RESOLUTION NO. 2004-24 - CLAIMS AND DEMANDS Recommendation: Adopt Resolution No. 2004-24, for payment of City expenditures. B. CONSIDERATION OF ORDINANCES EXTENDING THE DATE BY ONE YEAR FOR EFFECTIVENESS AND RECEIPT OF TAX INCREMENT FOR PROJECT AREA NO. I AND PROJECT AREA NO. 2 Last year, to compensate Redevelopment Agencies for the ERAF payments they were forced to make, the legislature enacted SB 1045 which authorizes amendments to redevelopment plans to extend, by one year, the time limits on effectiveness and receipt of tax increment. These amendments may be enacted by CCAGBNDA:7-13-04 Page 9 1 ordinance without having to go through the formalities normally required for a plan amendment. Recommendation: That the Council introduce Ordinances No. 832 and No. 833 on first reading. B.1. ORDINANCE NO. 832 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING PART 6 OF THE REDEVELOPMENT PLAN FOR PROJECT AREA NUMBER I IN ACCORDANCE WITH SECTION 33333.6(e)(2)(C) OF THE COMMUNITY REDEVELOPMENT LAW B.2. ORDINANCE NO. 833 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING SECTIONS 530 AND 610 OF THE REDEVELOPMENT PLAN FOR PROJECT AREA NUMBER 2 IN ACCORDANCE WITH SECTION 33333.2(c) OF THE COMMUNITY REDEVELOPMENT LAW IV. CONSENT CALENDAR- RECODZMENDATION: APPROVAL CC-A RESOLUTION NO. 2004-25 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD APPROVING SUPPLEMENTAL AGREEMENT NO. 005-M TO ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5358 This resolution provides for the City Council's approval of an agreement between the City and State of California Department of Transportation to allow for reimbursement of Federal funds available for the reconstruction of Hellman Avenue Bridge over the Alhambra Wash. Recommendation: Approve Resolution No. 2004-25 and the supplemental agreement, and authorize the Mayor to sign the agreement. CC-B ACCEPTANCE OF WORK FOR CONCRETE REPAIRS AT VARIOUS LOCATIONS AND CHARLOTTE AVENUE TREE REPLACEMENT The project has been completed in conformance with the approved plans and specifications and is ready for acceptance. Recommendation: Accept the project, authorize recordation of the Notice of Completion by the City Clerk, and authorize release of the retention payment 35 days after the date of the Notice of Completion. CC-C EXTENSION OF AGREEMENT WITH WILLDAN FOR CDBG AND HOME PROGRAM SERVICES In compliance with HUD guidelines, the City issued a Request for Proposals for CDBG and HOME program services on May 25, 2004. The City received only one proposal by the deadline date of June 24`h. Consequently, the deadline for submission was extended to July 15"i. Staff is recommending that the City Council approve a one month extension to July 31, 2004. Recommendation: Approve a one (1) month extension to the City's agreement with Willdan for CDBG and HOME program services, and authorize the City Manager to execute the necessary agreements. CCAGENDA:7-13-04 Page #2 CC-D APPROVAL OF CONTRACTOR FOR LEAD TESTING AND RISK ASSESSMENT SERVICES On September 15, 2000, new federal regulations took effect to reduce the hazard of lead-based paint in the environment. These regulations affect programs offered by the City that are funded through HOME and CDBG programs. A Request for Proposals (RFP) was issued to qualified firms to conduct lead testing, risk assessment and clearance testing in accordance with federal requirements. Recommendation: Approve a contact with Barr & Clark to provide lead testing, risk assessment and lead clearance testing, and authorize the City Manager to execute the appropriate agreements. V.
