CC - Item 4C - Request for No Right Turn on Reb Restrictions for Southbound San Gabriel at Walnut Grove AveTO: HONORABLE MAYOR AND MEMBERS ROSEM D CITY COUNCIL FROM: BILL CRE, CITY MANAGER DATE: APRIL 20, 2004 RE: Request for "No Right Turn on Red" Restrictions for Southbound San Gabriel Boulevard at Walnut Grove Avenue The City received a request from the Sheriff's Department for the installation of "No Right Turn on Red" signs at southbound San Gabriel Boulevard at Walnut Grove Avenue, as it has been observed that vehicles often execute a right turn into the gas station at the intersection when vehicles on Walnut Grove Avenue are entering the intersection. The gas station driveway is within the intersection directly opposite where Walnut Grove Avenue tees into San Gabriel Boulevard, about 50 feet south of the north crosswalk. This puts the driveway within the intersection. During the southbound San Gabriel Boulevard red light phase, the southbound Walnut Grove phase is green. During the Walnut Grove green phase, both southbound lanes are allowed to turn left. During this phase, if southbound San Gabriel Boulevard vehicles are allowed to make right turns into the gas station on red, a conflict occurs with left-turning vehicles from Walnut Grove Avenue. Therefore, staff recommended and the Traffic Commission concurred, that "No Right Turn on Red" signs be installed for southbound San Gabriel Boulevard at Walnut Grove Avenue. RECOMMENDATION It is recommended that the City Council approve the Traffic Commission's recommendation to install "No Right Turn on Red" sings for southbound San Gabriel Rniilavarri at Walnut Grove Avenue. Attachment F C0UNC!L ~GcN11,DDA% APR 2 7 2004 ITCP~7rpo. ec Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: March 23, 2004 RE: Request for "No Right Turn on Red" Restrictions for Southbound San Gabriel Boulevard at Walnut Grove Avenue REQUEST City staff received a request from the Sheriff's Department for the installation of "No Right Turn on Red" signs for southbound San Gabriel Boulevard at Walnut Grove Avenue. This would be for southbound vehicles wanting to turn right into the driveway of the gas station at the intersection of San Gabriel Boulevard and Walnut Grove Avenue. The Sheriff's Department has indicated that vehicles often execute this turn when vehicles on Walnut Grove Avenue are entering the intersection. CONDITIONS An exhibit of the conditions of the intersection of San Gabriel Boulevard and Walnut Grove Avenue will be available at the Traffic Commission meeting. DISCUSSION Field observations of the intersection of San Gabriel Boulevard and Walnut Grove Avenue indicated the driveway to, the gas station is directly opposite Walnut Grove Avenue. The driveway is approximately 50 feet beyond the crosswalk on the north leg of the intersection. The location of the gas station driveway is within the intersection of San Gabriel Boulevard and Walnut Grove Avenue. Southbound vehicles should not be allowed to turn into this driveway during the southbound red phase of the signal cycle. During the southbound red phase, the southbound Walnut Grove Avenue phase is green. Allowing these two movements at the same time is a conflict. RECOMMENDATION It is recommended that "No Right Turn on Red" signs be installed for southbound San Gabriel Boulevard at Walnut Grove Avenue. Exhibit A depicts this recommendation. RECOMMENDATION: It was recommended that "No Right Turn on Red" sign be installed for southbound San Gabriel Boulevard at Walnut Grove Avenue.
