Brown Act: Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda,
or unless certain emergency or special circumstances exist. The City Council may direct staff to investigate and/or
schedule certain matters for consideration at a future City Council meeting.
General Conduct/Decorum During Meeting: While the City Council is in session, all attendees (in-person and remote)
must adhere to the established rules of decorum. Phones should be silenced. Remarks must be made from the podium or
designated remote platform and directed to the full Council. No individual may engage in conduct that ac tually disrupts,
impedes, or renders infeasible the meeting’s orderly conduct. The Mayor or designee will warn an individual whose
conduct is disrupting the meeting and provide an opportunity to comply. If the conduct continues, the individual may be
removed from the meeting. No warning is required for conduct that constitutes the use of force or a true threat of force.
Americans with Disabilities Act: In compliance with the ADA, if you need special assistance to participate in this
meeting, please contact the City Clerk’s Office at (626) 569-2100 at least 48 hours prior to the meeting to allow the city
to make reasonable arrangements to ensure accessibility to the meeting or service.
Technical Disruptions: In the event of a disruption to the virtual/telephone access that prevents public participation, the
City Council will take appropriate steps to restore access. If access cannot be restored, the meeting may be recessed or
adjourned to ensure compliance with applicable law.
Any writings or documents provided to the majority of the Rosemead City Council regarding any item on this agenda will
be made available for public inspection in the City Clerk’s Office during normal business hours.

CEQA: The following items are not subject to the California Environmental Quality Act, unless noted

A. Claims and Demands
• Resolution No. 2026-36 - Approval of Bi-Weekly Accounts Payable
Disbursements in the sum of $2,667,198.98.
Recommendation: Adopt Resolution No. 2026-36.
• Resolution No. 2026-39 - Approval of Bi-Weekly Accounts Payable
Disbursements in the sum of $ 1,253,807.99.
Recommendation: Adopt Resolution No. 2026-39.

B.Minutes
Recommendation: That the City Council approve the special meeting minutes of
June 23, 2026.
C.Receive and File the Quarterly Summary Report of Purchase Orders Exceeding
$10,000 for City Services from April 2026 through June 2026
Recommendation: That the City Council receive and file the report on purchase
orders issued more than $10,000 for the months of April 2026 through June 2026.
D.Accept Completed Improvements and Authorize the Filing of a Notice of Completion
for the Catch Basin Upgrade Phase II Project No. 49018
Recommendation: That the City Council take the following actions:
1.Accept the completed improvements for the Catch Basin Upgrade Phase II
Project No. 49018 as performed by United Stormwater, Inc.; and
2.Authorize the recordation of Notice of Completion with the Los Angeles County
Recorder’s Office and the release of retention funds.
E.Approval of Additional Design Services and First Amendment to the Professional
Services Agreement with RHA Landscape Architects Planners, Inc. for the Garvey
Park Improvements Project
Recommendation: That the City Council take the following actions:
1.Approve the additional design services for Garvey Park;
2.Amend the Professional Services Agreement with RHA Landscape Architects
Planners, Inc. in the amount of $97,625 with a design contingency of 10% of
project total in the amount of $29,398, and extend the term of the agreement from
December 31, 2026, to December 31, 2027; and
3.Authorize the Acting City Manager to execute the First Amendment to the
Professional Services Agreement.
F.Adoption of Resolution No. 2026-38 - Authorizing the Execution and Recordation of
the Offer of Easement Dedication for those Portions of Los Angeles County Assessor
Parcel No. 5391-003-039 (4403 Muscatel Avenue) Proposed to be Used for Public
Streets and Utility Purposes
Recommendation: That the City Council adopt Resolution No. 2026-38, authorizing
the execution and recordation of the irrevocable offer of easement dedication for Los
Angeles County Assessor Parcel No. 5391-003-039.

G.Approval of Tract Map No. 83992 for 4036 Walnut Grove Avenue and Request for
Map Recordation
Recommendation: That the City Council approve Tract Map No. 83992 and direct
the City Clerk to execute the map and arrange for the recordation of the map.
5.MATTERS FROM CITY MANAGER & STAFF
A.Adopt Resolution No. 2026-37 and Approval of City Council Designation and
Appointment of Interim City Manager as a Retired Annuitant Position
Recommendation: That the City Council take the following actions:
1.Approve the position of Interim City Manager and authorize the position as a
Retired Annuitant Position per California Government Code Sections 7522.56
and 21221(h); and
2.Approve the appointment of Mr. Richard Belmudez as Interim City Manager and
authorize the Mayor to execute the Agreement on behalf of the City, in a form
approved by the City Attorney; and
3.Adopt Resolution No. 2026-37 authorizing the appointment of a retired annuitant
to the position of Interim City Manager.
6.MATTERS FROM MAYOR & CITY COUNCIL
A.Discussion on Lobbying Efforts for Community Project – Rosemead Civic Center
Recommendation: That the City Council discuss and provide direction to staff.
B.Council Comments
7.ADJOURNMENT
The next City Council meeting will take place on July 28, 2026, at 7:00 p.m. in the Rosemead
City Hall Council Chamber.
