the greatest extent feasible. CMAX has extensive experience integrating route data with municipal systems and can coordinate directly with City staff to ensure compatibility, consistency, and ease of use. CMAX will make raw mapping data available to the City upon request. Data can be provided in multiple standard GIS compatible formats, including shapefiles (SHP), geodatabases (GDB), KML/KMZ files, and CSV exports with associated coordinate data. In addition, route layers, curb mileage data, service frequencies, and sweep zone boundaries can be shared as individual or combined datasets depending on the City's preference. Beyond static data sharing, the Samsara platform also allows for dynamic reporting and visualization. The City can be provided with access to dashboards or periodic reports that include route completion status, timestamps, vehicle locations, and historical service verification. This ensures full transparency and provides the City with a reliable, real time view of operations. This approach ensures that all mapping and operational data is accurate, accessible, and fully aligned with the City's expectations for accountability, performance tracking, and long term planning. (3) Equipment Storage and Maintenance: Please identifythe location(s) where dedicated sweeper equipment will be stored and maintained when not in use. CMAX Commercial Maintenance, Inc. currently stores and stages the vehicles servicing the San Gabriel Valley at both the Whittier Public Works yard and the Monterey Park Public Works Yard. This existing location supports our ongoing regional operations and provides immediate readiness for service deployment. These locations will continue until the need for greater storage capacity is required. Upon award of a contract with the City of Rosemead, finalization of a new agreement with the City of Monterey Park, and the addition of the Cities of Bradbury and Duarte to our service portfolio, CMAX may transitioning equipment storage and maintenance operations to a dedicated facility located at 1017 W Gladstone, Azusa, California. CMAX has secured sufficient lead time to fully prepare this site for operations, including equipment staging, routine maintenance activities, and compliance with all applicable regulatory requirements. All sweepers will be stored, inspected, and maintained at the designated facility when not in use. Additionally, the RFP references the potential for leasing space from the City of Rosemead. While CMAX is not dependent on utilizing City owned property for operations, we are open to discussing and negotiating a lease arrangement should the City determine that such an approach is beneficial. This flexibility allows CMAX to align with the City's preferences while maintaining full operational readiness under either scenario. (4) Prevailing Wage Assumptions: Please specify the prevailingwage rate(s) and worker classification(s) used in preparing your proposed cost estimates. CMAX Commercial Maintenance, Inc. has prepared its cost proposal in full compliance with applicable prevailing wage requirements established by the State of California Department of Industrial Relations. CMAX anticipates the applicable prevailing wage classification for this scope of work to fall under Laborer and Related Classifications (Determination: 2026-1 attached wage scale included below), Group 1 — General Cleanup and Maintenance Work, as defined by the California Department of Industrial Relations (DIR). This classification aligns with routine street sweeping, debris removal, and citywide maintenance services. All wage rates, including base hourly rates, fringe benefits, overtime, and holiday provisions, have been applied in accordance with this determination. The rates used are consistent with the applicable regional determinations and reflect current DIR published standards forth is classification. Sincerely, Francisco "Frank" Gutierrez CMAX Commercial Maintenance Inc. frank@cmaxcorp.com 1 (909) 268-7944 316 N. Corona Avenue, Ontario, CA 91764 2 1 P a g e Exhibit A: Transition Approach CMAX Commercial Maintenance, Inc. ("CMAX") understands that the City of Rosemead may elect in the future to transition from the current street sweeping schedule to an alternate day and/or time -based sweeping program intended to improve operational efficiency, reduce parked vehicle conflicts, improve curb accessibility, and enhance route productivity. Based upon industry's best practices and the operational characteristics of the City, CMAX recommends implementing any future schedule transition through a phased and coordinated approach emphasizing operational planning, public outreach, and close coordination with City staff to minimize impacts to residents and businesses. 1. Recommended Implementation Approach CMAX recommends a phased implementation process beginning with route analysis, operational review, and public notification prior to implementation of any revised sweeping schedule. The evaluation process should include review of parking patterns, traffic volumes, school zones, commercial corridors, and current sweeping effectiveness. Potential operational improvements may include improved route sequencing and operational efficiency, reduced overlap and travel time between service areas, reduced parked vehicle conflicts, improved curb access and debris removal effectiveness, and enhanced consistency in route completion. CMAX recommends implementation by geographic service area or operational zone to minimize confusion and allow operational adjustments during rollout. 2. Contractor Responsibilities and Support Services CMAX shall provide transition support services including: • Route analysis and revised route development; • Coordination meetings with City staff; • GPS route programming and verification; • Operator training and route familiarization; • Deployment of management and field supervision during rollout; • Assistance coordinating revised signage if necessary; and • Real time monitoring and operational adjustments during implementation. CMAX management personnel shall remain actively involved throughout the transition process to ensure operational continuity and immediate response to field issues. 3. Public Outreach and Notification Considerations CMAX recommends the City implement a comprehensive outreach program approximately sixty (60) to ninety (90) days prior to implementation of any revised schedule. CMAX can assist the City with: • Public notification materials and route maps; • Temporary field notices and door hangers; • Coordination with businesses, schools, and community organizations; • Social media and website content support; and • Customer service coordination during implementation. CMAX recommends an educational approach during the initial transition period to encourage public awareness and compliance prior tofu[[ enforcement efforts. 4. Operational Changes and Coordination Requirements Transitioningto an alternate schedule may require coordination regarding: • Parking restriction signage modifications; • Parking enforcement coordination; • School and commercial corridor scheduling; • Route start times and operational sequencing; • GPS and reporting updates; and • Special events and seasonal activities. CMAX shall coordinate closely with designated City staff throughout implementation to ensure all operational modifications are completed effectively. 5. Anticipated Challenges and Mitigation Measures CMAX recognizes that temporary challenges may occur during implementation, including resident confusion regarding revised schedules, increased parked vehicle conflicts, and temporary increases in customer service inquiries. To mitigate these challenges, CMAX recommends: • Extensive advance public outreach; • Phased implementation by service area; • Additional field supervision during rollout; • Increased customer service coordination; and • Temporary warning notices during initial implementation where appropriate. CMAX's GPS route tracking technology and management oversight systems will allow rapid identification and correction of operational issues throughout implementation. 6. Proposed Transition Timeline Phase 1 — Planning and Evaluation (30 to 45 Days) • Route analysis and operational review; • Development of revised schedules and route maps; and • Public outreach planning. Phase 2— Public Outreach and Preparation (60 to 90 Days) • Distribution of public notifications; • Coordination regarding signage modifications; • Operator training and route testing; and • Community outreach efforts. Background/Financial Stability 2. Approach 3. Experience/References 4. Insurance/Addenda 5. Local Engagement/Community Investment 6. Cost Proposal Background/Financial Stability Background: While Guardian Street Sweeping was only formed in 2019, the experience gained in construction and public works has been since 2006. Before I started Guardian Street Sweeping, I worked in the road and highway striping industry with Superior Pavement Markings on public works contracts. From 2006 to 2014 1 worked in the field operating street sweepers, driving large trucks with trailers, and operating equipment associated with painting lines on the road and installing signs. From 2014 to 2018 1 worked in the office doing estimating and putting together pricing for contracts. From 2019 to 2022 Guardian Street Sweeping focused on working with the companies we were already familiar with. Mostly working with striping, paving, and pipeline companies. Contract work is a recent endeavor and we no longer do on -call work, as our priority has switched to focusing solely on annual contracts for stability. Guardian Street Sweeping may be a fairly new company, but I have 19 years of experience in this industry. Financial Stability: Guardian Street Sweeping has had no litigations, bankruptcy, or financial events at any time. We typically keep a financial cushion of $20-50k to cover any unexpected costs associated with street sweeper upkeep. Additional: Guardian Street Sweeping is registered as a small business enterprise as well as a micro small business in the state of California. We started as a prevailing wage only business and shall remain a prevailing wage business regardless of the project, following all prevailing wage requirements. We believe it's important to take care of our employees as they are the back -bone of any business and crucial to its success. Approach Approach: When sweeping routes for citywide contracts we use a custom GPS navigation system that routes drivers down a designated path, ensuring they do not waste time driving down streets they do not need to drive down, or backtracking down streets that have already been swept. Our custom navigation system is very efficient. We will ensure that each street is swept thoroughly and efficiently and sweeping speed will be adjusted as needed to ensure all debris are swept. Routes will be swept on -time within the time windows on the specified days outlined within the RFP, weather permitting. Water will be utilized on all roadways, and all trucks will be maintained daily to ensure efficient operation. We use vacuum style street sweepers that meet with AQMD and CARB standards and requirements. Reports outlined in this RFP shall be submitted to the city each month along with the invoice. All communication and requests will be addressed within a timely manner. Experience/References Experience: I'd first like to start by addressing a problem I have admittedly been beaten by in the past, time after time. Most contracts require a company to have at least three prior contracts to be eligible for bidding. However, the problem that new/small businesses have is that this essentially locks them out of ever getting any contracts that can be used for a future reference in the first place. It's a catch 22. Small businesses need to start somewhere, and if we aren't able to get contracts because of a lack of previous contracts then it becomes a perpetual loop of denial. Only giving contracts to businesses that have been around for decades kills the dreams that small businesses have in being able to establish something of their own. That said, the only contract I have had is with the City of Hesperia from July 2022 to September 2025. It was the second contract I ever bid on and the only one I did during that time completely on my own. The scope of work included weekly sweeps of arterials, monthly sweeps of residential areas, and quarterly bike lane sweeping. Much of the debris consisted of large quantities of dirt, with fall and winter comprising of leaves and dirt. Approximately 8 tons per day. 2019 — 2022 was entirely on -call work, and since I have not worked with many of the companies I first started with in years, I don't feel comfortable using them as proper references, but I will list the names of some of them to give an idea of what type of contractors I did on -call work with. I hope my lack of past long-term contracts does not exclude me from being able to add more contracts to my resume, like this one. If I can handle a desert city that gets flooded with mud every time it rains then I am sure Rosemead will be no problem. Documentation to be supplied upon award of contract. Addenda: No addendum issued. Local Engagement/Community Investment I'm unsure if this would qualify but Guardian Street Sweeping has made a commitment to invest a portion of earnings from our next contract to support children and adults with Autism and other neurodivergences, whether through community events or facilities that work with neurodivergent people. We would be happy to invest this within the City of Rosemead if possible. Attachment D Cost Form Proposer shall complete pricing for both options below. Transition Plan for Alternate Street Sweeping Schedule In response to the City of Rosemead's request for an alternate -side residential street sweeping proposal, SCA of CA, LLC ("SCA") has developed the following conceptual implementation approach designed to improve curb accessibility, increase debris removal efficiency, enhance stormwater quality protection, and modernize the City's overall street sweeping operation. Implementation Approach The proposed program applies alternate -side sweeping to residential streets only, while arterial and commercial corridors remain fixed sweeping routes to preserve traffic flow and operational continuity. Residential/local streets would transition to alternating side sweeping. Week 1 would sweep the even -address side. Week 2 would sweep the odd -address side. Existing sweeping time windows would generally remain intact to minimize public disruption. The proposed transition would utilize a phased implementation approach consisting of route finalization, public outreach, signage coordination, pilot testing, citywide deployment, and post -implementation monitoring. Please refer to the attached preliminary operational maps illustrating the proposed alternate -side residential sweeping concept, directional route sequencing, operational start points, and fixed arterial sweeping corridors. 1-888-SWEEPING SWEEPINGCORP.COM a o I i r p I a, Y O a J c g o W n I J a Q Y 5 N u Q i `e F o - V O i Y 19 0 Lotus A" N, Q < a R.c.hpld A- De Lai Ave Chs.iotto Ave Isabel Ave O c a E 9 fus r Aw ♦ _ T 4h u $ o ; d Manett Ave ♦ I ♦ O 4 F a' Burdan Ave _ l3 ,r+ n Barton Ave _ ♦__--♦— _ • - 4 . Rocky Point Drive Vest, Suite 730 SWEEPING CORP OF AMERICA Tama, FL 33607 SCA Responsibilities and Support Services As the incumbent street sweeping contractor for the City of Rosemead, SCA brings many years of successful service experience and extensive operational knowledge of the City's roadway network, parking patterns, school zones, commercial corridors, and traffic conditions. SCA will provide operational route development, route balancing, implementation support, public outreach coordination, pilot testing assistance, field supervision, and post - implementation monitoring. Public Outreach and Notification The proposed transition includes a multi -phase outreach effort including mailed notices, door hangers, updated sweeping maps, City website and social media notifications, multilingual materials where appropriate, and community outreach meetings. Operational Changes and Coordination Requirements Implementation will require coordination between SCA, Public Works, Parking Enforcement, Traffic Engineering, and City communications staff. Operational changes may include updated route sequencing, revised directional sweeping patterns, signage modifications, startup supervision, and drivertraining. Anticipated Challenges and Mitigation Measures Potential resident confusion during initial implementation will be addressed through extensive outreach, educational materials, field notifications, and phased implementation. Parking enforcement coordination will be critical to maximizing curb accessibility and operational effectiveness under an alternate -side residential sweeping program. Consistent parking compliance is necessary to achieve the full operational and environmental benefits associated with improved curb access and enhanced debris removal. SCA recommends close coordination between the City, Parking Enforcement, and the Contractor during implementation and ongoing operations. Enhanced enforcement visibility during the initial transition period will help establish compliance expectations, improve sweeping effectiveness, and reduce blocked curb areas. 1-888-SWEEPING SWEEPINGCORP.COMI sc)pq. SWEEPING CORPOF AMERICA 3031 N. Rocky Point Drive Vest, Suite 730 Tampa, FL 33607 Improved parking compliance may also partially offset implementation costs through increased adherence to posted sweeping restrictions and associated citation revenue. While revenue generation is not the primary objective of the program, improved compliance and enforcement consistency may help reduce the City's net implementation costs while improving overall operational effectiveness. Estimated Cost Increase and Operational Justification SCA estimates that implementation of an alternate -side residential sweeping program may increase operational costs by approximately 15% to 30% over a traditional sweeping program, depending on final implementation requirements, signage needs, enforcement coordination, and route balancing adjustments. The increase is primarily driven by reduced production speeds associated with improved curb access, increased route complexity, additional operational supervision, enhanced outreach requirements, startup coordination, and the operational realities associated with alternate -side sweeping. Unlike a traditional sweeping operation where a street is typically serviced in a single pass pattern, alternate -side residential sweeping requires crews to service opposite curb lines on alternating cycles. This operational structure increases overall route mileage, requires additional travel between route segments, and introduces additional deadhead travel between sweeping zones and arterial connectors. These factors reduce overall production efficiency compared to a traditional fixed -route sweeping program and contribute to the estimated increase in operational costs associated with the enhanced residential curb access program. Despite the increased operational requirements, the proposed program provides substantial long-term benefits including improved curb -to -curb cleaning effectiveness, enhanced debris removal, improved stormwater compliance, cleaner residential streets, and greater sweeping efficiency in densely parked neighborhoods. 1-888-SWEEPING SWEEPINGCORP.COM sc)06*1 SWEEPING CORP OF AMERICA Proposed Timeline 3031 N. SCA's incumbent operational experience, combined with its detailed knowledge of Rosemead's roadway network and sweeping operations, uniquely positions the company to successfully support the City throughout planning, implementation, public outreach, and long-term operational optimization.
