CC - Item 4A - Authorization to Grant Request for Reward Money Regarding Quadruple Homicide - Box 0700 TO: HONORABLE MAYOR AND MEMBERS ROSEMEAD CITY COUNCIL FROM: BILL CROWE, CITY MANAGER DATE: FEBRUARY 19, 2003 RE: AUTHORIZATION TO GRANT REQUEST FOR REWARD MONEY REGARDING QUADRUPLE HOMICIDE At the August 24, 1999 Meeting, after a lengthy discussion, the Council approved an expenditure of $20,000 for defraying the cost of the victims family's funeral expenses with the remaining funds to be used as a reward. Attached is a copy of the minutes from that Meeting. Please note that the Council's final action is indicated on page six of the minutes. In November of 2000, the City issued a check in the amount of $8,995.96 to Marta Pacheco to cover the funeral expenses not reimbursed by the State of California. Attached is copy of that check with the backup information. Under separate cover you received a confidential memorandum from the Sheriffs Homicide Bureau requesting that the City pay the reward, which would be $11,004.04. Because of the sensitive nature of the investigation and subsequent conviction of the murderer, Evelio Zacarias, Sheriff's Homicide will arrange for payment to the two informants, who reside in Mexico. RECOMMENDATION It is recommended that the City Council authorize payment of $11,004.04 from appropriated reserves and direct staff to make the necessary payment arrangements with the Sheriff's Homicide Bureau.
