ROSEMEAD CITY COUNCIL CITY COUNCI.1 JULY 13. 2004 The regular meeting of the Rosemead City Council was called to, order by Mayor Clark at 8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Mayor Pro Tern Imperial. The Invocation was delivered by Councilman Taylor. ROLL CALL OF OFFICERS: Present: Mayor Clark, Mayor Pro Tern Imperial, Councilmembers Alarcon, Taylor and Vasquez Absent: None APPROVAL OF MINUTES: None PRESENTATIONS: 1. ORAL COMMUNICATIONS FROM THE AUDIENCE Juan Nunez, 3702 Del Mar Avenue, Rosemead, asked who was responsible for maintenance on the property across the street. Don Wagner replied that the owners have a security guard and staff has been in touch with the owners regarding maintenance of the property. Celia Nishimura, 634 N. Delta Street, South San Gabriel, expressed concern over the amount of traffic that the proposed Wal-Mart development would generate. Peggy Baumann, 8305 Scenic Drive, South San Gabriel, said that the proposed Wal-Mart project would have a negative effect on air quality that would be harmful to residents. Paul Saito, 8361 East Sierra Bonita, South San Gabriel, described the earthquake faults in the local area and his safety concerns for visitors to the proposed Wal-Mart facility. Beverly Thomson, 8320 Scenic Drive, South San Gabriel, discussed the responsibilities of local government officials and her opposition to the proposed Wal- Mart project. CCMIN:7-13-04 Page # I Mary Weidner, 2633 Walnut Grove, Rosemead, said that traffic in the area of the proposed Wal-Mart site is already bad, and expressed her concern in regard to access by emergency vehicles. Martha Manriquez, 1444 North Mountain Vista, South San Gabriel, asked the Council members to remember their oath of office, and to acknowledge the comments of those citizens opposed to the proposed Wal-Mart project. John Kawakami, 8346 Elsmore Drive, South San Gabriel, discussed the traffic study in the Wal-Mart EIR and the use of traffic lights. Stephen Ing, 8444 Drayer Lane, South San Gabriel, said that the proposed Wal- Mart 24-hour operation would be disruptive to families living nearby. He also stated opposition to Wal-Mart because of their employment practices. Councilman Taylor asked Mr. Ing who told him the proposed Wal-Mart would be a 24-hour operation. Mr. Taylor stated that that is not true. H. PUBLIC HEARINGS - None In. LEGISLATIVE A. RESOLUTION NO. 2004-24 - CLAIMS AND DEMANDS The following Resolution was presented to the Council for adoption RESOLUTION NO. 2004-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $1,367,543.84 NUMBERED 454636 THROUGH 45799 MOTION BY MAYOR PROTEM IMPERIAL, SECONDED BY COUNCILMAN ALARCON that the Council adopt Resolution No. 2004-13. Vote resulted: Yes: Alarcon, Clark, Imperial, Taylor, Vasquez No: None Absent: None Abstain: None The Mayor declared said motion duly carried and so ordered. B. CONSIDERATION OF ORDINANCES EXTENDING THE DATE BY ONE YEAR FOR EFFECTIVENESS AND RECEIPT OF TAX INCREMENT FOR PROJECT AREA NO. I AND PROJECT AREA NO. 2 CCMIN:7.13-04 Page #2 B.I. ORINANCE NO. 832 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING PART 6 OF THE REDEVELOPMENT PLAN FOR PROJECT AREA NUMBER I IN ACCORDANCE WITH SECTION 33333.6(e)(2)(C) OF THE COMMUNITY REDEVELOPMENT LAW B.2. ORDINANCE NO. 833 -AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING SECTIONS 530 AND 610 OF THE REDEVELOPMENT PLAN FOR PROJECT AREA NUMBER 2 IN ACCORDANCE WITH SECTION 33333.2 OF THE COMMUNITY REDEVELOPMENT LAW MOTION BY COUNCILMAN TAYLOR, SECONDED BY MAYOR PRO TEM IMPERIAL that the Council introduce Ordinance 832 and Ordinance 833 on first reading. Vote resulted: Yes: Alarc6n, Clark, Imperial, Taylor, Vasquez No: None Absent: None Abstain: None The Mayor declared said motion duly carried and so ordered. IV. CONSENT CALENDAR CC-A RESOLUTION NO. 2004-25 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD APPROVING SUPPLEMENTAL AGREEMENT NO. 005-M TO ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 07-5358 CC-B ACCEPTANCE OF WORK FOR CONCRETE REPAIRS AT VARIOUS LOCATIONS AND CHARLOTTE AVENUE TREE REPLACEMENT CC-C EXTENSION OF AGREEMENT WITH WILLDAN FOR CDBG AND HOME PROGRAM SERVICES CC-D APPROVAL OF CONTRACTOR FOR LEAD TESTING AND RISK ASSESSMENT SERVICES MOTION BY COUNCILMAN TAYLOR, SECONDED BY MAYOR PRO TEM IMPERIAL that the Council approve the aforementioned items on the Consent Calendar. MATTERS FOR DISCUSSION AND ACTION Mayor Margaret Clark directed comments to the students in the audience explaining the current controversy regarding the taking of city and county revenues by the State.
