PLEDGE TO THE FLAG: MAYOR PRO TEM CLARK INVOCATION: REVEREND JONATHAN WU OF THE EVERGREEN n BAPTIST CHURCH ~ ✓~,v-Y ROLL CALL OF OFFICERS: COUNCILMEMBERS ALARCON, IMPERIAL, A' TAYLOR, MAYOR PRO TEM CLARK, MAYOR VASQUEZ APPROVAL OF MINUTES: DECEMBER 09, 2003 - REGULAR M OF INTEREST TO CITIZENS WISHING TO PARTICIPATE 1) Those wishing to speak on any Agenda Item, including public hearing, should have their Speaker Request Form submitted to the City Clerk no later than-the time immediately following Oral Communications. 2) Immediately after approval of the minutes and again at the end of the meeting, there is a period of time set aside for those persons wishing to address the Council on matters not listed on the Agenda entitled: ORAL COMMUNICATIONS FROM THE AUDIENCE (please complete the Speaker Request Form stating your preference to speak either at the beginning or at the end of the meeting). 3) Upon request, this agenda will be made available in appropriate alternative formats to persons with disabilities, as required by Section 202 of the Americans with Disabilities Act of 1990. CONSENT CALENDAR-RECOMMENDATION: APPROVAL CC-A RELEASE OF BOND - PARCEL MAP,26583 To guarantee construction of house sewer laterals, drive approaches and sidewalk C as part of the development of Parcel Map 26583, a Certificate of Deposit was issued to the City in the amount of $ 12,750. The completed improvements have been inspected and approved by the City Engineer. Recommendation: Accept the public improvements and release the Certificate of Deposit. CCAGENDAA-13-04 Page 111 CC-B AUTHORIZATION TO ATTEND 3"' ANNUAL PARTNERS FOR SMART GROWTH BUILDING SAFE, HEALTHY, AND LIVABLE COMMUNITIES -JANUARY 22-24, 2004, PORTLAND, OREGON The goal of the conference is to implement policies that will improve land-use decisions. Sessions will include Place-Based Crime Prevention, Market Approaches to Land, Developing Urban In-Fill Communities, and Creating Affordable Housing. Recommendation: Authorize the attendance of any Councilmember and staff as assigned by the City Manager. CC-C AUTHORIZATION TO ATTEND 2004 NATIONAL LEAGUE OF CITIES ANNUAL CONGRESSIONAL CITY CONFERENCE, MARCH 5-9,2004, WASHINGTON, D.C. Sessions will revolve around the key issues of the Federal Budget, Transportation, the Economy, Hometown Safety and Security, Affordable Housing, Education and Intergovernmental Partnership. Recommendation: Authorize the attendance of any Councilmember, City Attorney, City Manager and staff as assigned by the City Manager. LCC-D REQUEST FOR BLUE CURB IN FRONT OF ENCINITA SCHOOL A resident has requested the installation of blue curb on Encinita Avenue to aid handicapped motorists who are dropping off or picking up children. The City has a policy of not installing blue curbs on public streets. Recommendation: Approve the recommendation of the Traffic Commission for the denial of the request for installation of blue curb at Encinita School, and that the Traffic Engineer work with the School District officials to determine if there are other options available. CC-E REQUEST FOR TRAFFIC CONTROLS FOR THE ALLEY WEST OF WALNUT GROVE AVENUE BETWEEN FERN AVENUE AND KLINGERMAN AVENUE A resident has requested traffic controls, such as speed bumps for the alley west of Walnut Grove Avenue, between Klingerman and Fern Avenues to curtail speeding and the use of the alley as a short cut. City policy has been not to install such devices. Recommendation: Approve the Traffic Commission's recommendation to deny traffic controls for the alley west of Walnut Grove Avenue between Fern and Klingerman Avenues, approve the installation of two 15mph signs, and to I, continue selective enforcement. CC-F REQUEST FOR RED CURB AT THE INTERSECTION OF VALLEY BOULEVARD AND GERNERT STREET A request has been received for the installation of red curb at the intersection of Valley Boulevard and Gernert Street, as vehicles have been parking adjacent to the intersection making it difficult to turn into and out of Gernert Street. Recommendation: Approve the Traffic Commission's recommendation to install 16 feet of red curb on Valley Boulevard. V. MATTERS FOR DISCUSSION AND ACTION CCAGENDA:1-13-04 Page H2 VI.
