RE: PROPOSED BICYCLE MOTOCROSS (B.M.X.) PARK AT THE CITY OWNED
GARVEY PROPERTY, 9108-18 GARVEY AVENUE
Terry Francis has contacted me regarding the use of the 9108-18
Garvey Avenue as a Bicycle Motocross Park (see attached letter).
This property, as you may well know, is the future site of the
Rosemead Recreation/Senior tenter approved by Rosemead voters on
November 5, 1991.
Mr. Francis, who is currently the "Race Director" for the Whittier
Narrows Bicycle Park, is interested in leasing the Rosemead property
until. construction begins on the Senior Center which he understands
may -be within two years. Mr. Francis also understands that the
Rosemead Redevelopment Agency will have to approve his proposal
before any commitments can be made from either side.
I have discussed this proposal with our City Attorney.. He recommends
a month to month concessionaire agreement with language that-clearly
states there will be no relocation benefits to Mr. Francis once the
Agency proceeds with the Senior Housing Project.
The proposal will require a conditional use permit and details on
maintenance of the property will have to be addressed.
If the Agency is in favor of the project, it would be appropriate to
direct staff to proceed with processing a C.U.P. and drafting an
agreement.
