JUNE 23, 2026
The special meeting of the Rosemead City Council was called to order by Mayor Armenta
at 6:02 p.m., in the Rosemead City Hall Council Chamber, located at 8838 East Valley Boulevard,
Rosemead, California.
PRESENT: Mayor Armenta, Mayor Pro Tem Low, and Council Members Clark and Ly
ABSENT: Council Member Dang
1. CLOSED SESSION
A. CONFERENCE WITH LEGAL COUNSEL —ANTICIPATED LITIGATION
Significant exposure to litigation pursuant to Government Code Section
54956.9(d)(2): (1 potential case)
B. PUBLIC EMPLOYEE APPOINTMENT

C. CONFERENCE WITH LABOR NEGOTIATORS

Mayor Armenta announced that the City Council would recess at 6:02 p.m. to Closed
Session and would report any reportable actions.
Mayor Armenta reconvened to open session at 7:06 p.m. and stated the City Council
would continue closed session after the regular City Council meeting adjourned.
City Attorney Richman reported that in one closed session matter, the City Council
voted 4-0 to appoint Director of Community Development, Lily Valenzuela as Acting
City Manager. Council Member Dang was absent.
Mayor Armenta recessed the special meeting at 7:07 p.m. and reconvened to at 9:27
p.m.
2. ADJOURNMENT
Mayor Armenta announced there was no reportable action taken in closed session
and adjourned the special meeting at 9:45 p.m.
