1.0 INTRODUCTION
These Responses to Comments and Errata have been prepared in accordance with the California
Environmental Quality Act (CEQA) as amended (Public Resources Code [PRC] Section 21000 et
seq.) and CEQA Guidelines (California Code of Regulations [CCR] Section 15000 et seq.). The
Responses to Comments and Errata incorporate, by reference, the Public Review IS/MND (State
Clearinghouse No. 2026081013) prepared by the City of Rosemead (City) for the 1515 Walnut
Grove Avenue Project (Project).
The Responses to Comments and Errata present Section 1.0 through Section 4.0:
•Section 1.0: Introduction and CEQA process.
•Section 2.0: A list of persons, organizations, and/or public agencies commenting on the
Draft IS/MND.
•Section 3.0: Written responses to each comment identified in Section 2.0.
•Section 4.0: Changes that were made to clarify, correct, or supplement information
provided in the Public Review IS/MND.
1.1 CEQA Process
The Notice of Intent (NOI) to adopt an IS/MND was posted on August 27, 2026, with the County
Clerk in Los Angeles. The Draft IS/MND was circulated for a 20-day public review until September
16, 2026. The Draft IS/MND was circulated to federal, State, and local agencies and interested
parties requesting a copy of the Draft IS/MND. Copies of the Draft IS/MND were made available
at the following locations:

1.2 Notice of Determination
Pursuant to CEQA Guidelines Section 15094, the City will file a Notice of Determination (NOD)
with the Office of Land Use & Climate Innovation and Los Angeles County Clerk within five
working days of Project approval.
2.0 COMMENT LETTERS
The City received one comment letter during the public review period. Each comment within the
comment letter that requires a response is also assigned a number. For example, the first
comment within the comment letter received from Los Angeles County Sanitation District is
therefore labeled Comment 1-1 and the responses to each comment are correspondingly

numbered, (i.e., Response 1-1). A copy of the comment letter is below. Responses to such
comments are provided in Section 3.0.

This comment serves as an introduction to the comment letter. As this comment does not
concern any further information addressed or contained in the Public Review IS/MND, no further
response is required.
Response to Comment 1-2
This comment states that more information will be provided to the Project Applicant when
Project plans and specifications are submitted for review. The comment is noted, and plans will
be submitted for review and comment. As this comment does not further affect the analysis and
conclusions provided in the Public Review IS/MND, no further response is required.
Response to Comment 1-3
This comment states that approval to construct improvements within the Districts’ sewer
easement and/or over or near a Districts’ sewer will be required before construction may begin.
This comment is noted. As this comment does not further affect the analysis and conclusions
provided in the Public Review IS/MND, no further response is required.
Response to Comment 1-4
The comment states that the Whittier Narrows Water Reclamation Plant has a capacity of 15
million gallons per day (mgd) and currently processes an average recycled flow of 9.1 mgd. Page
128 of the Public Review IS/MND utilized information from the A.K. Warren Water Resource
Facility. This revision has been noted in Section 4.0: Errata below.
Response to Comment 1-5
This comment states that the District charges a connection fee before the Project is permitted to
discharge to the Districts’ Sewage System. As this comment does not further affect the analysis
and conclusions provided in the Public Review IS/MND, no further response is required.
Response to Comment 1-6
The comment notes that expansions of the Districts’ facilities must be sized and service phased
in a manner that will be consistent with the Southern California Association of Governments

(SCAG) regional growth forecast for the counties of Los Angeles, Orange, San Bernardino,
Riverside, Ventura, and Imperial. As described on page 31 of the Public Review IS/MND, growth
forecasts prepared by SCAG and contained in the 2020-2045 Regional Transportation
Plan/Sustainable Communities Strategy (RTP/SCS) indicate that the population within the City
would increase from 55,000 persons in 2016 to 60,300 persons in 2050, an increase of 5,300
persons. Based on an average household size of 3.8, the Project would develop 191 dwelling units
and would result in population growth of approximately 726 persons. The Project would
represent approximately 13.7 percent of the anticipated population increase for the City by 2045.
The household and population growth attributed to the Project would be consistent with the
Housing Element. Therefore, the Project would be consistent with the City’s General Plan and the
growth attributed to the Project would be accounted for in future SCAG growth projections.
Additionally, the development of residential uses in proximity to transit services and employment
opportunities would reduce the associated vehicle miles traveled (VMT) and vehicle emissions in
comparison to a project located in a non-urban environment. As such, the Project would be
generally consistent with the emissions forecasts in the Air Quality Management Plans (AQMPs)
and AQMP control measures.

This comment serves as a conclusion to the comment letter and provides contact information
should any questions arise. As this comment does not concern any information addressed or
contained in the Public Review IS/MND, no further response is required.
4.0 ERRATA
This Errata also includes changes that were made to clarify, correct, or supplement information
provided in the Public Review IS/MND. These changes and additions were made to respond to
comments received during the public review period. The changes provided do not add significant
new information or require substantial revisions that would require recirculation of the IS/MND.
Changes to the IS/MND are indicated below under the respective IS/MND section heading, page
number, and paragraph. Paragraph reference is to the first full paragraph on the page. Deletions
are shown with strikethrough and additions are shown with double underline.
1. Page 128, the second paragraph is revised as follows:
Wastewater from the Project Site would be treated at the A.K. Warren Water Resource Facility
(Warren Facility) in the City of Carson Whittier Narrows Water Reclamation Plant in the City of
South El Monte. The Warren Facility Whittier Narrows Water Reclamation Plant, owned and
operated by LACSD, currently provides primary and secondary treatment for a design capacity of
400 million gallons of wastewater per day (mgd), and an average flow of approximately 246 mgd
has a capacity of 15 million gallons per day (mgd) and currently processes an average recycled
flow of 9.1 mgd.79

2. Page 129, the first paragraph under Table 4.19-2 is revised as follows:
As shown in Table 4.19 2, the Project’s projected wastewater generation is approximately 29,796
gpd, which is less wastewater generation than the estimated wastewater generation from the
existing office building when occupied. Furthermore, the Project’s estimated wastewater
generation of 29,796 gpd or 0.030 mgd comprises less than 0.012 0.33 percent of the wastewater
that is processed daily at the Warren Facility Whittier Narrows Water Reclamation Plant.
