SAO Operations:
Theft Operation
On Tuesday, December 11, 2025, between the hours of 1300-2300 hours, the
Temple Station Rosemead Special Assignment Team, in coordination with
Temple Station personnel and the Major Crimes Bureau, conducted an
organized retail theft suppression operation at three major retail
establishments within the City of Rosemead: Ulta Beauty, Target, and Ross.
The objective of the operation was to identify, detain, and arrest individuals
engaged in retail theft and related criminal activity.
During the course of the operation, three individuals were detained and
arrested for various charges, including:
- 666.1(a)(1) P.C. - 11364(a) P.C. - 11377(a) H.S.
All arrestees were either cited out in the field or booked at the Temple Sheriff’s
Station jail. The following File Numbers are associated with each incident:
925-11141-0531-185 925-11137-0536-383 925-80160-0531-089
During the operation we deployed/utilized a “bait theft” device package
(Electronic Location Device). The device was disguised as an Amazon Package
and placed in front of the main entrance of a nearby business. This business
and the surrounding areas have had an ongoing issue with theft packages.
During the operation one individual was arrested for stealing the package and
attempting to flee the location upon our arrival. The suspect was charged with
661.1(a)(1) P.C. due to him having numerous prior theft convictions.
During our operation we were notified of a grand theft from a person had
occurred inside Ross. While the victim was shopping, a male Hispanic stole her
cell phone from her purse while she was looking away. The male Hispanic fled
the location prior to our arrival. The incident is being investigated.

items inside their vehicle and then distancing themselves from the vehicle as
they saw law enforcement. Once safely detained, a search of their vehicle was
conducted to recover the stolen merchandise. Along with locating the stolen
merchandise, we also recovered a loaded firearm belonging to one of the

they would conduct an internal investigation into the suspect. The following
day on 12/23/2025, the suspect/employee was arrested by West Covina Police
Department and charged with 503 PC.

Rosemead Special Assignment Team conducted an operation in response to
multiple complaints of speeding/racing vehicles, as well as an increase in
criminal activity. During this operation, we conducted numerous traffic stops
and detained several individuals for vehicle code violations including speeding,
equipment and moving violations.
As a result of these detentions, deputies issued several citations and made
multiple arrests for the following:
· (10) infraction/misdemeanor citations for vehicle code violations
· (1) misdemeanor arrest for an outstanding arrest warrant
· (1) misdemeanor arrest for being in possession of a controlled substance
