RE: EXTENSION OF AGREEMENT WITH WILLDAN FOR CDBG AND
HOME PROGRAM SERVICES
In compliance with Department of Housing and Urban Development (HUD)
guidelines, the City of Rosemead issued a Request for Proposals (RFP) for
Community Development Block Grant (CDBG) and HOME program services on
May 25, 2004. The deadline for applications was originally June 24, 2004. The
City received only one (1) proposal to the RFP. Consequently, the deadline for
submission was extended to July 15, 2004.
Staff is recommending that the City Council approve a one month extension, to
July 31, 2004, in order to allow the City to receive any additional proposals. This
contract extension with Willdan will allow the City to continue providing program
services to the public while it receives and reviews proposals to bring back to the
City Council for approval. Willdan is providing program services in residential
rehabilitation, commercial rehabilitation, down payment assistance through the
Mortgage Assistance Program, Code Enforcement - including Building
Rehabilitation and the Zapopan Target Area, as well as ongoing administrative
activities and infrastructure improvements that use Community Development
Block Grant (CDBG) and HOME funds.

RECOMMENDATION
It is recommended that the City Council approve a one (1) month extension to
the City's agreement with Willdan for CDBG and HOME program services and
authorize the City Manager to execute the necessary agreements.
