S RESOLUTION NO. 2004-02 - SUPPORTING ASSEMBLY CONCURRENT RESOLUTION 142 TO DESIGNATE A MEMORIAL STATE HIGI-IWAY INTERCHANGE IN HONOR OF LOS ANGELES COUNTY DEPUTY SHERIFF DAVID W. MARCH ccACENnA:1-27-04 Page 01 Assemblyman Edward Chavez has introduced Assembly Concurrent Resolution 142 to designate the 605 and 210 interchange as the Los Angeles County Deputy Sheriff David W. March Memorial Interchange in honor of this Temple Station deputy who was killed in the line of duty. 4-f Recommendation: Adopt Resolution No. 2004-2. CC 110 RESOLUTION NO. 2004-03 - APPROVING A TAX SHARING AGREEMENT WITH THE CITY OF BALDWIN PARK AND AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT (LAIDLAW'S HARLEY DAVIDSON) State statute requires a sales tax sharing agreement be offered when a community provides financial assistance to an "automobile dealership" that is being relocated from another community within the same market area. Baldwin Park provided financial assistance to Laidlaw's Harley Davidson (formerly located in Rosemead) and is now offering Rosemead a sales tax sharing agreement. Recommendation: Adopt Resolution No. 2004-03 and approve the Agreement. 1 CONSENT CALENDAR- RECOA1IYIENDATION: APPROVAL IV C-A APPROVAL OF 2004-05 BUDGET CALENDAR ~~DThe Budget Calendar established dates for the budget development and adoption process. Recommendation: Approve the 2004-05 Budget.Calendar. CC-B AUTHORIZATION TO ATTEND 1sT ANNUAL INTERNATIONAL CONFERENCE ON ASIAN ORGANIZED CRIME AND TERRORISM - APRIL 11-16, 2004, HONOLULU, HAWAII Some of the workshops tentatively scheduled are Alien Smuggling, Arson and Explosives, Counter Terrorism, Gangs/Organized Crime, Graffiti and Narcotics Trends. Council and staff have attended this conference in the past. Recommendation: Authorize attendance of Councilman Imperial, Deputy Zarate, Deputy Valenzuela and Code Enforcement Officer Mrakich. AUTHORIZATION TO PLACE ADVERTISEMENT IN PROGRAM FOR THE LINCOLN TRAINING CENTER'S 20Tr1 ANNUAL AFFAIR OF THE HEART AWARD'S DINNER, MARCH 20, 2004 A Request has been received from Lincoln Training Center to contribute to their Annual Adair of the Heart Dinner. Recommendation: Authorize staff to place a half-page ad in the program at a cost not to exceed $275.00. CC-D AUTHORIZATION TO ATTEND LEAGUE OF CALIFORNIA CITIES ANNUAL 2004 PLANNERS INSTITUTE - MARCH 31 TO APRIL 2, 2004, MONTEREY. CALIFORNIA This year's program matrix will include such sessions as Regional Planning, ADA Site Planning, Economic Development Sessions, Local Solutions to Affordable Housing Challenges and NIMBY Issues.
