The Council also approved the development of an educational flyer for distribution to residents and students in the area. The object of the flyer is to discuss/explain pedestrian signal indications ('Red Hand" & "Walking Person"). Attached is a flyer developed for the City of Santa Ana regarding pedestrian signal indications. This flyer presents the discussion of pedestrian signal indications in a story format. We can use this format or develop another flyer similar to our "Speeding and Speed Humps" flyer (also attached). Staff has identified different sections on the Santa Ana flyer by letter or number for easy reference and discussion. RECOMMENDATION It is recommended the Traffic Commission review the attached flyers and make any changes necessary to develop a DRAFT flyer. This flyer will then be brought back to the Commission for final approval. ROLL CALL Present: Chairperson Knapp Commissioners: Ruiz, Quintanilla & Herrera Absent: Commissioner Baffo Ex Officio: Administrative Aide: Jessica Wilkinson Deputy Traffic Engineer: Joanne Itagaki CALL TO ORDER The Pledge of Allegiance was led by Commissioner Quintanilla The Invocation was led by Commissioner Ruiz 1. APPROVAL OF MINUTES It was moved by Commissioner Ruiz, seconded by Commissioner Quintanilla and carried unanimously to approve the minutes for March 4, 1999. II. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Paul Young (Interpreter - Melissa Woo) 3351 Del Mar Avenue Rosemead, California 91770 Ms. Woo stated that Mr. Young is the owner of the Bridal Studio/Photo Shop. Recently there was red curbing installed in front of his business, leaving his customers no where to park. The request came about a year ago, but Mr. Young was never informed. Mr. Young requested a 20 minute loading and unloading zone. Deputy Traffic Engineer Itagaki stated that in July, 1998, all business owners in that area were notified of the red curb installation. At that time, the letter stated that parking would be permitted the east side of Del Mar and removed along the west side. It appears that Mr. Young was not a property owner at that time. The City does allow for cars to park in lane less that 18 feet wide. Commissioner Ruiz stated that he would like to have staff write a letter to Mr. Young informing why we cannot paint the curb green. Ms. Woo asked why for 15 years there was green curb and now it's been removed. Deputy Traffic Engineer Itagaki stated that there has been a change in striping, because of the left turn pocket. There had to be a re-alignment of striping to accommodate the northbound left turn pocket. Chairperson Knapp stated that unfortunately it is out of their hands and are regulated by the State Law. III. OLD BUSINESS - NONE IV. NEW BUSINESS A. REQUEST FOR ADDITIONAL TRAFFIC CONTROLS ON ENCINITA AVENUE Deputy Traffic Engineer Itagaki stated that she received a letter from Ms. Ann M. Bowers, Principal of Encinita School. Ms. Bowers is requesting STOP signs at the intersection of Encinita Avenue and Pitkin Street, speed bumps on Encinita Avenue, repainting of the crosswalks at Encinita Avenue/Pitkin Street and the installation of yellow curb, with appropriate signs, in front of Encinita School. Staff has also received complaints regarding southbound right turning vehicles on Encinita Avenue at Mission Drive disregarding the pedestrians in the crosswalk. There has also been a concern expressed by the Traffic Commission regarding a large vehicle parking on the west side of Encinita Avenue blocking access to the southbound right turn lane at Mission Drive. In 1994, the Traffic Commission approved the installation of STOP signs at Encinita Avenue and Rio Dell Street. The STOP signs were recommended to provide an additional controlled pedestrian crossing in the area. Encinita Avenue varies in width from 36-feet to 45-feet between Mission Drive and Lower Azusa Road. The intersections of Encinita Avenue/Mission Drive and Encinita Avenue/Lower Azusa Road are controlled by traffic signals. A three way STOP exists at the intersection of Encinita Avenue/Rio Dell Avenue. There is single yellow skip striping along the centerline of the roadway. The posted speed limit on Encinita Avenue is 30 mph. The recent 24-hour traffic volume count on Encinita Avenue indicated about 6,800 vehicles per day travel on Encinita Avenue between Mission Drive and Lower Azusa Road. The average traffic volume of a collector roadway such as Encinita Avenue is generally less than 10,000 vehicles per day. Other collector roadways in the City include Marshall Street, Rio Hondo Avenue and Muscatel Avenue. The reported accident history on Encinita Avenue between Mission Drive and Lower Azusa Road was reviewed for the period between January 1, 1996 through June 30, 1998. The reported accident history revealed three accidents occurring on Encinita Avenue between Mission Drive and Lower Azusa Road. RECOMMENDATIONS: Due to the number of different requests regarding Encinita Avenue, staff has separated each request and made recommendations accordingly. STOP signs on Encinita Avenue at Atkin Street Ms. Bowers has requested STOP signs at the intersection of Encinita Avenue and Pitkin Street to provide additional direction for vehicles at this crossing guard controlled location. The estimated traffic volume on Pitkin Street would not satisfy the guidelines set in the Caltrans Traffic Manual for multi-way STOP sign installations. In addition, Pitkin Street is approximately 300 feet south of the intersection of Encinita Avenue and Lower Azusa Road. A STOP sign on Encinita Avenue at Pitkin Street would cause a southbound queue of vehicles between Pitkin Street and Lower Azusa Road especially during school start and release times. It is anticipated this queue would create additional potential for traffic accidents. Therefore, the installation of STOP signs on Encinita Avenue at Pitkin Street is not recommended at this time. \I Speed bumps on Encinita Avenue Speed bumps are not recommended on Encinita Avenue. The City's current policy is not to install speed bumps on public roadways primarily due to the State of California not recognizing the speed bump as an official traffic control device. This is a concern for liability exposure to the City. In addition, studies have shown the speed bumps do not significantly reduce vehicle speed once the vehicle has left the speed bump and often times vehicle speeds increase. Repainting of crosswalk at Encinita Avenue and Pilkin Street Based on field review, the repainting of the yellow crosswalk on Encinita Avenue at Pitkin Street is recommended. Installation of yellow curb and signs in front of Encinita School The installation of yellow or white curb for loading and unloading of passengers is used in other school locations throughout the City. Yellow curb allows both passenger and freight to be loaded and unloaded at the curb. White curb restricts the loading and unloading to passenger only. The installation of 220 feet of yellow curb directly in front of Encinita School is recommended. It is further recommended that "Passenger Loading Only School Days" signs be installed. Southbound right turns and Pedestrians on Encinita Avenue at Mission Drive The crossing guard at the intersection of Encinita Avenue and Mission Drive has indicated that southbound right turning vehicles often disregard the pedestrians in the crosswalk on the west leg of the intersection. Staff did confer with Temple Sheriffs Station. A few citations have been issued at this location for vehicles violating the pedestrian right-of- way. There have been no reported accidents at this intersection involving pedestrians. Field review of the location did identify a few vehicles turning right while pedestrians were in the crosswalk. However, the closest pedestrians were at the inside 1) lane of travel as vehicles turned right. The closer the pedestrians were to the north curb line; fewer vehicles turned right (in the vicinity of the pedestrians). It is recommended that the Temple Sheriff's Department monitor the intersection, when available, specifically for vehicle violating pedestrian right-of-way. Large vehicle blocking access to southbound right turn lane on Encinita Avenue at Mission Drive. Field review of the intersection of Encinita Avenue and Mission Drive did identify vehicles legally parking on the west curb line of Encinita Avenue blocking direct access to the southbound right turn lane. It is recommended that an additional 50 feet of red curb be installed on the west side of Encinita Avenue north of Mission Drive. Chairperson Knapp stated that the Traffic Commission has received a petition with approximately 100 signatures from parents that have children that attend Encinita School. Speaking before the Commission was: Ann Bowers, Principal of Encinita School 4514 Encinita Avenue Rosemead, California 91770 Ms. Bowers stated that she has observed the crossing guard stand in the middle of the street, holding her sign up and have a car coming barreling around and go right through the crosswalk. It's a very dangerous situation and feels there should be some other form of recommendation to take care of this problem. Commissioner Ruiz stated that he agrees with Ms. Bowers, he's been at the location and seen it with his own eyes. Commissioner Ruiz feels that one of our solutions will be with the Sheriffs enforcement at this location, monitoring and citing them. He feel this would be more effective than putting up a light. Chairperson Knapp asked if there were warning signs on Lower Azusa. Deputy Traffic Engineer Itagaki stated that there are signs posted on Lower Azusa warning motorist. Speaking before the Commission was: Elizabeth Mercado 4126 Rio Hondo Avenue Rosemead, California 91770 -and- Beverly George 9235 Rio Dell Street Rosemead, California 91770 Ms. George stated that at the corner of Pitkin and Encinita there is a one crosswalk there that crosses directly from the southeast corner of Pitkins to Encinita. There is no crosswalk that goes across Pitkins, so when the crossing guard crosses the children across Encinita to the corner, a lot of the parents park their cars across the street, the kids get to that corner and take off. Ms. George was also inquiring about a "temporary" stop sign to be used only during the beginning or ending of school on Pitkins. Deputy Traffic Engineer Itagaki stated that the City cannot allow a "temporary" stop sign to be used, because of the various liability issues. Ms. George stated that she would like the Sheriffs Department there more often. Ms. George asked about the feasibility of "bott dots" being installed at this location. Deputy Traffic Engineer Itagaki stated that it is possible, the only problem is the noise. It does become annoying to the residents at some point. Commissioner Ruiz stated that "bott dots" were installed at Rosemead Place and Whitmore, and were recently removed because the residents were complaining of the noise. Deputy Traffic Engineer Itagaki stated that staff can extend the recommended yellow curb between the 2 areas or remove the yellow curb and leave it for regular parking. Deputy Traffic Engineer Itagaki drew a diagram on the board, indicating to the Commissioners where the proposed yellow curb would be installed. Deputy Traffic Engineer Itagaki stated that she could look at the possibility of "Keep Clear" written on the street, this is found to be more effective than signs. Speaking before the Commission was: Gary George 9235 Rio Dell Street Rosemead, California 91770 Mr. George asked about highly visible cones down the center divider, that say "please slow down". Deputy Traffic Engineer Itagaki stated that she does not know the policy regarding the cones. She has seen it in other cities, and would have to look at the liability issue. Speaking before the Commission was: Interpreter - Christina Gomez 9270 Pitkin Rosemead, California 91770 Ms. Gomez stated that she would like to address the Commission on Newby and Mission, and the children that are crossing to go to the high school and elementary school. She wanted to know if there were any reports of children being hit or any accidents at this location. They stated that they are grateful for the light, however this is not the answer to a lot of the problems at this location. Ms. Gomez asked for a stop sign or some form of attention getter. Ms. George stated that the crossing guard at Mission and Encinita Avenue is not doing their job. Commissioner Ruiz encourages all parents to teach their children to obey all laws. He also stated that the Sheriff's Units are there observing this location. Ms. Gomez stated that she is in this vicinity approximately 10 times a day and hopes the Commission will consider doing, something at this location. She also stated that the crossing guard at Rio Dell and Encinita is on the wrong side of the street. Commissioner Ruiz thanked the audience for coming out and voicing their opinions Chairperson Knapp also thanked the audience for coming out and she stated that it has always been her contention that the people that live in it, are the ones that know what's best. It was moved by Commissioner Ruiz, seconded by Commissioner Herrera, and carried unanimously to re-paint the crosswalk at Encinita at Pitkin Street, in addition, the installation of the yellow crosswalk across Pitkin. As it relates to the installation of yellow curb and signs in front of Encinita School. They would like it to read "In front of the Parking Lot" and the "Keep Clear" on the street, and "Runthle Strips" in the appropriate places. The recommendation should also include the Temple City Sheriffs Department monitoring the intersections, in addition, to adding 50' feet of red curb be installed on the west side of Encinita Avenue north of Mission Drive. Several audience members wanted to make sure the Traffic Commission acknowledged the crossing guard, Ms. Aguilar. They stated that they trusted her with their children. If there was to be a "Crossing Guard of the Month", they would nominate her to win. V. STAFF REPORTS Administrative Aide Wilkinson stated that the request for Stop signs on Hellman Avenue at Jackson Avenue was approved by the City Council. In addition, the stop signs on Rio Hondo at Marshall Street was also approved by the City Council. Deputy Traffic Engineer Itagaki stated that at last months meeting Commissioner Ruiz inquired as to the cost of a four direction flashing light for emergency vehicles. The cost is approximately $ 10,000.00, plus cost for the devices in the fire trucks. There are grants that are available for funding the various agencies can apply for. VI. Commissioner Quintanilla asked if there were reports from other cities showing improvement in response time. Deputy Traffic Engineer Itagaki stated that there are reports showing a reduction in response time. VIII.
