BURBANK, DIRECTOR OF PARKS AND RECREATION& DATE: AUGUST 18, 2004 RE: AUTHORIZATION TO APPLY FOR THE "PER CAPITA & ROBERTI-Z' BERG HARRIS GRANTS" FOR ROSEMEAD AND GARVEY POOLS AND APPROVE RESOLUTION 2004 - 33 AND 2004 - 34 There are two State Grants available to the City of Rosemead. The "Per Capita Grant" is in the amount of $ 243,000.00 and the Roberti Z' Berg Harris Block Grant is for $ 149,745.00. Together they total $ 392,745.00. Both Rosemead and Garvey Pool's buildings are very old and need to be refurbished. The proposal is to apply for both grants, which do not require matching funds and use them to thoroughly rehab both Rosemead and Garvey Pool Bath Houses. RECOMMENDATION: It is recommended that the City Council authorize staff to apply for the "Per Capita" and Roberti-Z' Berg Harris Grants, that the funds be used to upgrade and improve the buildings at Rosemead and Garvey Pools and approve Resolutions 2004 - 33 and 2004 - 34. AGENDA AUG 2 4 2004 ITEM No. ~ZZ deA- 07-n-b9s/sb RESOLUTION 2002 RESOURCES BOND ACT ROBERTI-Z'BERG-HARRIS BLOCK GRANT PROGRAM Resolution No: 2004 - 33 RESOLUTION OF THE ROSEMEAD CITY COUNCIL APPROVING THE APPLICANT TO APPLY FOR GRANT FUNDS FOR THE ROBERTI-Z'BERG-HARRIS BLOCK GRANT PROGRAM UNDER THE CALIFORNIA CLEAN.WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002 WHEREAS, the people of the State of California have enacted the CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS AND COASTAL PROTECTION ACT OF 2002 which provides funds for the Roberti-Z' Berg-Harris Block Grant Program for grants to eligible Applicants, and . . WHEREAS; the California Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures, and WHEREAS, said procedures established by the California Department of. Parks and Recreation require the Applicant's Governing Body to certify by resolution the approval of the Applicant to apply for the Roberti-Z'Berg-Harris allocation; and WHEREAS, the Applicant will enter into a Contract with the State of California for the Project; NOW, THEREFORE, BE IT RESOLVED that the Rosemead City Council hereby; 1. Approves the filing of an Applicant for local assistance funds from the Roberti -Z'Berg-Harris Block Grant Program under the California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act of 2002; and 2. Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project(s); and . Propositions-Acts-Resolutions/sb 3. Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4. Certifies that the Project conforms to the recreation elements of any applicable City or County general plan; and 5. Appoints the Director of Parks & Recreation as agent to conduct all negotiations, execute and submit all documents including, but not limited to, Applications, agreements, payment requests and so on, which may be necessary for the completion of the Project.
