The regular meeting of the Rosemead City Council was called to order by Mayor Ly
at 7:00 p.m., in the Rosemead City Council Chamber located at 8838 East Valley Boulevard,
Rosemead, California.

adults, ages 1$ 25. She noted strong ;participation in library programs and expressed

On September 24, 2019, the City of Rosemead ("City") approved a Professional
Services Agreement ("Agreement") with David Turch & Associates for federal
legislative advocacy services for a three-year period, with two one-year optional
renewals. The initial Agreement was set to expire in September 2022, and the City
Council approved the first amendment to the Agreement to extend the contract for an
additional one-year term, ending in September 2023. This is the second amendment
to the agreement, and it is recommended that the City Council exercise the optional
renewal for a period of one year in an amount not -to -exceed $54,000. All other terms
and conditions set forth in the original Agreement will remain in effect.

I. Approval of Citywide Engineering and Traffic Survey
The City of Rosemead's Public Works Department completed an Engineering and
Traffic Survey (Speed Survey) for forty-two (42) street segments citywide and
prepared the City of Rosemead 2022-2023 Engineering and Traffic Survey.
The purpose of an engineering and traffic survey is to establish updated speed limits
that can be legally enforced using radar at pre -determined locations. Engineering and

traffic surveys can be an enforceable document for a maximum of 10 years as long
as there have not been any significant changes in roadway or traffic conditions,
including, but not limited to, changes in adjoining property or land use, roadway
width, or traffic volumes (for example a traffic signal, road diet, bike lanes, road
widening, etc.).

J. Federal Legislative Advocacy Day — October 2" — 5", 2023 — Washington, DC
On August 8, the City Council approved a federal lobby day for the month of
September. Due to scheduling conflicts, the Federal Legislative Advocacy Day
coordinated by the City's Federal lobbyist David Turch & Associates, is being
postponed to October 2-5, 2023. Visiting while representatives are in session
provides the maximum opportunity to meet with them face-to-face.'' The intent is to
conduct meetings to discuss topics on Transportation, Public Safety, Economic
Development, and various issues' affecting the City of Rosemead. The City Council
will consider authorizing the attendance of any Council Member and City staff
who wishes to attend a Federal Legislative Advocacy., Day in Washington, DC on
October 2-5, 2023.
Recommendation: That the City Council authorize the attendance, at City expense,
of any Council Member and City staff interested in attending a Federal Legislative
Advocacy Day in'Washington, DC on October 2-5, 2023.

C. Adoption of Resolution No. 2023-48 Approving a Two (2) Year Memorandum of
Understanding Between the City of Rosemead and the Rosemead Employee
Association, AFSCME Local 321, from July 1, 2023 Through June 30, 2025
The City Council will consider approval of a two-year Memorandum of
Understanding ("MOU") with the Rosemead Employee Association ("REA"),
Local 321 of the American Federation of State, County, and Municipal Employees
("AFSCME") covering all General Service employees. The MOU details the terms
and conditions of employment and salary ranges effective July 1, 2023, through
June 30, 2025. City representatives negotiated the tentative agreement with the
Union which has also been ratified by the Union. AFSCME is the exclusive
representative of employees in the City's General Service Unit.

City Attorney Richman explained that because the City Clerk is employed under
contract by the City Council, any salary adjustments must be approved by the
Council. The proposed contract amendment provides a 4% salary increase in the first

year and a 3% increase in the second year, consistent with cost -of -living adjustments
provided to other employees. She also stated for the record that the City Clerk's
salary would increase from $128,160 to $133,284 in the first year and to $137,280
in the second year.

voluntary benefits, including pet insurance, long-term care insurance, accident, and
critical illness coverage, will be offered at no cost to the City. The presentation also
highlighted implementation of a new online benefits administration system to

administrative workload through automated carrier file feeds. A health fair and open

Moving the Date of the City's General Municipal Election Date from Statewide
Primary of Even -Numbered Years to the Date of the Statewide General Election in

On August 8, '2023, the City Council directed City staff to return with an ordinance
to move the City's General Election date from the staggered State Primary Election
cycle of March/June Hof even -numbered years to the Statewide General Election cycle
of November of even -numbered years. While there was consensus by the City
Council to move the current staggered election cycle to a November election cycle
for consistency, there was no clarification on whether the City Council would like
the ordinance to be effective beginning with the November 2024 or November 2026
election cycle. The proposed ordinance will also adjust the terms of office for elected
officeholders. City staff is seeking clarification for when the proposed ordinance
should be effective.

Council Members discussed the merits of the proposed implementation dates.
Mayor Pro Tern Clark reiterated her longstanding opposition to moving local
elections from standalone elections, expressing concern that November elections
diminish the focus on local issues.
Council Member Armenta noted that November elections historically produce higher
voter turnout and emphasized fairness in adjusting Council terms while also
recognizing the importance of allowing prospective 2024 candidates to proceed under
the existing election schedule.

Council Member Low stated that she had no strong preference between
implementation dates but supported moving to a consistent November election cycle
to reduce voter confusion.
Mayor Ly stated that, while he preferred standalone local elections, the split March
and June cycle created unnecessary confusion. He concluded that beginning the
change in November 2026 would be the fairest approach because it would allow the
planned March 2024 election to proceed without disrupting potential candidates.

D. Report, Discussion, and Direction Regarding the 2030 Imagine Rosemead
Strategic Plan
On October 26, 2021, The Rosemead City Council adopted a new strategic plan that
imagines what the City will be like in the coming 10 years. The strategic plan has
acted as a roadmap for implementing Rosemead's vision for the City as well as
ongoing improvements. This update outlines the first two years of the plan and
provides a progress report on the goals and items that were identified in the 230
Strategic Plan.
Recommendation: That the City Council discuss and provide direction on the
Strategic Plan.
Mayor Ly recommended limiting the presentation to a brief overview and
scheduling a special meeting for a more comprehensive review and discussion
of the Strategic Plan.
City Manager Kim reported that staff had completed the required two-year progress
update; noted of the 71 Strategic Plan action items, 57 are on track, 6 are delayed,
8 are not on track, and 18 have been completed. He noted that the Executive Team
has been meeting every, two months to monitor implementation and that staff believes
the City is making strong progress,

Finance Director Chua reported that the Council's authorization to transfer $7 million
into the Public Facilities Internal Service Fund strengthens the City's ability to

Council Member Armenta commended staff for maintaining Rosemead's strong
financial standing, noting the City's recognition for fiscal stability within the San
Gabriel Valley, and Mayor Pro Tern Clark concurred.
Parks and Recreation Director Boecking highlighted the reestablishment of the Youth
Advisory . Committee, expanded youth engagement efforts, and ongoing work to
improve public communication about City programs and services.
City Manager Kim introduced newly appointed Public Works Director Noya Wang,
who expressed enthusiasm about leading the City's fully funded Capital Improvement
Program and pursuing additional infrastructure grant opportunities. Mr. Kim noted
that the City currently has 55 fully funded capital improvement projects underway.
Human Resources Manager Ramirez reported on expanded employee training
initiatives, including CPR, anti -harassment, workplace safety, active shooter
preparedness, and other professional development programs.

At the request of City Manager Kim, Chief of Police Lieutenant Tiwari provided an
update on the City's partnership with L.A. CADA, describing its proactive homeless
outreach program that provides five -day -a -week engagement, connects individuals
with treatment and housing services, and coordinates with Sheriffs deputies, Code
Enforcement, and City staff.

sign a letter regarding Senate Bill 710 Given the City's longstanding interest in issues

Mayor Pro Tern Clark expressed concern that the proposed governance structure did
not include representation for Rosemead or Monterey Park despite the impacts of the
SR-710 corridor on'those communities.
Management Analyst Pineda explained that the City had previously opposed the
bill in support of the City of Alhambra's position because Rosemead lacked
representation. She noted that Alhambra later changed its position after amendments
to the bill established a regional planning task force with broader representation.
Council Member Armenta requested additional information regarding the
amendments that led to Alhambra's change in position.

Following discussion, the Council reached a consensus to table the item and directed
staff to gather additional information on the bill and its amendments for consideration
at a future meeting.

B. Council Comments
Council Member Armenta thanked Parks and Recreation Director Boecking, Public
Works, and City staff for organizing the City's 9/11 Memorial Ceremony,
commending the meaningful tribute to those who lost their lives and to first
responders. She noted the positive feedback received from attendees and expressed
appreciation for staffs continued commitment to honoring the event each year.
Council Member Armenta also requested that the meeting be adjourned in memory
of former City employee Rebecca Estroga.
Council Member Low thanked staff for organizing the 9/11 Memorial Ceremony and
reminded the public of the upcoming Moon Festival on September 23, where she will
be performing. She requested, increased Sheriff s patrols near the Motel 6 area due to
concerns about homeless activity and thanked staff for addressing short-term rental
complaints in her neighborhood. Mrs. Low also requested a report from the Sheriff s
Department regarding response times to a neighborhood noise complaint on August
28, including call activity, staffing levels, and the reason for the delayed response.
Mayor Pro Tern Clark commended staff for the successful 9/11 Memorial Ceremony
and reported on her attendance at the Contract Cities Fall Educational Seminar,
where discussions focused on housing issues and preserving local control over land
use decisions.
Mayor Ly, also thanked Parks and Recreation staff and all City employees for the
successful 9/11 Memorial Ceremony and noted his attendance at the Contract Cities
Fall Educational Seminar. He requested that the appointment of the interview panel
for the Temple Station Captain/Chief of Police selection process be agendized for a
future meeting. He also requested that staff bring forward amendments to the City's
policy regarding the naming of parks and memorial features to allow the Parks and
Recreation Commission to exercise that authority. Finally, he requested a future
agenda item to discuss a conceptual Civic Center park project, including
opportunities to enhance the existing Civic Center grounds with additional public
open space.

6. ADJOURNMENT
Council Member Armenta shared remarks in memory of Rebecca "Becky" Estroga, a former
Parks and Recreation Coordinator who retired in 2012 and passed away on August 15, 2023,
after battling leukemia. Ms. Armenta recognized Becky's many years of dedicated service to
the City and her lasting contributions to the Parks and Recreation Department.
Mayor Ly adjourned the meeting at 8:48 p.m. in memory of Rebecca Estroga before the
Council recessed back into Closed Session. The next City Council meeting will take place
on September 26, 2023, at 7:00 p.m. in the Rosemead City Hall Council Chamber.
