REQUEST
Commissioner Quintanilla requested staff review the need for school warning signs
on Marshall Street and Vane Street. Commissioner Quintanilla indicated there
should be signs identifying the back entrance for Savannah School.
CONDITIONS
Marshall Street is a 36-toot wide east/west residential roadway. Marshall Street
ends approximately 150 feet west of Vane Avenue. There is a back access to
Savannah School in this cul-de-sac of Marshall Street. Marshall Street is STOP
controlled at its intersection with Ellis Lane. The prima facie speed limit on
Marshall Street is 25 mph.
Vane Avenue is also a 36-foot wide residential roadway. Vane Avenue is STOP
controlled at its intersection with Marshall Street and Olney Street (to the south).
The intersection of Vane Avenue and Marshall Street is a T-intersection. The
prima facie speed limit is 25 mph on Vane Avenue.
Recently, additional traffic controls approved by the City Council have been
installed. This included removing inappropriate end warning signs and installing
a double yellow centerline striping on Marshall Street and Vane Avenue.
Figure 1 depicts conditions at the intersection of Marshall Street and Vane Avenue.
DISCUSSION
Field review of Marshall Street and Vane Avenue identified there are no school
warning signs. Since there is a back entrance to Savannah School, the installation
of school warning signs would be appropriate. The "Advanced School symbol"
sign (W63)'is the appropriate sign for this application.

RECOMMENDATION
The installation of "Advanced School symbol" signs on Marshall Street and on
Vane Avenue is recommended. This recommendation is shown on Figure 1.

JUNE 4, 1998
A regular meeting of the Rosemead Traffic Commission was called to order
by Chairman Tirre at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

1. APPROVAL OF MINUTES
It was moved by Commissioner Quintanilla, seconded by Commissioner
Knapp and carried unanimously to approve the minutes for May 7,
1998.

III. OLD BUSINESS
A. REQUEST FOR RED CURB IN FRONT OF 8706 E.
GARVEY AVENUE - YING LAN AUTO BODY CENTER -
FOLLOW UP
Deputy Traffic Engineer Itagaki stated that the Traffic Commission
tabled this item during the May Commission Meeting. The
Commission requested staff review the location with respect to the alley
behind the Auto Body Center and Dai Pong.
Staff field reviewed the Auto Body Center, Dai Pong and the alley
located behind these businesses. The alley ends approximately 100 feet
east of Bartlett Avenue. Directly behind the Auto Body Center and Dai
Pong are existing residential homes. Therefore, there is no direct access

to the alley for either business.
The Traffic Commission also suggested the installation of signs instead
of red curb. The appropriate sign, should the Commission choose,
would be the installation of "No Stopping Any Time" signs. Relocation
of some existing signs would also be necessary.
RECOMMENDATION:
The installation of red curb in front of 8706 E. Garvey Avenue is
recommended.
It was moved by Commissioner Knapp, seconded by Commissioner
Quintanilla, and carried unanimously to approve the Traffic Engineer's
recommendation.
IV. NEW BUSINESS
A. SOUTHBOUND RIGHT-TURN ONLY LANE ON
ROSEMEAD BOULEVARD AT BENTEL AVENUE
Deputy Traffic Engineer Itagaki stated that a letter was received from
Ms. Judith M. Seki of Sunny Seki Photography located at 8907 Valley
Boulevard. Ms. Seki is concerned with the existing southbound right
turn only lane on Rosemead Boulevard at Bentel Avenue. Ms. Seki
indicates the lane is very short and the signing for this traffic control is
confusing.
In a response letter Mayor Bruesch indicated that Rosemead Boulevard
is under the jurisdiction of Caltrans. However, Mayor Bruesch has
requested staff review the situation and provide an opportunity for Ms.
Seki to present concerns.
The installation, by Caltrans, of the right-turn only lane was in response
to an accident pattern developing at the intersection. It appeared that the
southbound number 1 and 2 lanes would stop for the signal at Valley
Boulevard and provide a gap for northbound left-turning vehicles to turn
onto Bentel Avenue. However, the number 2 lane was wide and
allowed vehicles to turn onto Bentel Avenue. However, the number 2
lane was wide and allowed vehicles to travel along the curb line through
to Valley Boulevard. This resulted in accidents with left turning
vehicles and the southbound vehicles traveling along the curb line. To
minimize this accident potential, the right turn lane was installed.
Based on field review of the location, staff will suggest to Caltrans the
northerly extension of the right-turn only lane. A longer right-turn only
lane may provide additional opportunity for vehicles "caught" in the lane

to exit before they are forced on to Bentel Avenue. The extended lane
will require the removal of some two hour parking on the west side of
Rosemead Boulevard adjacent to the Adult School. However, demand
for parking on this side of Rosemead Boulevard appears to be minimal.
This was an informational item no formal recommendation was needed.
Staff will convey the Traffic Commission's concerns regarding this issue
in our letter to Caltrans.

Ms. Seki stated that the reason for her letter was that some of their
customers received tickets and were unhappy.
V. STAFF REPORTS
Administrative Aide Wilkinson stated that the Planning Commission
approved a project at the Palm Motel that will demolish the Motel
thereby eliminating the transients in that area.
Administrative Aide Wilkinson responded to the concerns of the
Commission regarding shopping carts. She stated that the carts are
tagged and left for 36 hours, it is the responsibility of the grocery stores
to pick them up. If they are not picked up within the 36 hours, the City
will pick them up and have them brought to City Hall.
VI. COMMISSIONER REPORTS
Commissioner Knapp invited everyone to attend the 4th of July Parade
on Saturday, July 4, 1998.
Commissioner Quintanilla asked staff to look into installing a school
warning sign on Marshall Street and Vane Avenue.
Chairman Tirre stated that on 8818 Ramona Avenue there is a speed
limit sign that is covered with stickers and can't be read.
VII. ADJOURNMENT
There being no further business to come before the Commission, the
meeting was adjourned.
The next Traffic Commission meeting is scheduled for July 2, 1998.
