PUBLIC COMMENT FROM THE AUDIENCE Please refer to public comment guidelines on the first page of this document. 2. CONSENT CALENDAR A. March 4, 2010 Minutes 3. OLD BUSINESS A. REQUEST TO ADD A STOP CONTROL AT RAMONA BOULEVARD AND HART AVENUE SUMMARY As you are aware, the City recently completed a capital improvement project along Ramona Blvd, just east of Hart Avenue. The project includes the addition of landscaping and a new sidewalk for pedestrians. While working on this project, it was brought to staff’s attention that there is an unsafe traffic condition at the intersection of Ramona Blvd and Hart Avenue. In response to this request, a traffic investigation of the intersection of Ramona Boulevard and Hart Avenue was conducted using the California Manual of Uniform Traffic Control Devices (CA MUTCD) all-way stop sign warrants. Field visits were also conducted to evaluate site-specific conditions, such as traffic volumes, collision history, sight distance, existing stop signs and physical obstructions. Staff Recommendation Staff recommends that the Traffic Commission recommend to the City Council: 1. The installation of advanced warning intersection signs and speed limit signs at this location; and 2. After installation, that this area be monitored for 6 months to determine the effectiveness of the improvements. B. BICYCLE TRAFFIC ON CITY SIDEWALKS SUMMARY The City recognizes the importance of alternative transportation methods (walking, bicycling, public transportation) and balancing them with public safety issues created when they interact with vehicle traffic. The General Plan Circulation Element completed in 2008 discusses these forms of transportation and their impact on the community. Staff recently received an inquiry related to the usage of bicycles on sidewalks and on local streets. Currently, the City of Rosemead does not have specific language related to the usage of bicycles on streets and on sidewalks. Staff Recommendation Staff recommends that the Traffic Commission provide review and comment on the proposed bicycle traffic guidelines. ROSEMEAD TRAFFIC COMMISSION April 1, 2010 C. REQUEST TO REVIEW TRAFFIC CONDITIONS AT 8510 AND 8470 EAST FERN AVENUE SUMMARY Staff was recently contacted by C.P Cheung, Temple Intermediate School Principal and Rene Hernandez, Sanchez Elementary School Principal in regards to traffic safety adjacent to their schools. Both schools are located next to each other at 8510 East Fern (Temple) and 8470 East Fern (Sanchez). Both school principals were concerned about poor traffic flow along Fern Avenue, double parking during peak travel times, and faded pavement markings and signs along Fern Avenue. Both Mr. Cheung and Mr. Hernandez have indicated their interest in attending a Traffic Commission meeting to share their concerns regarding traffic problems along Fern Avenue. Public Works staff will repaint all street markings and replace faded street signage in this area during the school’s spring break (April 12-16). In addition, Public Safety officials will begin greater parking enforcement in this area to help reduce reduce double parking and improve traffic flow. Both school principals also inquired as to whether traffic movement changes would help improve traffic flow in this area. Specifically, the principals thought that creating one-way traffic lanes through their school parking lot and a nearby alley would help relieve traffic congestion. The principals plan to discuss this with the Commission in greater detail on April 1st. Staff would like to take additional field observations to determine the level of vehicle and pedestrian traffic movements in this area. Prior to fully analyzing this location, staff would like further input from the Traffic Commission as to possible enhancements that could help increase safety in this area. With this information, staff will conduct field observations and bring the findings back at the next Traffic Commission meeting. Staff will also notify neighborhood residents of any possible traffic modifications prior to the next Commission meeting. Staff Recommendation Staff recommends that the Traffic Commission provide input on existing traffic conditions and potential enhancements for the area adjacent to Temple Intermediate School and Sanchez Elementary School. 4.
