A regular meeting of the Rosemead Traffic Commission was called to order by Chairperson
Knapp at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead.

1. APPROVAL OF MINUTES
It was moved by Commissioner Quintanilla, seconded by Commissioner Ruiz and carried
unanimously to approve the minutes for April 1, 1999.

IV. NEW BUSINESS
A. EDUCATIONAL FLYER FOR PEDESTRIANS -HELLMAN AVENUE
AND JACKSON AVENUE
Deputy Traffic Engineer Itagaki stated that the City Council approved the installation of a
traffic signal at the intersection of Hellman Avenue and Jackson Avenue. The Council
also approved the development of an educational flyer for distribution to residents and
students in the area. The object of the flyer is to discuss/explain pedestrian signal
indications ("Red Hand" & "Walking Person").
A copy of the City of Santa Ana's flyer was given to the Commission regarding pedestrian
signal indications. The flyer presents the discussion of pedestrian signal indications in the
story format.
Staff has identified different sections on the Santa Ana flyer by letter or number for easy
reference and discussion.
RECOMMENDATION:
It was recommended that the Traffic Commission review the attached flyers and make any
changes necessary to develop a DRAFT flyer. This flyer will then be brought back to the
Commission for final approval.
Commissioner Quintanilla asked if the flyer would be in black and white or in color.
Deputy Traffic Engineer Itagaki stated that the flyer is in black and white and that the
Speed Hump Flyer is in a beige color and it is folded in thirds.
Commissioner Ruiz asked if the font on the flyer could be a bit larger.
Commissioner Quintanilla stated that the artwork is kind of weak, and could be clearer to
make more of an impact.
Commissioner Ruiz brought up the idea of the schools having a contest by having the kids
do the drawings.
Commissioner Baffo inquired as to the cost for the flyer to be produced in color, he feels
the flyer would be more appealing to the eye for the kids to read.
Chairperson Knapp thought perhaps the Garvey School District may already have
something.
Commissioner Baffo stated that perhaps it could be advertised in the local paper.
Chairperson Knapp stated that the Chamber of Commerce could add it to the "Rosemead
Report".
Commissioner Herrera stated that she liked the 4 questions at the end.
V. STAFF REPORTS
A. STATUS OF TRAFFIC COMMISSION ITEMS FORWARDED TO CITY
COUNCIL FOR APPROVAL
Administrative Aide Wilkinson stated that at the April 27th meeting, the City Council
approved the request for additional traffic controls at Encinita Avenue.
Administrative Aide Wilkinson stated that she went out there the other day and everything
has been done.
Deputy Traffic Engineer Itagaki stated that the yellow curb was changed to a white curb
to be consistent with other schools.
Commissioner Herrera stated that it looks good.
Deputy Traffic Engineer Itagaki gave the Commission a copy of the letter that was sent to
Mr. Young, as to what we have done, and tried to explain to him why we can't provide
parking in front of his business.
VI.
Commissioner Herrera stated that on Marshall just east of Rosemead Boulevard on the
north side of the street, there is a Las Vegas 24-hour turn-around bus that parks there and
leaves a lot of trash. They leave from this location twice a week and is causing a problem
with the residents in the area.
Administrative Aide Wilkinson asked what hours it was leaving
Commissioner Herrera stated it is approximately 7:00 p.m.
Commissioner Ruiz thought it might be violating the width of a bus being parked on a
public street.
Commissioner Baffo apologized for not being present at the last Traffic Commission
Meeting.
Commissioner Ruiz introduced his daughter who was sitting in the audience. He also
stated that there is a lot of U-turns coming off the offramp of Temple City Boulevard, and
that people are making a left turn on Olney into Temple City Boulevard, going against
traffic, and was hoping that staff could look into the possibility of rumble strips.
Commissioner Ruiz also stated that there is parking in front of their lawns, and appears to
be a bad habit in the 3700 block of Temple City Boulevard.
Chairperson Knapp stated that Valley Boulevard sure looks nice, and appears to be wider
and brighter.
Chairperson Knapp also stated that on Walnut Grove and Valley Boulevard, the timing is
bad all the way around, the left turn signals are not cutting off when there are no more
cars.
Chairperson Knapp stated that in the "Rosemead Report" there will be an article in the
June issue regarding a friend of hers. She has a very interesting life and stories, and would
like to have everyone read it when it comes out.
Chairperson Knapp also informed everyone that Saturday is "National Postworker's Food
Drive", the canned goods collected in the area will go to "People for People", and will
benefit the various cities
Commissioner Ruiz stated that the timing at Muscatel and Valley if off, and stated that he
will not be attending the July 1 st meeting, he will be taking his daughter and some of her
friends to Cancun for their graduation.
Chairperson Knapp stated that she attended the services at the Christian Church and some
people telling were telling her that on the driveway there is a break (not a smooth
transition).
Commissioner Ruiz stated that they will be taking the crown off and smoothing it out, and
will be done for all driveways on Valley Boulevard.
Deputy Traffic Engineer Itagaki stated that the Council did approve the Signal Master
Plan Study. Staff will be looking at all signals that are maintained by the City of
Rosemead, including the hardware.
VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:36 p.m. The next regularly scheduled meeting is set for June 3, 1999.

BACKGROUND
In August 1998, the Traffic Commission approved the distribution of a "post card
survey" of businesses on Garvey Avenue between,San Gabriel Boulevard and
Del Mar Avenue. The survey was conducted in response to various concerns
from businesses and a specific request from three business owners on Garvey
Avenue requesting a 15-minute parking zone in front of their businesses. The
August report is attached.
After revising the survey based on the Traffic Commission's comments and
gathering the business and property owner information, the surveys were sent
out to seventy-two business owners and/or property owners. The city received
12 responses. These responses are summarized on the attached Table 1.
The responses indicated that 10 of the 12 respondents had on-site parking and f
of 12 had on-street parking. Only 4 of 12 indicated they would prefer a change
in the existing parking restrictions. These 4 requested 20-minute parking zones
and loading/unloading zones. Overall, the existing parking restrictions on
Garvey Avenue between San Gabriel Boulevard and Del Mar Avenue appear to
be acceptable to the majority of business/property owners.
As discussed in the August 1998 Commission report, the three specific business
owners requesting the 15-minute parking zone are an "island" surrounded by the
LA Auto Auction. They have no on-site parking and on-street parking is often
occupied. There are basically two options with regards to this request:
Retain the existing 2-hour parking restrictions.
This would-not alleviate the parking concerns and problems expressed
by the businesses. However, it would be consistent with the parking
restrictions throughout Garvey Avenue.

2. Install a 20-minute green zone including signs.
The 20-minute zone is more of a standard than a 15-minute zone.
This zone would accommodate the request of the businesses.
However, some parking of vehicles associated with the Garvey
Auto Auction would be affected. The Auto Auction does have a
significant amount of available on-street parking surrounding this
"island" area that would be able to accommodate any vehicles
displaced by the 20-minute zone.
The enforcement of the 20-minute zone is more time consuming
than a 2-hour parking restriction. This may be minimized if the 20-
minute zone is specified for only certain days when the parking for
the Auto Auction is heavy. Example: "20-minute parking Tuesdays
and Fridays" with "2-hour parking Except Sat. and Sun." If a
combination of parking restrictions is proposed, the green curb
would not be installed.
RECOMMENDATION
The situation of the three businesses surrounded by the Auto Auction is unique.
There are few options to assist the businesses in obtaining some on-street
parking. Therefore, staff recommends the installation of a 20-minute parking
zone on the days when parking is at its peak with the retention of the 2-hour
parking restrictions on the other days.

REQUEST
A letter has been received from three business owners on Garvey Avenue
regarding parking restrictions in front of their property. The businesses include
Discount Tobacco Inc. - 7953 Garvey Avenue, Highway Insurance - 7951 1/2
Garvey Avenue and C & I Auto Sales - 7951 Garvey Avenue. A copy of their
letter is attached.
The business owner's letter indicates their concern for vehicles parking in front of
their property especially during Auto Auction days. They are requesting 15
minute time limit parking restrictions in front of their properties.
DISCUSSION
The request of the three business owners is unique in that they are an "island"
surrounded by the Auto Auction. These businesses are on the north side of
Garvey Avenue west of the Auto Auction entrance. There is no on-site parking
for these businesses, only on-street parking. As can be expected, parking in
front of these businesses during Auto Auction days is at a premium.
The parking in the vicinity of the Auto Auction has been a concern/compliant from
business and property owners periodically throughout the years. Any proposed
changes or revisions to the parking restrictions will affect all properties along
Garvey Avenue. Therefore, staff is recommending a "post card survey" be taken
of all business and property owners fronting Garvey Avenue between San
Gabriel Boulevard and Del Mar Avenue. ,

Dear Sir,
We are writing you this letter to discuss about street parking matter. Our businesses are
located at the above address and our customers parking are totally dependent on the street
parking. However, next to our stores is the L. A- Dealer Action_
Every Tuesday and Friday, the L.A. Dealer Action has actions going on. There are too
many cars park on the street, which left no more parking place for our customers. Those
meet parking are mark at two (2) hours parking. Every Tuesday and Friday, that effects
our business a lot. Even on Monday, a day before the action, dealers and/or customers
come to preview the action cars; the street is also full of cars.
We are asking the city do something about it so we can have some parking space for our
customers, perhaps draw a 15 minutes street parking in front of our stores for at least 3
parking spaces.

Commissioner Knapp asked if questions I & 2 could be re-worded, as to how many stalls
are in your lot and how many cars are parked.
It was moved by Commissioner Ruiz, seconded by Commissioner Baffo and carried
unanimously to approve the Traffic Engineer's recommendation, with the re-wording of
questions 1 & 2.
