Valley Boulevard Rosemead, CA 91770 SUBJECT: CONDITIONAL USE PERMIT 25-02 AND DESIGN REVIEW 25-02 9540 VALLEY BOULEVARD Dear Annie: Thank you for your continued review of the above-referenced project. Please be advised that we conducted community outreach on Friday, January 23, 2026, and again on Saturday, January 24, 2026. The community outreach consisted of walking the residential neighborhood located behind the subject project and knocking on doors corresponding to all residential properties located within a 300 ft. radius of the subject property. We also approached the commercial properties located along the south side of Valley Boulevard and within a 300 ft. radius of the subject property. Residents that were home and came to the door and were willing to engage in a discussion on Friday, January 23rd, were given a folder containing the proposed project plans along with a letter introducing the project and requesting their input and support. Letters were provided in English, Spanish, Mandarin, and Vietnamese (please see attached). If after discussing the project and answering their questions they were supportive of the project, they were asked to sign a petition to show their support. The preamble to the petition was also provided in English, Spanish, Mandarin and Vietnamese (please see attached). Large yellow envelopes with a copy of the project plans and introductory letters were left by the front door for those residents that were not home and did not come to the door on Friday, January 23rd. On Saturday, January 24th, we returned and knocked on the doors of all residents for which we could not communicate with on Friday, January 23rd. Some doors were knocked on multiple times across a span of several hours in hopes of making contact. 2 | P a g e Overall, the feedback was very positive, especially from the owner-occupied homes located directly behind the subject property to the south (emphasis added). These homeowners were happy to hear that there were plans to renovate and reopen the carwash. One resident located four (4) parcels to the east of the subject property and on the north side of Steele Street expressed a concern with noise. I made an attempt to explain that we hired a 3rd party Noise Engineer to prepare a noise study and that the noise study concluded that the project would comply with State and City maximum thresholds for noise at the southerly and easterly property lines abutting residential. I perceived she lost interest in the discussion when she closed the door. It is important to note that the northwesterly rear corner of this parcel is approximately 132 linear feet from the easterly side property line of the subject property and that if foreseeable noise levels will not exceed the State and City maximum thresholds at the property line, they certainly will not exceed the same thresholds 132 ft. away from the property line. There was also a second resident located on the south side of Steele Street and directly south of the subject property that expressed concerns with noise; however, this resident is located a minimum of 177 linear feet from the subject property and will not be exposed to noise levels near the permissible State and City noise level thresholds. Attached is a copy of the petition with all signatures obtained between Friday, January 23rd and Saturday, January 24th. Also attached is a copy of the 300 ft. radius map with all parcels where support for the project was given highlighted in green and the two parcels where residents expressed concerns with noise highlighted in red. Also attached is an Excel spreadsheet further documenting in greater detail my interactions with each resident and commercial establishment located along the south side of Valley Boulevard. We are currently applying to the City of Rosemead for approval to renovate the existing car wash and to reopen it after improvements are completed. I stopped by earlier today at approximately __________ in hopes of introducing myself in person, sharing some initial information about the proposed project, and hearing any thoughts or questions you might have regarding the renovation and reopening of the car wash. Enclosed please find the project plans for your review.
