Valley Blvd., Rosemead, CA 91770 ROSEMEAD TRAFFIC COMMISSION APRIL 2, 1998 A regular meeting of the Rosemead Traffic Commission was called to order by Chairman Tirre, at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead. APPROVAL OF MINUTES It was moved by Commissioner Baffo, seconded by Commissioner Knapp, and carried unanimously to approve the minutes for March 5, 1998. II. ORAL COMMUNICATIONS FROM THE AUDIENCE - NONE III. OLD BUSINESS IV. NEW BUSINESS A. REQUEST FOR RED CURB IN THE VICINITY OF STEVENS AVENUE AND HELLMAN AVENUE Deputy Traffic Engineer Itagaki stated that a letter/petition from the residents of the 3200 and 3300 block of Stevens Avenue. The residents are requesting the installation of red curb in the vicinity of the intersection of Stevens Avenue and Hellman Avenue. They state they are having difficulty turning into and out of Stevens Avenue with the on-street parking allowed at the intersection. The letter/petition also included pictures of the intersection. i Stevens Avenue is a 32 foot wide north/south roadway which intersects Hellman Avenue to form a "T" intersection. Parking is allowed on both sides of Stevens Avenue except during street sweeping periods. There are no traffic stripes painted on the roadway. The prima facie speed limit on Stevens Avenue is 25 mph. Hellman Avenue is a 40 foot wide east/west roadway with fronting residential properties on both sides of the street. Parking is allowed on both sides of the roadway. A double yellow stripe separates opposing lanes of traffic. The posted speed limit on Hellman Avenue is 30 mph. The reported accident history at the intersection of Hellman Avenue and Stevens Avenue was reviewed for the period from January 1, 1995 through February 28, 1998. The review indicated one reported accident in the vicinity of the intersection. The accident occurred on Thursday, June 22, 1995, 10:20 a.m. The accident involved a westbound vehicle proceeding straight broadsided and eastbound vehicle making a U-Turn. The primary collision factor was "unsafe speed". Field review of the intersection did identify vehicles parked in the vicinity. It appeared that the majority of the vehicles were parked for long periods of time. Parking did occur up to the curb returns of both Hellman Avenue and Stevens Avenue. The density of the parking on Stevens Avenue lessened as you traveled south from Hellman Avenue. The favorable accident history indicates vehicles are accessing/traveling the intersection in a prudent manner. If there were accidents involving parked vehicles, a correlation between the volume and location of parked vehicles might be made. Currently, Ingleside Hospital is responsible for cleaning the gutters on the east side of Stevens Avenue from Hellman Avenue to their south property line. This was approved at the request of the Hospital by City staff to accommodate the parking needs of the facility. The installation of red curb at the intersection will improve ingress and egress at Stevens Avenue and Hellman Avenue. However, staff did identify red curb existing on the south side of Hellman Avenue both east and west of Stevens Avenue. No additional red curb, therefore, is recommended on Hellman Avenue. RECOMMENDATION: The installation of 50 feet of red curb on the east and west sides of Stevens Avenue at Hellman Avenue is recommended. 2 Speaking before the Commission was: Evelyn Jung 3300 North Stevens Rosemead, California 91770 Mrs. Jung inquired as to the width of the street from Ingleside Hospital to Hellman Avenue. Deputy Traffic Engineer Itagaki stated that it starts at 32' feet and widens to 36' feet. Speaking before the Commission was: Warren Jung 3300 North Stevens Rosemead, California 91770 Mr. Jung stated that the problem usually occurs during the day between 7:00 a.m. - 5:00 p.m. He agrees with the red curb and feels that a time limit would help. Chairman Tirre inquired as to how many homes would be affected by this recommendation. Deputy Traffic Engineer Itagaki stated that only 1 house would be affected. It was moved by Commissioner Baffo, seconded by Commissioner Ruiz, and carried unanimously to approve the Traffic Engineer's recommendation. At this time, Chairman Tirre introduced Jessica Wilkinson to the Commission and the audience. B. SOUTHBOUND DEL MAR AVENUE CURB LANE AT GARVEY AVENUE Deputy Traffic Engineer Itagaki stated that Vice-Chairperson Knapp requested staff to investigate the possibility of installing a southbound right turn only lane on Del Mar Avenue at Garvey Avenue. Vice- Chairperson Knapp indicated the lane appears wide enough to accommodate this movement. This is based on experience with vehicles passing on the right of vehicles waiting at the signal. 3 Field review of the location identified the southbound curb lane as being 15 feet wide. There is also a "Through Traffic Merge Left" sign approximately 200 feet north of the intersection. This sign notifies motorists that the curb lane will merge with the adjacent through lane. The curb lane merges south of the intersection. Although the existing curb lane can be wide enough for some vehicles to pass on the right, the 15 foot width is not adequate to stripe a separate right turn lane. Generally, the minimum curb lane width, without parking, is 13 feet. This width will generally accommodate vehicle travel on the street (11 feet) with an "extra" width of 2 feet in the gutter area. Therefore, a separate southbound right turn only lane on Del Mar Avenue at Garvey Avenue is not recommended at this time. No motion was needed for this item. V. STAFF REPORTS Administrative Aide Wilkinson stated that Commissioner Quintanilla, Commissioner Baffo and herself would be attending the Commissioner's Workshop this weekend. VI. COMMISSIONER REPORTS Commissioner Knapp stated that she has received several complaints regarding the green light at Marshall. Only one or two cars can go east or west. Deputy Traffic Engineer Itagaki stated that she would write a letter to Cal-Trans, informing them of this problem. Commissioner Knapp stated that there is a shopping cart that traveled onto Delta and Earle Street that needs to be picked up. Commissioner Knapp invited everyone to attend the Prayer Breakfast on Saturday, May 9, 1998, at the Rosemead Community Recreation Center at 8:00 a.m. Commissioner Quintanilla asked if we had a time frame for the Valley Boulevard Project. Assistant City Manager Wagner stated that it is scheduled for July, 1998. 4 Commissioner Ruiz stated that the Von's trucks have stopped using their J-Brakes. Commissioner Baffo apologized to the Commission for arriving late to the Traffic Commission Meeting. VII. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:25 p.m. There were 10 people in the audience. The next Traffic Commission meeting is scheduled for May 7, 1998. s TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSION •Q FROM: JOANNE ITAGAKI, DEPUTY TRAFFIC ENGINEER DATE: APRIL 27. 1998 1 RE: REQUEST FOR YELLOW FLASHING BEACONS ON SAN GABRIEL BOULEVARD AT FIRE STATION NO. 4 REQUEST Captain Mike Justiniano of Fire Station No. 4 has requested the installation of yellow flashing beacons for the access to the Station. Captain Justiniano indicates access from the Station is sometimes hampered by vehicles stopped in front of the Station. These vehicles appear to be stopped for the traffic signal on San Gabriel Boulevard at Garvey Avenue. DISCUSSION In January of this year, the Traffic Commission approved the installation of "KEEP CLEAR" markings in front of Station No. 4. The markings, however, have not been installed as of the date of this report. Staff is working with our striping contractor to complete this work as soon as possible. Since the "KEEP CLEAR" markings have not been installed, their effectiveness cannot be measured. As stated in the January report, the markings will generally help to maintain a clear access for the Station. RECOMMENDATION It is recommended staff contact Captain Justiniano 6 to 8 months after the "KEEP CLEAR" markings have been installed. If problems with access continue, staff will determine if additional traffic controls are necessary and bring the issue back to the Traffic Commission. GARVEY AVENUE - YING LAN AUTO BODY CENTER REQUEST Mr. Tony Tan of Ying Lan Auto Body Center is requesting the installation of red curb in front of his business. Mr. Tan indicates large delivery trucks park in front of the Auto Body Center making it difficult to access the driveway and see the Auto Body Center. These trucks are making deliveries to the business, Dai Pong, east of the Auto Body Center. He has tried to discuss this situation with Dai Pong representatives without success. CONDITIONS Ying Lan Auto Body Center is located on the south side of Garvey Avenue east of Bartlett Avenue. The Auto Body Center shares a driveway with Dai Pong. Figure 1 depicts the area in front of the Auto Body Center and Dai Pong. Figure 1 indicates approximately 75 feet of available curb exists in front of the Auto Body Center and Dai Pong. There are two parking restrictions posted "No Parking Tuesday - Friday, 2AM - 6AM" and "2 Hour Parking 7AM - 6PM" in this vicinity of Garvey Avenue. DATA The reported accident data was reviewed for the area on Garvey Avenue east of Bartlett Avenue. The reporting period reviewed was from January 1, 1994 through September 30, 1997. Four reported accidents were identified during this period. It appears that at least two of these accidents may be related to the shared driveway of the Auto Body Center and Dai Pong. DISCUSSION Field review of the location on several occasions did not identify large trucks parking in front of the Auto Body Center. However, deliveries to many businesses are often unscheduled and random. Staff did identify some vehicles parked in the vicinity and often adjacent to the driveway access. Mr. Tan has requested that red curb be installed in front of his business and provide parking for approximately one vehicle. Based on existing conditions including the location of a fire hydrant, parking for one vehicle can be accommodated. RECOMMENDATION The installation of red curb in front of 8706 E.
