DISCUSSION
The Rosemead High School Principal, Diane Bladen, has requested that the City install a "Bus
Loading Zone", along Lower Azusa Road. At the January 9, 2003 Traffic Commission meeting,
staff presented the request to the Commission with the recommendation to approve the requested
item.
The Traffic Commission approved the recommendation to install forty feet of red curb with "Bus
Zone" markings, beginning at the gate to Rosemead High School on Lower Azusa Road and
extend westerly. The Commission unanimously recommended approval to the City Council.
Exhibit A (attached) depicts the approved recommendations of the Traffic Commission.
RECOMMENDATION
It is recommended the City Council approve the recommendation of the Traffic Commission.

RE: Request for Bus Loading and. Unloading Zone on Lower Azusa
Road from Rosemead High School
REQUEST
A letter (attached) has been received from Ms. Diane Bladen, Principal of
Rosemead High School. Ms. Bladen has requested the installation of a bus
loading zone on Lower Azusa Road for the Mildly Developmentally Delayed that
attend the school. The students are picked up and dropped off at this back gate.
However, direct access to the gate is often times blocked by vehicles of persons
using the school's track and field to exercise. A bus loading zone would remove
these vehicles from direct access to the gate.
CONDITIONS
Lower Azusa Road is a 4 lane roadway with 2 lanes in each direction separated
by a double yellow centerline. There is parking allowed on the south side, school
side, of Lower Azusa Road in the vicinity of the high school track field. The
posted speed limit is 40 mph except when children are present then the speed
limit is 25 mph.
Staff met with Ms. Bladen to discuss the concerns regarding the bus loading
zone. Ms. Bladen indicated that the bus services about 15 - 20 students. Direct
access to the gate on Lower Azusa Road is often blocked making direct access
difficult. Since these students are developmentally delayed, the bus driver is
required to wait until they are in the gate of the school before they can leave. If
the bus is required to park far from the gate, there are more distractions for the
students to walk to the gate.
Ms. Bladen has requested the installation of a red curb bus zone in front of the
gate on Lower Azusa Road. Staff agrees this curb marking would best keep
vehicles from parking in front of the gate. This red curb marking is also
consistent with bus zone parking at other schools (Williams School).

Rosemead High School has a pressing need for a bus-loading cone on Lower Azusa
Road. In the past, the Special Education students were dropped off on Mission Drive, in
the staff parking lot. Due to the volume of traffic on Mission Drive in the morning, it
makes it impossible for the bus to operate on a timely schedule.
The students who are riders on this bus are Mildly Developmentally Delayed. Even
though they are chronically 14-18 years of age, their mental age is from 3 years to 8
years. Without the red curb-to reserve the drop-off area, the bus has to frequently park a
half block from the gate. The driver must wait.until all of the students are inside the
school field. This is for the students' protection.

Quintanilla, and carried unanimously to approve the minutes for December 5,

Joanne Itagaki presented the staff report.
RECOMMENDATION:
The installation of 40 feet of red curb with "Bus Zone" markings was
recommended. This red curb should begin at the gate to Rosemead High School
on Lower Azusa Road and extend westerly.
It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf,
and carried unanimously to approve the Traffic Engineer's recommendation.
V. STAFF REPORTS
Deputy Traffic Engineer Itagaki updated the Commission on the status of the
Rosemead Place Shopping Center Traffic Study at the December 2nd, City
Council meeting.
Deputy Traffic Engineer Itagaki stated that the City Council approved the
installation of a three-way stop sign at Marshall and Hart. They will
continue the trimming and pruning of the trees and bushes on Marshall and
there will also be selective enforcement to reduce speeding. In addition, there
will be the installation of split phase for each westbound Marshall and
Rosemead, which includes re-striping to provide additional left-turn capacity.
There will also be a modified traffic study that will be conducted after the center
is fully leased. This study will look at the impacts on Marshall Avenue between
Park and Rosemead Boulevard, this will include turn restrictions from the
driveways and a possible installation of a traffic signal.
Commissioner Knapp stated that she attended the City Council Meeting and
was pleased that they approved the stop sign, which seems to be working and to
see City staff at the location evaluating the trimming of the trees/bushes.
Planning Director Brad Johnson stated that the City Council and the Traffic
Commission both requested the motor units to report along that strip, along with
the stop sign being installed. The first week 16 citations were issued, the second
week there were only 5 citations issued, and doesn't appear to be a speeding
problem at this location.
VI. COMMISSIONER REPORTS
Commissioner Knapp inquired about the "Keep Clear" sign at Hellman and
Rockhold.
Deputy Traffic Engineer Itagaki stated that the sign will be installed along with
the installation of the traffic signal.
Commissioner Knapp inquired about the potholes on Rosemead Boulevard, and
asked if they were due to be repaired soon.
Deputy Traffic Engineer Itagaki stated that after the holidays, Traffic Engineer
Ken Rukavina requested that Cal-trans fill-in the potholes.
Commissioner Quintanilla asked staff to look at the timing of the green arrow at
Marshall and Rosemead Boulevard, he feels it is too short.
Deputy Traffic Engineer Itagaki stated that she will send a letter to Cal-trans
requesting them to look at the timing at this location.
Commissioner Knapp inquired about the latest news on the Wal-Mart.
Planning Director Johnson gave a brief update on the status of the Wal-Mart
proposal.
Commissioner Quintanilla asked about the property of the old Toys R Us.
Planning Director Johnson stated that staff has not meet with the developers in a
couple months, they seem to have a problem marketing the property, because of
the type of retailers the City wants there.
VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:25 p.m., the next regularly scheduled meeting is set for February
6, 2003. There were 4 people in the audience.

Juan Nunez, 2702 Del Mar, Rosemead, asked if the City is meeting the State mandated
diversion rate?
Councilman Taylor stated that other cities are joining the Joint Powers Authority in an effort to
provide a better solution and to pool resources to have a stronger voice in Sacramento than exists for
individual cities now.
Mr. Nunez stated that many people do not have or do not use their recycling bins, that all
recyclables are thrown in with the regular trash.
MOTION BY COUNCILMAN TAYLOR, SECOND BY COUNCILMEMBER CLARK that
the Council approve participation in the Los Angeles Integrated Waste Management Authority by
adoption of the Joint Powers Agreement; designate funds in the amount of $2,637, from the
Health/Solid Waste portion of the budget to pay for the City's first year's prorated annual membership
fee; and designate a representative from the City Council to serve on the Authority Board of Directors.
