SUBJECT: ACCEPT COMPLETED IMPROVEMENTS AND AUTHORIZE THE
FILING OF A NOTICE OF COMPLETION FOR THE CATCH BASIN
UPGRADE PHASE II PROJECT NO.49018
On March 12, 2024, the City Council awarded a construction contract to United Stormwater, Inc.
for the Storm Water Catch Basin Upgrade Project Phase II. The total approved construction
budget, including a 10% contingency, was $207,460.00. All construction improvements have been
completed and have been accepted by the City staff. A notice of completion will be filed with the
Los Angeles County Recorder's Office upon approval by the City Council. The release of retention
funds will take place upon the filing of the notice of completion.
DISCUSSION
The City is required to comply with the Los Angeles River (LAR) Trash Total Maximum Daily
Load (TTMDL), which mandates a 100 percent trash load reduction, or a "zero" trash numeric
effluent limitation. To support compliance with these requirements, the Catch Basin Upgrade
Phase II Project installed sixty-six (66) Automatic Retracting Screen (ARS) Partial Capture
Devices (PCDs). These improvements were implemented to address the requirements of the
Municipal Separate Storm Sewer System (MS4) Permit and advance the City's progress toward
regulatory compliance. The total construction contract cost was $189,625.00. All construction
costs were fully funded through the approved project budget using Safe Clean Water Program
funds.
STAFF RECOMMENDATION
It is recommended that the City Council:
1. Accept the completed improvements for the Catch Basin Upgrade Phase II Project No.
49018 as performed by United Stormwater, Inc.
2. Authorize the recordation of Notice of Completion with the Los Angeles County
Recorder's Office and the release of retention funds.

FISCAL IMPACT
The project was included in the Fiscal Year 2023-2024 Capital Improvement Program (CIP) and
consisted of an approved budget of $150,000. City Council authorized an additional appropriation
of $60,000 in Safe Clean Water Program funds to the project at the time of the construction contract
award. Final construction contract expenditures totaled $189,625.00. The following is the
breakdown of the construction cost:

ENVIRONMENTAL REVIEW
Section 15301 of the California Environmental Quality Act (CEQA) guidelines exempts projects
consisting of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration
of existing public or private structures, facilities, mechanical equipment, or topographical features,
involving negligible or no expansion of use beyond that existing at the time of the lead agency's
determination. The project is classified as a Class 1 Categorical Exemption, pursuant to Section
15301 of CEQA guidelines.
STRATEGIC PLAN IMPACT
The project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and
Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with
relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding
the use of wireless network technology and renewable energy.
