CALL MEETING TO ORDER: 8:00 P.M. .6'0 PLEDGE TO THE FLAG: COUNCILMAN VASQUEZ COUNCILMAN TAYLOR ROLL CALL OF OFFICERS: COUNCILMEMBERS ALARCON, TAYLOR, VASQUEZ, MAYOR PRO TEM IMPERIAL, MAYOR CLARK / APPROVAL OF MINUTES: JULY 27, 2004 - REGULAR MEETING AO INVOCATION: OF INTEREST TO CITIZENS WISHING TO PARTICIPATE 1) Those wishing to speak on any Agenda Item, including public hearing, should have their Speaker Request Form submitted to the City Clerk no later than the time immediately following Oral Communications. 2) Immediately after approval of the minutes and again at the end of the meeting, there is a period of time set aside for those persons wishing to address the Council on matters not listed on the Agenda entitled: ORAL COMMUNICATIONS FROM THE AUDIENCE (please complete the Speaker Request Form stating your preference to speak either at the beginning or at the end of the,meeting). 3) Upon request, this agenda will be made available in appropriate alternative formats to persons with disabilities, as required by Section 202 of the Americans with Disabilities Act of 1990. PRESENTATIONS: ORAL COMMUNICATIONS FROM THE AUDIENCE G - RESOLUTION NO. 2004-52 - PERTAINING TO THE ROSEMEAD PUBLIC SAFETY CENTER LOCATED AT 3018 N. CHARLOTTE AVENUE II. PUBLIC HEARING(S) A. PUBLIC HEARING EXPENDITURE OF COMMISSION TAX INCREMENT REVENUES ON THE California Redevelopment Law requires that the legislative body make certain findings prior to the expenditure of redevelopment tax increment revenues on any public facility or building. Pursuant to an earlier action of the City Council approving the plans, construction plans are out to bid for converting the Zapopan Community building to a sub-station for the Sheriff's Department. Recommendation: After closing the Public Hearing, adopt Resolution No. 2004- 52 pertaining to the expenditure of Commission tax increment revenues on the Rosemead Public Safety Center located at 3018 N. Charlotte Avenue. CCAGENDA:12-14-04 Page 01 4 III. LEGISLATIVE < \ ~A. RESOLUTION NO. 2004-51- CLAIMS AND DEMANDS Recommendation: Adopt Resolution No. 2004-51, for payment of City expenditures. CONSENT CALENDAR - RECOMMENDATION: APPROVAL CC-A ORDINANCE 838 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING CHAPTER 9.08 OF THE ROSEMEAD MUNICIPAL CODE J Ordinance 838, regarding public urination and defecation, was introduced at the regular City Council meeting of November 23, 2004. \I Recommendation: Adopt Ordinance 838. T CC-B REQUEST FROM MEXICAN AMERICAN STUDENT ORGANIZATION The San Gabriel High School Mexican American Student Organization (M.A.S.O.) has requested the use of the Garvey Community Center on February p 19, 2005, for a Coronation Ball. They have requested the use of facility until I midnight. The designated closing time of the Community Center is 11:00 p.m. Recommendation: Authorize the San Gabriel High School Mexican American Student Organization to use the facility until midnight. CC-C REQUEST FOR ADDITIONAL STOP SIGNS AT THE INTERSECTION OF DOROTHY AVENUE AND KELBURN AVENUE The City received a request from a resident to install additional stop signs at the intersection of Dorothy and Kelburn Avenue due to a blind spot when vehicles park at the intersection. The existing stop controls at the intersection meet the basic levels of stop control. However, to improve visibility at the intersection, the installation of red curb on the west side of Kelburn Avenue north of Dorothy Avenue is recommended. Recommendation: Approve the Traffic Commission's recommendation to install red curb on the west side of Kelburn Avenue north of Dorothy Avenue. CC-D APPROVAL OF UNDERTAKING AGREEMENT FOR PARCEL MAP 60795 - 8828 RAMONA BOULEVARD The Undertaking. Agreement was executed to guarantee the installation of survey monuments subsequent to the recordation of the parcel map. A cash deposit in the amount of $7,000 has been submitted to the City. Recommendation: Approve the Undertaking Agreement for the installation of the monuments. CC-E ACCEPTANCE OF THE ANNUAL REPORT OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION FOR FISCAL YEAR 2003- 2004 Pursuant to California Redevelopment Law, the Rosemead Community Development Commission is required to submit an Annual Report of its activities each year to the City Council. The Annual Report for fiscal year 2003-04 has been prepared by staff and meets all of the requirements. Recommendation: Accept the Annual Report. Therefore, the following alternate action items are presented to the Council for ~lJ consideration: RESOLUTION NO. 2004- - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD RECONSIDERING AND RESCINDING ORDINANCE NO. 836 - - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, APPROVING A DEVELOPMENT AGREEMENT WITH WAL-MART REAL ESTATE BUSINESS TRUST FOR DEVELOPMENT OF PROPERTY LOCATEDAT THE SOUTHWEST CORNER OF WALNUT GROVE AVENUE AND RUSH STREET (DEVELOPMENT AGREEMENT 04-01) OR- 2.
