ADJOURNMENT ROSEMEAD TRAFFIC COMMISSION JANUARY 8 1998 A regular meeting of the Rosemead Traffic Commission was called to order by Chairman Ruiz, at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead. ROLL CALL Present: Chairman Ruiz Commissioners: Tine, Knapp, Quintanilla, Baffo Absent: None Ex Officio: Assistant City Manager: Donald J. Wagner Deputy Traffic Engineer: Joanne Itagaki CALL TO ORDER The Pledge of Allegiance was led by Commissioner Tirre The Invocation was delivered by Commissioner Knapp 1. APPROVAL OF MINUTES - DECEMBER 4, 1997 It was moved by Commissioner Baffo, seconded by Commissioner Tirre to approve the minutes for December 4, 1997. Vote Results: YES: Chairman Ruiz Commissioners: NOES: None ABSENT: None Tirre, Quintanilla, Baffo ABSTAIN: Commissioner Knapp Commissioner Knapp abstained her vote, because she was not present at the December meeting. II. COMMISSION REORGANIZATION FOR 1998 Chairman Ruiz turned the meeting over to the Assistant City Manager Donald Wagner. The Assistant City Manager called for nominations for the seat of Chairman. Chairman Ruiz nominated Commissioner Tirre for the position of Chairman. There being no further nominations, Commissioner Tirre was named the new Chairman. Chairman Tirre thanked the Commission for appointing him the new Chairman. Chairman Tirre nominated Commissioner Knapp for the position of Vice-Chairperson. There being no further nominations, Commissioner Knapp was named the new Vice-Chairperson. III. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Glenn Clanton 3244 Leyburn Drive Rosemead, California 91770 It's a pleasure to address this august body of which I use to be an honorable member. I have something that has been bothering me since I was even on the Traffic Commission, it seems to being magnifying now, but we are getting smaller streets because of cars. We have some streets where we're getting so many cars on the street because there are five (5) families living in a house, a truck driver with a truck that even though it's legal, it's that we just allow it, and they hang over without reflective light sometime and they create a hazard. But the most important part, I'm going to be very short, I think we should watch and think about on these small streets allowing parking on one side of the street. I brought this up years ago, with all the cars being parked on that street today, the small streets specifically, we have wide streets, but specific streets, an example is Sullivan Street, near me. You put a car here, a car here and then you try to get down. Enough said, put it on the agenda, and think about it. Mr. Clanton requested the above information typed verbatim. Commissioner Knapp inquired if we periodically look at this type of situation. Deputy Traffic Engineer Itagaki stated that the City has standards as far as what they use for the width of the street, like a residential street, secondary street, etc. The minimum width on a residential street 36' feet wide, this is average size, allowing for approximately 20 feet of travel- way with cars parked on the street. Assistant City Manager Wagner stated that the City currently has some streets that only allow parking one side, such as Falling Leaf. TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSION FROM: JOANNE ITAGAKI, DEPUTY TRAFFIC ENGINEER DATE: JANUARY 26, 1998 RE: REQUEST FOR "RIGHTTURN ONLY" SIGN - PARADISE TRAILER PARK, 8069 GARVEY AVENUE REQUEST A request has been received from the manager of Paradise Trailer Park, 8069 Garvey Avenue. She is requesting the City install a "Right Turn Only" sign for vehicles exiting the trailer park driveway at Garvey Avenue. She indicates vehicles turn left, travel in the eastbound direction in the westbound travel lanes and access the eastbound travel lanes at the median opening at Pine Street. CONDITIONS Garvey Avenue is a 76-foot wide roadway with two lanes of travel in each direction separated by a raised median in the vicinity of Pine Street. The posted speed limit on Garvey Avenue is 35 mph. The driveway entrance to the Paradise Trailer Park, 8069 Garvey Avenue, is located on the north side of Garvey Avenue immediately west of Pine Street. There are no traffic signs or markings restricting the movement of vehicles exiting the driveway. Figure 1 depicts conditions on Garvey Avenue at Pine Street. DISCUSSION Field observation during the evening peak did not identify any vehicles exiting or entering the driveway of the Paradise Trailer Park. This was during a 15-minute period. However, the possibility of vehicles traveling in the eastbound direction of the westbound travel lanes is clearly visible, see Figure 1. Staff reviewed the 1990 plans for the Garvey Avenue construction project. These plans revealed a "No Left Turn" symbol sign posted for vehicles exiting the Paradise Trailer Park driveway. As indicated previously, no signs were present during the field review. Page 2 RECOMMENDATION Based on the 1990 plans of the Garvey Avenue construction project and field review of the location, the installation of a "No Left Turn" symbol sign (R17 sign) is recommended. This sign shall be installed in the median of Garvey Avenue directly in front of the driveway of the Paradise Trailer Park, 8069 Garvey Avenue. Figure 1 depicts this recommendation.
