PUBLIC HEARING PUBLIC HEARING TO CONSIDER RECOMMENDED EXPENDITURES OF CITIZEN'S OPTION FOR PUBLIC SAFETY (COPS) FUNDS The public hearing is to permit public input on Sheriffs Department expenditure recommendation prior to City Council action on COPS funding. Recommendation: Approve appropriation and expenditure of COPS funds per Sheriff's Department recommendation. III. CONSENT CALENDAR-RECOMMENDATION: APPROVAL CC-A APPROVAL OF UNDERTAKING AGREEMENT FOR PARCEL MAP 27012 - 9512 VALLEY BOULEVARD The Undertaking Agreement was executed to guarantee the construction of curb, j~ gutter, driveways, sidewalk, curb drains and survey monuments subsequent to the I recordation of the parcel map. A Certificate of Deposit in the amount of $32,700 has been submitted to the City. Recommendation: Approve the Undertaking Agreement for the installation of the improvements. CC-B RELEASE OF BOND - PARCEL MAP 26540 - 2504-2512 FALLING LEAF AVENUE To guarantee construction of house sewer laterals and survey monuments as part of the development of Parcel Map 26540, a Certificate of Deposit was issued to the City in the amount of $4,200. The completed improvements have been inspected and approved by the City Engineer. Recommendation: Accept the public improvements and release the Certificate of Deposit. APPROVAL OF UNDERTAKING AGREEMENT FOR TRACT MAP 53447 - 8719 MISSION DRIVE The Undertaking Agreement was executed to guarantee the construction of paved roadway, curb and gutter, sidewalk, driveways, wheelchair ramps, parkway drains, water system, sewer system, street lights, parkway landscaping and irrigation, and traffic signage and striping, subsequent to the recordation of the tract map. A Faithful Performance Bond and Labor and Material Bond have been submitted to the City. Recommendation: Approve the Undertaking Agreement for the installation of the improvements. CC-D AUTHORIZATION TO ATTEND CALIFORNIA CHAPTER AMERICAN PLANNING ASSOCIATION 2004 ANNUAL CONFERENCE, OCTOBER 17- 20,2004, PALM SPRINGS Seminar topics will include CEQA updates, regional housing needs assessment process, housing element update, developing creative development codes and zoning ordinances and regional planning issues. Recommendation: Authorize the attendance of the Planning Director. CC-E AUTHORIZATION FOR S.T.A.R. DEPUTIES TO ATTEND CALIFORNIA NARCOTICS OFFICER'S ASSOCIATION INSTITUTE, NOVEMBER 19-23, 2004, SAN DIEGO Authorization is requested to send Rosemead's two S.T.A.R. (Success Through Awareness and Resistance) Deputies to the conference. Recommendation: Authorize the attendance of Deputies Donchoo and Bryant at the California Narcotic Officer's Association Conference in San Diego, November 19-23, 2004. CCAGCNDA: 9-28-04 Page d2 CC-F REQUEST TO MODIFY CURB ZONES AND TO INSTALL "NO U TURN" SIGNS IN FRONT OF WILLIAMS ELEMENTARY SCHOOL ON DEL MAR AVENUE The City received a request from the principal of Williams School to re-evaluate the curb zones in front of the school. The Rosemead Traffic Commission voted to recommend repainting existing yellow curb in front of the school parking lot to green (with a 20 minute time limit), repaint portions of existing yellow curb in front of the school to white to be consistent with other school loading zones, and install "No U Turn" signs for southbound traffic at Highcliff Avenue. Recommendation: Approve the Traffic Commission's recommendation to repaint existing yellow curb in front of the school's northerly parking lot to green with a 20 minute stenciled on the curb, to repaint portions of existing yellow curb in front of the school white, and to install "No U Turn" signs for southbound Del Mar Avenue to the southerly driveway to the school. CC-G REQUEST TO INSTALL RED CURB BETWEEN 2482 AND 2476 NEW AVENUE The City received a request from the resident at 2482 New Avenue to install red curb in the space between the driveways at 2482 and 2476 New Avenue due to vehicles blocking access to his driveway. The space between the driveways is approximately 13 feet. The Traffic Commission recommended installing the red curb. Recommendation: Approve the Traffic Commission's recommendation to install red curb between 2482 and 2476 New Avenue. CC-H CONSIDERATION OF REQUEST FROM CONSOLIDATED DISPOSAL SERVICES (CDS) FOR ANNUAL ADJUSTMENT OF RESIDENTIAL AND COMMERCIAL REFUSE RATES Consolidated Disposal Services (CDS) has requested an increase in residential refuse rates of 4.6%, and for commercial refuse rates an increase of 7.2%. Recommendation: Approve the request by Consolidated Disposal Services, Inc. for adjustment of waste collection and disposal rates for 2004-2005, effective October 1, 2004. V. MATTERS FOR DISCUSSION AND ACTION VI. STATUS REPORTS MATTERS FROM OFFICIALS ~A. RESOLUTION NO. 2004-42 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REGARDING THE SAN GABRIEL AND LOWER LOS ANGELES RIVERS AND MOUNTAINS CONSERVANCY V Mayor Clark has requested that this item be placed on the agenda for your consideration. The resolution opposes the recommendation of the California Performance Review (CPR) to disband the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy. Recommendation: Adopt Resolution No. 2004-42 regarding the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy and direct the City Clerk to distribute it to the appropriate government offices.
