1) Those wishing to speak on any Agenda Item, including public hearing, should have their
Speaker Request Form submitted to the City Clerk no later than the time immediately
following Oral Communications.
2) Immediately after approval of the minutes and again at the end of the meeting, there is a
period of time set aside for those persons wishing to address the Council on matters not

Recommendation: Adopt Resolution No. 2003-39, for payment of City
expenditures.

B. s ORDINANCE NO. 827 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD ADDING SECTION 16.04.025 THE ROSEMEAD
MUNICIPAL CODE RELATING TO LOT LINE ADJUSTMENT
At the meeting of October 14, 2003, Ordinance No. 827 was introduced on first
reading and that reading in full be waived.
Recommendation: Adopt Ordinance No. 827.

RESIDENTIAL" FOR PROPERTIES LOCATED AT 9203 - 9225 STEELE
STREET (APNs: 8594-003-024, -025, -017, -026-027)
At the meeting of October 14, 2003, Ordinance No. 828 was introduced on first
reading that the reading in full be waived.
Recommendation: Adopt Ordinance No. 828.
G D. ORDINANCE NO. 829 - AN URGENCY ORDINANCE OF THE CITY OF
ROSEMEAD IMPOSING A 45-DAY MORATORIUM ON THE ISSUANCE
OF ANY PERMITS OR OTHER ENTITLEMENTS FOR BUSINESSES
OFFERING MASSAGE SERVICES AND DIRECTING THE PLANNING
DEPARTMENT TO INITIATE A STUDY WITH RESPECT TO DEVELOPING
APPROPRIATE ZONING REGULATIONS GOVERNING SUCH USES -
ADOPT
Councilmember Imperial requested that staff review City Ordinances regarding
massage businesses. After careful analysis, it is recommended that the Council
adopt a 45-day moratorium on the issuance of any new approvals of permits to
open massage related businesses.
Recommendation: Adopt Urgency Ordinance No. 829 on first reading imposing
a 45-day moratorium on the issuance of any permits for any businesses offering
massage services.
IV. CONSENT CALENDAR-RECOMMENDATION: APPROVAL
LCC-A ACCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR PARK ADA
AND BALLFIELD LIGHTING IMPROVEMENTS
The City received four bids for the subject project on October 20, 2003. The low
bid was submitted by Malibu Pacific Tennis Courts in the amount of $375,950.00.
Recommendation: Accept the bids and award the project to Malibu Pacific
Tennis Courts in the amount of $375,950.00.
CC-B APPROVAL OF UNDERTAKING AGREEMENT FOR PARCEL MAP 26808 -
4804 MUSCATEL AVENUE
The Undertaking Agreement was executed to guarantee the construction of a
sewer lateral, parkway drains, curb & gutter, sidewalk and driveway, subsequent
to the recordation of the parcel map. A Certificate of Deposit in the amount of
$12,375.00 has been submitted to the City.
Recommendation: Approve the Undertaking Agreement for the installation of
the improvements.
CC-C AUTHORIZATION TO REJECT CLAIM AGAINST THE CITY FROM
RONNIE TOLLIVER
Claimant alleges that she tripped and fell over a raised portion of City-
owned/maintained sidewalk.
Recommendation: Reject claim.
